Summary of Minutes for October 1, 2015
1. CALL TO ORDER
Chairperson Kramer called the meeting to order at 5:01 p.m.

2. REQUESTS FOR EXCUSED ABSENCES AND REVIEW OF ABSENCE DOCUMENT
MOTION Carlos Aguinaga and Elias Valverde requested excused absences for the 10/1/15
regular monthly meeting.

3. APPROVAL OF REGULAR MEETING MINUTES OF 9/10/15
MOTION Chairperson Kramer requested the minutes be amended in Item 10, to reflect the proper
spelling in the 31d paragraph, 1St sentence; "Commissioner Bussey reminded
Commissioner of the Reception honoring the City's Board, Commission and
Committee Volunteer Members."
Motion to approve as amended.

4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
No Public Comments.
5. REQUEST TO FILL VACANCY
Sylvia Wilson stated the CCHRC has one vacancy. The City Secretary's Office currently
has two bios available for the CCHRC to choose from. The CCHRC no longer provides
recommendations to the Mayor. The Mayor will recommend an individual with support and
approval of the Council to fill the vacancy. The choice will be announced 10/12/15. Mrs.
Wilson suggested if any Commissioner knows of anyone interested in applying, to do so
with City Secretary's office. Brief discussion ensued.
6. PRESENTATIONS
A. Low Income Housing Programs in Corpus Christi — Lamont Taylor
Tabled to 11/5/15 CCHRC meeting.
7. DISCUSSION OF THE COMMISSION ORDINANCE
Chairperson Kramer requested to remove this item from the Agenda, until further notice.

Commissioner Mumphord requested Chairperson Mr. Kramer give a brief synopsis of
the item to the new members of the Commission. Mr. Kramer provided brief detailed
history behind the request of the item. Mrs. Wilson briefly read the Code of Ordinance 24
regarding the Human Relations. Brief discussion ensued.

8. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — None
B. Committee for Persons with Disabilities — No Report, meeting will be held on
10/07/15
C. Education Subcommittee — Update
Mrs. Wilson mentioned during the last regular monthly meeting the Youth
Commissioners were given a homework assignment to speak with their school
counselors. Youth Commissioner Bonilla stated he spoke with his school counselor
and she said she it would be fine to provide a presentation she just needs a date
and time. Mrs. Wilson asked if Ray High School has any job fair events, Mr. Bonilla
stated he would get with his counselor and get back to her about it.
Youth Commissioner Bonilla also stated his Mother works with a Community Youth
Development program and stated the Education Subcommittee would be
welcomed to provide a presentation at a Leadership Conference either early April
or late March 2016.
Youth Commissioner Surani stated she spoke with a school counselor at Veterans
School. The Counselor indicated after thanksgiving break, early December 2015
should be good.
D. Scholarship Program Subcommittee — Update
Commissioner Saenz stated the subcommittee has not met in a while. However,
he would like to provide a report on the outcome of the last meeting held. Mr. Saenz
stated he spoke with Kat Muniz of the San Antonio Education Partnership
Organization. Mr. Saenz provided brief history of the Organization. He stated the
City of San Antonio provides $2.1 Million dollars a year to the Organization. The
funds are handed out to participants of the program of which consist of students of
25 different High Schools from grades 9th — 12th. The students' must have an 80
grade point average (GPA) and a 95 percent attendance. Mr. Saenz went on to
explain how the funds were divided.
Mr. Saenz stated he has continuously been trying to meet with Assistant City
Manager (ACM) Margie Rose. He stated on each occasion they were to meet,
either he needed to reschedule or she did. He did mention he would try to schedule
another meeting with her during the Thanksgiving break.
9. HUMAN RELATIONS ADMINISTRATOR'S REPORT
Mrs. Wilson provided and discussed her September 2015 monthly performance
report to Commissioners. Commissioner Bassett requested Mrs. Wilson provide
detail of the Trash and Recycle Accommodation Pick-up Service (TARPS). Brief
explanation ensued.

10.CHAIRPERSONS REPORT
Chairperson Kramer reported he assisted in hosting the Human Relations booth with Mrs.
Wilson and Ms. Aparicio during the 4t" Annual 2K Walk n' Roll event the morning of
9/26/15. Mr. Kramer stated he spoke with CFPWD Chairperson Balli and saw many
familiar faces. He stated he would like to have seen more Commissioners partaking in the
event and assisting.
Chairperson Kramer then mentioned there was an organization called Wings over Texas.
Wings over Texas has specializes wheelchairs for individuals with disabilities, the
organization has volunteer runners who push these special wheelchairs as they run. The
wheelchairs are usually donated to this non-profit organization. There are two types of
special wheelchairs; the basic wheelchair cost between $500-$600 and the more advance
wheelchair which also allows to be hooked up to a bicycle cost an estimate of$2,500. Mr.
Kramer stated between himself, Mrs. Wilson and Mr. Balli decided it would be a good
opportunity to raise money to be able to purchase and donate a $500-$600 special
wheelchair to the Wings over Texas organization. The CCHRC logo would be placed on
the chair.
Chairperson Kramer stated he and Mr. Balli spoke at the event and the both decided it
would be good if both the CFPWD and CCHRC would closely work together. Mr. Kramer
stated he will be attending the CFPWD and will be working with Mr. Balli in creating Bylaws
for each the CFPWD and CCHRC. Mr. Balli requested two members of the CCHRC
volunteer to be on the Bylaws subcommittee and he will have tow the CFPWD members
volunteer also. Both Chairmen will also participate in the subcommittee, the Commission
and the Committee will both also have an alternate. Chairperson Kramer requested
volunteers; Youth Commissioner Bonilla volunteered and Commissioner Dr. Stock
volunteered. Commissioner Joel Mumphord volunteered as the alternate.
11. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA
• Commissioner Bussey requested — a presentation from NSD regarding the
HUD Grants provided to Fist Time Home Buyer participants.
• Chairperson Kramer requested the TABLED item of— Low income Housing
Programs in Corpus Christi by Lamont Taylor.
Commissioner Mumphord requested a Fair Housing presentation form Human
Relations. Chairperson Kramer stated he would like to keep to a maximum of two
presentations per meeting due to time restraints. Mr. Kramer stated
Commissioner Mumphord request would be placed on the December agenda.
