Summary of Minutes for November 6, 2014
1. CALL TO ORDER
Chairperson Mumphord called the meeting to order at 5:01 p.m.

No Public Comments.
5. PRESENTATIONS
A. Homeless Ordinance Proposed Changes — Susan Thorpe, Assistance City
Manager & Denise Pace, CCPD City Hall Security
Susan Thorpe, Assistant City Manager and Denise Pace, CCPD City Liaison Officer.
Stated they along with others are currently working on Homeless Solutions and Tasks.
Ms. Thorpe stated, the City does not currently have a homeless ordinance at this time.
The Homeless Solutions and Task group are researching what does and doesn't work
for other cities. The Plan is to eventually build a shelter structure where homeless
individuals can have a place to go that will have a restroom, showers and lockers.
Further discussion ensued. Result of the discussion, Committee member Lyndon
Smiling requested Susan Thorpe and Denise Pace return in six (6) months to provide
an update. Mrs. Thorpe, Officer Pace and Chairperson concurred on the request
B. Announcement of Upcoming Public Events for Plan CC — the City's 20-year
comprehensive plan, Annika Gunning, Senior Project Planner
Ms. Gunning invited the Committee to spread the word and attend the Plan CC
open house on 11/10/4-11/13/14 each date will be held at a different location.
Ms. Gunning invited the Committee to attend the Downtown Area Planning
Workshop on 11/18/14 from 5:30-8:00 p.m. at the American Bank Center,
Selena Rotunda Room. Brief discussion ensued as Committee members had

comments and questions.

C. Solid Waste Services — Jaime Flores, Solid Waste Superintendent
Mr. Flores provided verbal information on services Solid Waste Department provides to
residents of Corpus Christi, that fall under the American with Disabilities Act (ADA). The
Trash and Recycle Accommodation Pickup Services (TARPS) is provided at no
additional cost to those who qualify. Solid Waste will soon advertise the TARPS service
in their departmental brochure. Mr. Flores stated Human Relations is in charge of
coordinating the services with various City departments. Monthly Annual Audits are
conducted by Human Relations. Brief discussion ensued as Committee members had
comments and questions.
D. Brush & Trash Pick-Up Services — Clarence Clark, Brush Collection
Superintendent
Mr. Flores stated Mr. Clark would not be attending, he also stated the Brush & Trash
Pick-Up Services does not provide any accommodation.
6. DISCUSSION ON THE 2008 "VEAR SCHOLARSHIP PROGRAM" RESOLUTION
Commissioner Rene Saenz stated in 2008 as a Commissioner at that time, he requested
the City create a 4 year scholarship program; to assist young adults who were interested in
continuing their education without falling into debt. Mr. Saenz stated that a subcommittee,
who created the drafted a resolution. The resolution was reviewed by the Human Relations
Commission, approved and signed by the then Chairperson (Ramiro Gamboa). The
resolution was presented to City Council at the time and was accepted. Mr. Saenz then
stated he shortly resigned after the program was set to be in place. He then stated it was
his understanding that somehow the program just slipped through the cracks and nothing
ever became of it. Further discussion ensued between Commissioners, Staff and Legal
Advisor Buck Brice.

A. Housing Subcommittee — Update
No update.
B. Committee for Persons with Disabilities
Chairperson Ramos reported on the Committee for Persons with Disabilities 11/5/14
regular monthly meeting.
C. Education Subcommittee — No Update
D. Disparity Subcommittee — No Update
E. 50th Anniversary Subcommittee — No Update
8. HUMAN RELATIONS ADMINISTRATOR'S REPORT
Sylvia Wilson reported the October 2014 monthly performance report. Mrs. Wilson
informed the Commission of the City's new fiscal changes from August-July now
from October-September.

Plan CC is the City's new 20-yeair,cltywide comprehensive plan.The purpose of
the comprehensive Plan is to serve as a guide for decision-making about the city's
physical development over time,The comprehensive plan is based on community
input,analysis of existing conditions,markets,and future opportunities.n June,
the City field a series of public workshops to identify a vision for the City in 203,5
and to create the plan's guiding principles. Now,the City invites you to learn
more about Plan CC and to give input on three alternative growth scenarios by
attending any of eight public open houses scheduled November 10"'through 13'1',
