CALL TO ORDER Chairperson Mickey Kramer called the meeting to order at 5:09 p.m. Mr. Kramer then announced Commissioner Merced Pena had resigned and Commission now has a vacancy. A. ROLL CALL Present Commissioners: Mikey Kramer Alice Aparicio-Bussey Joel Mumphord Saherish Surani Nora G. Mireles Robert Bonilla Carlos Aguinaga Lyndon Smiling Dr. Roy E. Stock April Bassett Present Staff: Patsy Garcia (Human Relations) Christina Aparicio (Human Relations) Lisa Aguilar(Legal) Absent Commissioners: Rene Saenz Elias Valverde Eloy Rodriguez Commissioner Joel Mumphord indicated, his name was not called during Roll Call. Ms. Aparicio, apologized for the oversight and assured Mr. Mumphord he would be counted as present at the meeting. 2. REQUESTS FOR EXCUSED ABSENCES AND REVIEW OF ABSENCE DOCUMENT MOTION Rene Saenz and Melody Guerrero requested excused absences for the 8/6/15 regular monthly meeting. Motion — Lyndon Smiling Second —Joel Mumphord Motion Passed Commissioner Aguinaga not happy, will research ordinance and will request Agenda Item be placed on agenda in 2-3 months. 3. APPROVAL OF REGULAR MEETING MINUTES OF 7/9/15 MOTION Motion — Lyndon Smiling Second — Nora Mireles Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No Public Comments. 5. PRESENTATIONS A. General Information —Tracey Cantu, Zone/Code Enforcement Administrator Ms. Cantu provided and discussed Code 101 PowerPoint presentation regarding; Who is Code Enforcement; Code Enforcement, Police & Citizens; Code Enforcement Organizational Chart; Productivity Level; Common Code Violations; The Process and Removing Grime Reduces Crime. Thorough questions and comments ensued by Commissioners Aguinaga and Aparicio-Bussey. Other brief questions were also asked by other Commissioners. (A copy of the presentation is attached at the end of the minutes.) Page 1 of 9 B. CCPD Operation Safe Return Back to School Event — Javier Cantu, Lieutenant, Police Department. Lt. Rodriguez provided a brief verbal presentation. He stated the CCPD will be hosting the Fourth Annual "Operation Safe Return" to help prepare Corpus Christi families for the upcoming school year. The event will take place at the Sunrise Mall, 5858 SPID (Next to Burlington Coat Factory), Corpus Christi, TX on Saturday, August 22, 2015 from 10 am to 1 pm. Operation Safe Return will have a variety of health and safety information, along with free giveaways and door prizes. For additional information, please contact Patrol Officer Javier Cantu at (361) 533-5174 or Crime Prevention Advisor Arlene Cordell (361) 886-2768. Lt. Rodriguez invited the Commission to come out and host a table at the event as in previous years, to provide information pertaining to discrimination rights. Brief comments and questions ensued. Ms. Aparicio requested to move to Item 8; Section C — Educational Subcommittee — Update: Mrs. Aparicio stated Mrs. Wilson requested confirmation from the Commission as to who would participate in the Operation Safe Return event. Ms. Aparicio stated she would be present to set up the booth and stay until Commissioners attended. Youth Commissioner Bonilla and Commissioners Aparicio- Bussey, Kramer, Stock and Mumphord committed themselves to attend the event to represent the CCHRC. Chairperson Kramer requested a Motion to Table Items#6 Discussion of the Commission Ordinance and #7 Discussion/Action on Meeting Time Option, due to time restraints. 6. Committee for Persons with Disabilities — No meeting until 8/12/15 No update due to No Quorum. C. Education Subcommittee — Update Discussed under Item 5; Presentations—Presentation C—C.C.P.D Operation Safe Return back to School Event. D. 50th Anniversary Subcommittee — Discussion/Action to dissolve. Due to time restraints this item was tabled for the next month meeting. E. Scholarship Program Subcommittee — Update No update as Mr. Saenz was not present. 9. HUMAN RELATIONS ADMINISTRATOR'S REPORT Patsy Garcia on behalf of Sylvia V. Wilson discussed the July 2015 Human Page 2 of 9 Relations report. (A copy of the report is attached at the end of the minutes.) 10.CHAIRPERSONS REPORT No report was provided. 11.
