CALL TO ORDER Chairperson Mumphord called the meeting to order at 5:00 p.m. A. APPROVAL OF REGULAR MEETING MINUTES OF 11/6/14 MOTION Motion — Mickey Kramer Second — David Ramos Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No Public Comments. 5. PRESENTATIONS A. Solid Waste Services — Jaime Flores, Solid Waste Superintendent Mr. Flores was not present to provide presentation. B. Brush & Trash Pick-Up Services — Clarence Clark, Brush Collection Superintendent Mr. Clark was not present to provide presentation. 6. DISCUSSION ON THE 2008 "4YEAR SCHOLARSHIP PROGRAM" RESOLUTION Chairperson Mumphord stated a Motion would have to be made if the idea of a scholarship program subcommittee was to be agreed upon. Commissioner Merced Pena made a motion to establish subcommittee, Commissioner Mickey Kramer seconded the motion; motion passed. Chairperson Mumphord designated Rene Saenz as the Subcommittee Chairperson. Mr. Saenz asked for Commissioners to volunteer as members. Members are; Rene Saenz, Mickey Kramer, Carlos Aguinaga, Eloy Rodriguez, Saherish Surani and Sophie Susser. Mrs. Wilson briefly discussed the San Antonio Martin Luther King, Jr. Commission Scholarship Application. She then suggested the new subcommittee members visit the mentioned entity and gather as much information as possible form the website to have something to discuss at their first meeting. Mrs. Wilson then offered the Human Relations Division Conference room to hold the Scholarship Program meetings. Discussion/Action to Establish 50th Anniversary Subcommittee Member Commissioner Alice Aparicio-Bussey requested a brief synopsis of what the purpose of the Subcommittee was about. Mrs. Wilson Commissioner Mickey Kramer provided brief history on why the Subcommittee was created. Chairperson stated since the Commission was able to hear the history of the subcommittee he requested that a commissioner volunteer to chair the subcommittee or the commission can decide to dissolve the subcommittee. Mrs. Wilson provided brief ideas of what kind of anniversary celebration can take place. Commissioner Alice Aparicio-Bussey volunteered to chair the Subcommittee. Commissioners Mickey Kramer, Carlos Aguinaga, Saherish Surani and Sophie Susser volunteered to be on the Subcommittee. The Human Relations Division Conference room was offered for meetings. 8. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Update Commissioner Alice-Aparicio Bussey provided an internet synopsis on what properties have been sold in the Coastal Bend area as far as construction, commercial, new homes and previously occupied homes. Mrs. Bussey provided a two year example to show the Commissioners the progression that has occurred throughout a two year time frame. Brief discussion ensued. B. Committee for Persons with Disabilities — Update Chairperson Ramos reported on the Committee for Persons with Disabilities 12/3/14 regular monthly meeting. • 5:46 p.m. Chairperson Mumphord had to leave the meeting due to needing to be present at another board meeting. Chairperson Mumphord left Commissioner Mickey Kramer in charge of continuing the meeting. C. Education Subcommittee — No Update D. Disparity Subcommittee — No Update E. 50th Anniversary Subcommittee — No Update 8. HUMAN RELATIONS ADMINISTRATOR'S REPORT Sylvia Wilson reported the November 2014 monthly performance report.
