2. REQUESTS AND APPROVALS FOR EXCUSED ABSENCES
Nora Mireles requested an excused absence for June's meeting. Laura Commons was
unable to attend this month's meeting due to a family emergency and requested an
excused absence. Zoya Surani missed this month's meeting due to a school conflict and
requested an excused absence.

5. Announcement —Extension of terms for Linda Cantu, Dr. Roy Stock and Melody
Guerrero were approved by the Mayor and City Council. Introduction of new members:
Maria Rodriguez, Dr. Bilaye Benibo and Zoya Surani.
6. PRESENTATIONS:
A. Operation Safe Return —Betsy Pimental and Javier Cantu, CCPD, Crime Prevention
Unit, discussed their 5t" annual event at the American Bank Center on August 13, 2016
which is designed to help students receive the necessary school supplies, safety and
health care information to start the school year. Ms. Pimental and Mr. Cantu answered
questions from the members and provided handouts. (Copies of the handouts are
attached to the Minutes.)

B. Concerns for the Homeless Jessie Elizondo, Director of Social Services,
Salvation Army. Mr. Elizondo spoke to the Commission regarding the Homeless
Issues Partnership (HIP) which is a coalition of agencies, individuals and businesses
working to resolve issues related to homelessness in the Coastal Bend through
actions, resources and education. He also requested that the commissioners serve
as navigators at the Homeless Resource Connect Fair on September 14, 2016.
C. Update on Citizens Alliance for Fairness and Progress —April Bassett provided
the Agenda for the July 7, 2016 meeting and the Minutes from the June 16, 2016
meeting of the Harbor Bridge Project Community Advisory Board (CAB). She stated
she would attend the July 7th, 2016 meeting and then update the Commission at the
next monthly meeting. (Copies of the handouts are attached to the Minutes.)
7. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — Laura Commons provided a handout showing the
current housing statistics from May 2016. (A copy is attached to the Minutes.)
B. Committee for Persons with Disabilities—Mr. Balli gave an update from the July
6, 2016 meeting. He suggested a future presentation from RTA on their new route
schedules
C. Education Subcommittee — Saherish Surani stated that she had updated the
information and made some revisions to the presentation.
D. Scholarship Program Subcommittee — Rene Saenz stated that the
subcommittee is discussing an update to the Resolution for a 4 Year Scholarship
Program. He provided a handout to the members for review and requested that it
be discussed at next month's meeting. (A copy of the handout is attached to the
Minutes.)
E. Bylaw Subcommittee — Mickey Kramer stated the subcommittee is still working
on a rough draft to bring to the Commission for review.
8. HUMAN RELATIONS ADMINISTRATOR'S REPORT Sylvia Wilson provided and
discussed her June 2016 Performance Report with the Commissioners. (A copy of
the report is attached.)
8. CHAIRPERSON'S REPORT — Mr. Kramer stated he will send flowers on behalf of the
Commission to Ms. Commons since her husband had suffered a heart attack.

• TxDOT asked that people remember to remain objective and recognize that the CAB
iebigger than the people inthe room and that the CAB members are the liaison
between the neighborhoods and TxDOT.
• A question regarding the duration of the CAB and its membership was raised,TxoOT
clarified that the CAB would last the duration of the project's construction and
members could beadjusted aaneeded.
° TxDOTindicated that the CAB meetings would baheld monthly nnthe first Thursday
for approximately one year,and then would be held at least quarterly,with the CAB
advising onthe appropriate frequency.

o Ron Navarro: Explained that lie has lived inthe neighborhood for 58years
and knows number ofpeople.He stated he has participated on the
neighborhood's behalf onvarious Issues and would continue mdnaoas
Chair.
o Floyd Williams:Explained that hewants oorepresent everyone and has lived in
the neighborhood since hnwas seven years old. Hostated that his family
continues to live In the neighborhood.He also stated that he would be willing
uoshare and communicate all information hereceives.
• Pastor Adam Carrington was elected as Chairperson by written ballot. Floyd Williams
received the second highest number«[votes,and Ron Navarro came|nthird.
o Chris Amy,TxDOT'indicated that there maybeaneed for aVice Chairperson,
and that hewould contact Pastor Adam Carrington tudiscuss this topic.Since
Floyd Williams received the second highest number of votes,he was identified
as a potential Vice Chairperson. He agreed to serve asVice Chair,if needed.

° The DHAhe|d several events in May and June and will hold several more(see

home buying process.
° The Port's address is 2301 North Port Avenue and its phone number is 361-232-
5083. People were invited to call the acquisition and relocation managers for more

information nrany questions.The Port isopen from Sam,tn0pmMonday through
Friday and 1Oamuo2pmonSaturday.
° The DR4Project Manager stated that 543letters discussing acquisition were sent wo
property owners in May.The property owners received a regular letter and a certified
letter,and DRA confirmed that 375 letters were received based on received receipts.

Of the letters confirmed to be received,41 owners wanted additional infornnaLion and!,
104were interested inselling.Thirty-six letters were returned andthePort is working
on getting,better addresses for those recipients.
° The DRA Project Manager stated that they have started requesting title reports frorn
four local title companies and have ordered a total of 188 title reports so far,Once
the reports are received,they will be reviewed,and DRA will begin scheduling
appraisals,The property appraisals will then be submitted to TxDOT for offers.
° A CAB member re-emphasized that community members should be meeting with the
Port within,the OO-daytimeframe and encouraged people\omeet with the Pnrt,nne-
ononetoget mbetter understanding,oftheir specific situation.
° The following questions and answers were provided during the discussion with DRA.
o Why were there not more local appraisers chosen?

There are both local and non-local appraisal firms. |tiaimportant tm
note that appraisal firms must beapproved byTvoOTprior mproviding
services. DRAsent out arequest for proposals(RFP)and invited 2@
local appraisal firms torespond.Most ofthe local firms did not want 10
partic|pate,but about eight firms were interested in learning more
about the Tx0UTvetting and application process for appraisal firms,
DRA|afollowing uptosee how many firms will complete the
application process,but cannot wait too long for the firms since that
would hold upthe acquisition/relocation process.
o How was the Port's real estate firm chosen,and why is/tthe only firm
available among multiple local firms?

The Port had aae|ectlonprocess tochoose areal estate firm tohelp it
develop informational workshops about the relocation/acquisition
process.The firm was hired mprovide information unbehalf afthe
Port and ienot the required firm for property owners. Property owners
are able toutilize any real estate firm mftheir choosing during the
acquisition process,

utilize three factors for assessment:property comparison,comparable

Over 50percent(approximately 57owners)were absentee landlords
who did not live inthe neighborhood.This number isbased!ona
comparison between the owner's mailing address and property's street

responses were from landlords orproperty owners.
n Will absentee landlords receive relocation benefits orjumtthe tenants?
° |falandlord does not live onthe property that will beacquired,she/he
cannot receive relocation assistance.The absentee landlord's tenants
will receive assistance for relocation. DRAwill send out clarification on
the relocation assistance process for landlords.
o Will valuations of properties include factors such as decreasing home values
over the past 25years,future land use,and previous m�inena/rights?
° Appraisals will include enumber offactors.

o If a property owner did not receive a letter frorn the Port,the individual shOUld
contact the DRAoffice.
o There will only be one appraisal per property.
Updates from the City of Corpus Christi
° The city is providing counsel for horneowners throughout the relocation/acquisitlon
process.|twill serve eomUieiounbetween the multiple housing agencies and
programsand will help citizens make informed decisions.
° The city's Harbor Bridge Project Liaison is Debra Davenport,and she can be,eocbau
byemail at orbyphone at301-B26'3O1O.Ms.

• The city will provide quarterly workshops,including eworkshop with all potential
entities involved with the acquisition/relocation process(e.g. banks, real estate
agents,etc).
° The city will provide workshops on its first-time homebuyer and rehabilitation
programs.The city held two workshops for this program the week of June 13th and is
looking tohold more aothe project progresses.
° The following questions and answers were provided during the discussion with the
city.
o Why is the city focusing onfirst-time homebuyers?

Tenants who are eligible for relocation assistance maybe interested in
pursuing homeownership and may beeligible for downpeymont
aaoiotemoe through the first-time homebvve,s program.
~ The Housing Authority gives preference for access to public housing units to persons
displaced uygovernment action.
° The completed applications for selling Leathers I and 11 properties were submitted to
the USHousing and Urban Development(HVD).The application for the sale of

Leathers Uwas approved byHUD and approval for Leathers|isanticipated June
22nd. Leathers Dhousing units were demo|ishedin19S9ooonly the land remains.
° The Housing Authority began to notice confusion arnong current Leathers I residents
regarding their options,which differ frorn the options of neighborhood tenants renting
frorn private landlords.In response,the Housing Authority is holding,bi-weekly
meetings with Leathers|residents todiscuss(see handouto).
° The demolition of Leathers I is anticipated after residents have relocated and the

° A preview of the information on a re-evaluatlon of a design aspect for the bridge
project was provided to the CAB for review and comment prior to the upcoming public
meeting.The TOOT consultant team, HNTB and Flatiron Dragados,provided the
following information about the project.
o The bridge design was modified,and those modifications are now being
reviewed under the re-evaluation process. HNT8staff described the
modifications tnthe bridge design.Flatiron DmgaUonstaff described the
modifications tothe smhemado(design)atNorth Beach,
~ CAB members noted that the plan view was difficult mvisualize for
non-enginmors.xmember suggested that aphysical model ofthe
bridge may assist the public|nunderstanding the changes and TOOT
committed ooproviding better illustrations atthe next meeting.
• CAB members noted that efull project map and clearer indications of
the changes todesign should beincluded utthe meeting.

residents age 25 years and over had no High School diploma or equivalent,and 79.5%of this
same age group had moBachelor's Degree,and
Whereas,according tothe 2OlOU.S. Census Bureau,XJ%ofAngles,303%pfHispanics,
18.9%vfAfrican Americans,19,8%ofNative Americans,and 2l.3%ofall women residing in
Corpus Christi donot have aHigh School Diploma orequivalent,and

well-balanced educated worl(force necessary to do business in the Corpus Christi area,and

another,and
Whereas,the Human Relations Commission of the City of Corpus Christi is charged with
making recommendations to the Mayor and the City Council for the betterment of the
community,

representatives of secondary and higher education,and student bodies to explore tile
�evelopment of a 4 Year Scholarship Program sponsored by the City of Corpus Christi, The
