Summary of Minutes for May 5, 2016
1. CALL TO ORDER
Chairperson Kramer called the meeting to order at 5:02 p.m.

2. REQUESTS AND APPROVALS FOR EXCUSED ABSENCES
Nora Mireles requested an excused absence for April's meeting. Elias Valverde emailed
that he would be unable to attend this month's meeting due to a work conflict and asked
for an excused absence.

4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
No public comments.
5. PRESENTATIONS
A. Productive Workforce Diversity —Dr. Bilaye Benibo spoke to the Commission on
how and where diversity is the most productive in the workforce. He discussed the
economic benefits of diversity, how it allows businesses to compete in global markets,
and answered questions from the Commissioners.
B. New Harbor Bridge Effects to Hillcrest and Coles Neighborhoods —Mr. Errol
Summerlin informed the Commission of the efforts of the Citizens Alliance For
Fairness and Progress to assist those neighborhoods affected by the New Harbor
Bridge Project. Mr. Summerlin suggested that one or more commissioners apply to
serve on the Community Advisory Board which will monitor the agreements with the
residents.

6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — Laura Commons provided an update on the current
housing statistics from April 2016.
B. Committee for Persons with Disabilities — No update
C. Education Subcommittee — Saherish Surani stated that the counselors at
Veterans Memorial High School and Moody High School recommended the first
two weeks of June as an optimal time to make a presentation to the students
attending summer school.
D. Scholarship Program Subcommittee — No update
E. Bylaw Subcommittee — Mickey Kramer stated the subcommittee is still working
on a draft to bring to the Commission.
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
Charlene Kaplan stated that the report had been provided to all of the
commissioners and that Mrs. Wilson would be available to discuss it next
month. (A copy of the report is attached.)
8. CHAIRPERSON'S REPORT — Mr. Kramer asked April Bassett to report on the Citizens
Alliance for Fairness and Progress meeting on April 28, 2016. It was agreed that Ms.
Bassett represent the Commission at the meetings of the Citizens Alliance for Fairness
and Progress and, if possible, serve on the Community Advisory Board associated with
the New Harbor Bridge project. (A copy of April Bassett's report is attached.)
9. Identify Items to be placed on next Agenda
• April Bassett will report to the Commission on guidelines for appointments to
Community Advisory Board of the New Harbor Bridge Project
• Lyndon Smiling requested a presentation on feeding the homeless.

Report: Citizens alliance for Fairness and Progress
The meeting of the Citizens Alliance for Fairness and Progress took place Monday,April
28,2016 at Solomon Coles I ligh School.
Larnont Taylor updated the citizens at the relocation strategy by informing them that a
meeting that took place with Ms.Richards and some citizens.Ile further stated that there would
be an informal meeting during the month of May.This meeting will be by invitation only.He
also stated that more information will be given about property taxes to address the concerns of
moving from one area of town to another.Each citizen effected by the move will have a one-to-
one mectirn-,with persons involved in the relocation."Therefore,everyone will know their
individual options.Mr.Taylor further encouraged the citizens to follow the relocation status on
Facebook.
Mr.Taylor informed the citizens that Del Richardson and Associates of Inglewood,CA is
the company responsible for the construction of the bridge.They are a long-standing company.
On May 12111,the Community Advisory Committee will get meet at Orval Williams-The
will have the opportunity to redesign or design a neighborhood for the next generation,This is an
important meeting,Mr.Taylor stated.Those wanting to be a part of the Advisory Committee will
need to be willing to commit for rive years.
A representative frorn'I`X Grande Legal Aid spoke on the D.N.Leathers Housing
Projects,He spoke on the demolition and possible landmark of Leathers.The tentative timeline
for Leather's tenants is late October,Early November.
Mr.Taylor stated that we to be mindful of the next generation.

Rev.Adam Carrington informed the citizens that Ms.Crow—Caller Times is following
the story. He flurther reminded the citizens that the letters will be mailed out to therm on May 7111.
Citizens will have three years to make a decision about their move out.
