CALL TO ORDER Chairperson Kramer called the meeting to order at 5:07 p.m. A. ROLL CALL Present Commissioners: Mickey Kramer Alice Aparicio-Bussey Elias Valverde Saherish Surani Nora G. REQUESTS FOR EXCUSED ABSENCES AND REVIEW OF ABSENCE DOCUMENT MOTION Carlos Aguinaga, Rene Saenz, April Bassett and Joel Mumphord requested excused absences for the 9/10/15 regular monthly meeting. Motion — Lyndon Smiling Second — Dr. Roy Stock Motion Passed 3. APPROVAL OF REGULAR MEETING MINUTES OF 8/6/15 MOTION Motion — Nora Mireles Second — Elias Valverde Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No Public Comments. 5. PRESENTATIONS - None 6. DISCUSSION OF THE COMMISSION ORDINANCE Chairperson Kramer tabled this item till the next regular monthly meeting, 10/1/15 due to the absence of Commissioner Aguinaga, who had initially requested this to be placed on the agenda. Motion — Elias Valverde Second — Lyndon Smiling Motion Passed 7. DISCUSSION/ACTION ON MEETING TIME OPTIONS Chairperson Kramer requested to leave the meeting time as is. Motion — Lyndon Smiling Second — Dr. Roy Stock Motion Passed 8. SUBCOMMITTEE REPORTS A. Housing Subcommittee — None B. Committee for Persons with Disabilities — 8/26/15 Meeting Update Mr. Balli introduced himself then provided the CFPWD report. He reported the Committee just elected to fill vacancies of the Chair and Vice-Chairperson Positions. The vacancy of the Secretary position will be filled at the next regular monthly meeting on 10/7/15. Page 1 of 3 C. Education Subcommittee — C.C.P.D. Operation Safe Return Update Commissioner Dr. Stock reported over 1,500 people of the public attended the event. Chairperson Kramer stated it was pleasant to hear the types of questions various individuals were asking, also being able to provide answers to most of the questions. Mr. Kramer then stated many individuals aren't aware of the Human Relations Division and its services. Commissioners provided departmental brochures and literature along with giveaway items. Commissioners who attended the event were: Mickey Kramer, Dr. Roy Stock and Joel Mumphord. Staff who attended were: Christina Aparicio. Mrs. Wilson added The Operation Safe Return event was the first event for the Youth Commissioners. She then provided a "Homework" assignment for the Youth Commissioners. The assignment being for each of the three (3) Youth Commissioners to speak with their school Councilors, to schedule a day or event that the Educational Subcommittee and EEOC Staff can attend to provide the Youth @ Work presentation to their student peers. D. 50th Anniversary Subcommittee — Discussion/Action to dissolve. Chairperson Kramer requested to dissolve the 50th Anniversary Subcommittee. Motion — Elias Valverde Second — Dr. Roy Stock Motion Passed E. Scholarship Program Subcommittee — Update No update as Mr. Saenz was not present. Mrs. Wilson mentioned Mr. Saenz was trying to schedule a meeting with Deputy City Manager, Margie Rose. 9. HUMAN RELATIONS ADMINISTRATOR'S REPORT Mrs. Wilson stated she had no Administrator's report to provide, however, she did give verbal update regarding the Fair Housing HUD Conference held in Washington, DC. Brief comments and questions ensued by Commissioners. 10.CHAIRPERSONS REPORT Chairperson Kramer reported he attended an EEOC training in San Antonio. He stated there were two training classes to choose from, he elected to attend the "How to deal with People with Disabilities and How to accommodate them in the work place." He stated a presentation was provided by the "Job Accommodation Network" (JAN). JAN is a company that can assist Employers with accommodations. 58% of calls for accommodation assistance form Employers are at no cost, 38% of calls are less than $500 cost to Employers. JAN has a 75% success rate. Chairperson Kramer stated the class he attended was very informational and thanked Mrs. Wilson and the Human Relations Division for asking him to attend. Chairperson Kramer briefly discussed an article regarding people who apply and are approved for Government Assistant Housing. Some individuals/families begin to exceed the income level that qualified them to get into Government Assistant Housing by either getting another job, earning a raise or investments. Those individuals/Families aren't asked to leave. There are no checks and balances once they are in the program. Brief discussion ensued. Chairperson Kramer stated he found the article information disturbing and would like to receive a presentation from a HUD Representative regarding the matter. Brief comments ensued by Commissioners. Page 2 of 3 Commissioner Bussey reminded Commissioners of the Reception honoring the City's Bard, Commission and Committee Volunteer Members. The Reception is to be held on Wednesday, 9/16/15 from 6:00-8:00 p.m. in the Henry Garrett Ballroom, American Bank Center, 1901 N. Shoreline Blvd. Commissioner Dr. Stock requested staff provide him with directions. 11. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA Chairperson Kramer requested to place all Tabled items on the next agenda. • TABLED - Item 6 — Discussion of the Commission Ordinance • Presentation from Housing Urban Development (HUD) — Requested by Chairperson Kramer. 12.ADJOURNMENT MOTION Motion — Lyndon Smiling Second — Dr. Stock Motion Passed Meeting adjourned at 5:36 p.m. Page 3 of 3
