CALL TO ORDER Chairperson Kramer called the meeting to order at 5:04 p.m. A. ROLL CALL Present Commissioners: Mickey Kramer Alice Aparicio-Bussey April Bassett Saherish Surani Nora G. REQUESTS FOR EXCUSED ABSENCES AND REVIEW OF ABSENCE DOCUMENT Joel Mumphord requested an excused absence due to work in DC. Rene Saenz emailed that he wouldn't be present due to a work meeting. APPROVAL OF REGULAR MEETING MINUTES OF 11/05/15 MOTION Motion — Lyndon Smiling Second — Dr. Roy Stock Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No Public Comments. 5. PRESENTATIONS A. CDBG Demolition/Rehab Program and the HOME Veterans Rehab Program — Kelly Fry, Program Manager, Housing and Community Development Ms. Fry discussed the CDBG Demolition/Rehab Program and the Home Veterans Rehab Program. She answered questions from the commissioners and provided a handout entitled "Housing and Community Development Appliance Replacement Grant Program". The handout discussed its purpose, program information, appliance standards, eligibility and requirements. Ms. Fry also provided another handout, "Housing Programs", outlining various housing programs available to assist very low and low/moderate income homeowners and homebuyers. (A copies of both handouts are attached.) 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee —Alice Bussey gave an update and provided a handout Page 1 of 10 on housing trends for October 2015 in comparison with October 2014. The handout, Corpus Christi Housing Report, listed the median home price, number of active listings, single family homes sold, days on the market and months in inventory. (A copy of the handout is attached) B. Committee for Persons with Disabilities — No update C. Education Subcommittee — Melody Guerrero stated a College & Career Day is still planned for the second week in February 2016. Robert Bonilla stated that the date for the CIRCO event has not been determined as yet, but that he would follow up on it with the school counselor. D. Scholarship Program Subcommittee — No Update E. Bylaw Subcommittee — Mr. Kramer stated that the subcommittee meeting had to be postponed this month because Dr. Roy Stock attended the Domestic Violence Summit. 7. HUMAN RELATIONS ADMINISTRATOR'S REPORT Mrs. Wilson provided and discussed her November 2015 monthly performance report to the Commissioners. (A copy of the report is attached.) 8. CHAIRPERSONS REPORT — Announcement of new Human Relations Commissioner appointed by the Mayor— Laura Commons. Also, Nora Mireles reported on rental rates and occupancy numbers, as requested previously by Mr. Kramer. 9. Identify Items to be placed on next Agenda • Commissioner Bussey suggested a presentation be made by a Lender who could discuss rates and financing programs available. • Commissioner Stock suggested a presentation on domestic violence. • Commissioner Bassett suggested a presentation by Dr. Maureen Oliver on the subject of Bullying in the workplace. 10.ADJOURNMENT MOTION Motion — Lyndon Smiling Second — Dr. Roy Stock Motion Passed Meeting adjourned at 5:55 p.m. Page 2of10 F' w +1 ��N w. H. Program Information: This program will provide Energy Star rated appliances from GE,such emafront load washer,front load dryer,refrigerator,and gas mnge,or electric range in a newly constructed demo replacement eligible home for approved applicants.The grant for this program deferred forgivable,forgiven over a5year period. U|. Appliance Standards: Household size will be a factor in size and capacity for the Energy Star refngerators and washers. High efficiency appliances must adhere to the following standards:Clothes washers must beOEE Tier 2,or higher,a minimum Energy Factor of 2.0 or greater and a water factor 6.0 or less.Clothes dryers must beeminimum 7.Ocubic feet capacity tzshorten air dry time and maximize air flow. Refrigerators and refrigerator-freezers must be 7.75 cubic feet or larger and ADA compliant. For this program,GE Range tops will be the 30"Free-Standing Gas Range,or the G:E 30"Free- Standing Electric Range. |V. Eligibility: Prospective homebuyers shall meet the gross annual income limits, adjusted for family size as determined by HUD (see Attachment A). The Housing and Community Development Department (HCD) will determine the applicant's anticipated annual Qmaw income, Anticipated onuoo| Qmae income iaanestimation uffuture income apurchasing household expects to receive based upon their current and future monthly income annualized over a 12 month period. Some examples of future income are bonuses,pay raises,commissions,orover-time pay. The purchasing household size will be determined by the Housing and Community Development Department using HUD's definition of purchasing hounehoN. Purchasing household includes all persons who will be occupying the units as their permanent residence,A member of a household is considered to a permanent member of the household if they have been living as a member of the household for atleast six months ormore. The prospective applicants must be program eligible for either the Demo-Replacement Loon Program orthe Veterans HOME Program. The applicant cannot have ownership in any other real-estate property and! must reside in their current home for atleast one year prior toapplying for assistance; Must becurrent onproperty taxes; Must have afavorable credit report; 2 Page 8of1O Must beoresident ofthe City of Corpus Christi.
