CALL TO ORDER Chairperson Joel Mumphord called the meeting to order at 5:00 p.m. A. ROLL CALL Present Commissioners: Joel Mumphord Toni Davis Rene Saenz Hayden Sutherland Mickey Kramer Lyndon Smiling Elias Valverde Carlos Aguinaga Eloy Rodriguez Merced Pena Present Staff: Sylvia Wilson (Human Relations) Christina Aparicio (Human Relations) Absent Commissioners: David Ramos Alice Aparicio-Bussey Saherish Surani Edna Arredondo Jaimee Contreras Sophie Susser Absent Staff: Lisa Aguilar(Legal) 2. REQUESTS FOR EXCUSED ABSENCES Edna Arredondo, Alice Aparicio-Bussey, Saherish Surani and Sophie Susser requested MOTION excused absences for the 6/4/15 regular monthly meeting. Motion - Mickey Kramer Second - Toni Davis Motion Passed 3. APPROVAL OF REGULAR MEETING MINUTES OF 5/7/15 MOTION Motion - Mickey Kramer Second - Toni Davis Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No Public Comments. 5. PRESENTATIONS A. Affordable Housing Developments & Texas Department of Housing and Community Affairs (TDHCA) - Eddie Ortega, Director of Neighborhood Services, Housing/Community Development Mrs. Wilson stated Mr. Ortega requested the presentation be tabled for July 2015 and presented by Rudy Bentancourt. B. Absences & Quorum Responsibilities - Tamera Riley, City Secretary Representative Ms. Riley read and discussed the attendance policy. Further discussion ensued 6. Certificates of Appreciation to Toni Davis, Edna Arredondo, Hayden Sutherland and Sophie Susser Chairperson Mumphord provided Toni Davis and Hayden Sutherland with appreciation certificates. The Commission took a group photo. 7. Commission Vacancy Update provided by Sylvia Wilson Mrs. Wilson stated there are two (2) vacancies due to expired terms for Edna Arredondo and Toni Davis. The City Council will be reviewing the Bio's and announcing appointment nominations at the 6/16 City Council meeting. She then stated Mickey Kramer and Page 1 of 3 Saherish Surani have requested to be reappointed. 8. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Update No report. B. Committee for Persons with Disabilities — 6/3/10 Meeting Update No update. This meeting will take place 6/10/15 C. Education Subcommittee — Update No update. D. 50th Anniversary Subcommittee — Update No Update. E. Scholarship Program Subcommittee — Update Subcommittee Chairperson Rene Saenz reported the last time the subcommittee meet was 3/3/15. He provided the 0 &A's that were discussed during the meeting with legal. Mr. Saenz read the Texas Constitution Article 3 Section 52 to the Committee. Mr. Saenz stated he is going to schedule a meeting with Mr. Olson, City Manager to get his views and opinions of the scholarship. Brief discussion ensued. Mr. Saenz stated his next report will follow his meeting with City manager. F. Disparity Subcommittee — Discussion/Action to remove Mrs. Wilson provided the Committee with brief history of the subcommittee. MOTION Motion to Dissolve the Disparity Subcommittee made by Carlos Aguinaga; Second by Lyndon Smiling. Motion Passed. 9. HUMAN RELATIONS ADMINISTRATOR'S REPORT Sylvia Wilson discussed her May 2015 Human Relations report. (A copy of the report is attached at the end of the minutes.) 10.CHAIRPERSONS REPORT Move the 7/2/15 regular monthly meeting the following Thursday, 7/9/15 due to the July 4th holiday. Mrs. Wilson invited Commissioners to attend the Corpus Christi Apartment Association Trade Show presentation provided by the Human Relations Division on 6/25/15 at the Solomon Ortiz Center. She also stated Commissioners would be able to volunteer to assist the Human Relations Division provide outreach by hosting the booth for the tradeshow. Mrs. Wilson also reminded Commissioners of the Back to School event that usually takes place in July, hosted by CCPD. Mrs. Wilson stated she would request a presentation be provided for the next month meeting. 11.
