CALL TO ORDER Chairperson Joel Mumphord called the meeting to order at 5:04 p.m. A. Mireles Rene Saenz Melody Guerrero Carlos Aguinaga Lyndon Smiling April Bassett Dr. Roy Stock Eloy Rodriguez Merced Pena Present Staff: Sylvia Wilson (Human Relations) Christina Aparicio (Human Relations) Absent Commissioners: Robert Bonilla Absent Staff: Lisa Aguilar(Legal) Commissioner Joel Mumphord brought to Staffs attention, his name was not on the agenda. Mrs. Wilson stated it was an oversight and will be corrected by next month's meeting. No motion was needed. 2. REQUESTS FOR EXCUSED ABSENCES MOTION Robert Bonilla requested excused absences for the 7/9/15 regular monthly meeting. Motion — Lyndon Smiling Second —Joel Mumphord Motion Passed 3. APPROVAL OF REGULAR MEETING MINUTES OF 6/14/15 MOTION Motion —Joel Mumphord Second — Lyndon Smiling Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No Public Comments. 5. PRESENTATIONS A. Affordable Housing Developments & Texas Department of Housing and Community Affairs (TDHCA) — Rudy Bentancourt, Community Development Administrator, Housing/ Community Development Provided and discussed a PowerPoint regarding; Housing and Community Development Department — HOME Program Leverage with TDHCA Housing Tax Credits. Brief comments and questions ensued. (A copy of the presentation will be attached at the end of the minutes.) B. VAWA Training — Sarah Deleon, CCPD Victim Case Manager. Ms. Deleon provided and discussed a PowerPoint regarding: overview of Safe Homes, Safe Communities: A Guide for Local Leaders on Domestic Violence and Fair Housing. Brief comments and questions ensued. (A copy of the presentation will be attached at the end of the minutes.) Page 1 of 6 6. Discussion/Action on meeting time options Due to time restraints this item was tabled for the next month meeting. 7. Discussion/Action to elect new Vice Chairperson Commissioner Pena was nominated by Lyndon Smiling, Youth Commissioner Saherish Surani was nominated by Joel Mumphord. Mr. Pena received 5 votes and Ms. Surani received 7 votes. Youth Commissioner Saherish Surani was elected Vice Chairperson. 8. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Update This item has been tabled due to technical difficulties. B. Committee for Persons with Disabilities — 7/1/15 Meeting Update No update due to No Quorum. C. Education Subcommittee — Update No update. D. 50th Anniversary Subcommittee — Update No Update. E. Scholarship Program Subcommittee — Update Subcommittee Chairperson Rene Saenz reported, property taxes are able to be used to finance such scholarship programs. He also received some unclear information pertaining to the city being able to provide money directly to the students who apply for the scholarship. Mr. Saenz stated he currently has a standing appointment with Assistant City Manager Margie Rose on 7/17/15 at 11:00 a.m. Mr. Saenz will provide an update at the next month meeting. 9. HUMAN RELATIONS ADMINISTRATOR'S REPORT Sylvia Wilson discussed her June 2015 Human Relations report. (A copy of the report is attached at the end of the minutes.) 10.CHAIRPERSONS REPORT No report was provided. 11.
