CALL TO ORDER Chairperson Kramer called the meeting to order at 5:00 p.m. A. REQUESTS AND APPROVALS FOR EXCUSED ABSENCES Maria Rodriguez requested an excused absence for the January meeting due illness. APPROVAL OF REGULAR MEETING MINUTES OF 1.05.17 MOTION Motion — Lyndon Smiling Second — Linda Cantu Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) - None 5. PRESENTATIONS: A. Fair Housing — Claudia Rosalez and Patsy Garcia Claudia Rosalez, Fair Housing Compliance Officer with the Human Relations Department, gave a power point presentation explaining the purpose of the Fair Housing Act, the protected classes and the process involved to file a complaint. Ms. Rosalez answered questions from the Commissioners and provided handouts. (A copy of the presentation and handouts are attached to the Minutes.) B. Update on Citizens Alliance for Fairness and Progress -April Bassett provided an update to the Commission and handed out the Agenda for the January 12th, 2017 meeting and the Minutes from the December 8th, 2016 meeting. (Copies of the handouts are attached to the Minutes.) 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Linda Cantu commented on the housing report for December 2016 and stated that currently it's a Seller's market. Nora Mireles reported that the rental dwelling market is down at this time. (Copies of the Pagel of 34 handouts are attached to the Minutes.) B. Committee for Persons with Disabilities — Sylvia Wilson provided an update in Mr. Balli's absence. She stated the Director of Facilities for the City spoke to the Committee regarding the possibility of increasing the number of ADA parking spaces on the Lipan Street side of City Hall. There was an update from Parks & Recreation concerning the grand opening of an all-inclusive park on February 4, 2017 at Salinas Park on Airport Road. C. Education Subcommittee — Saherish Surani said they hope to meet soon and discuss the possibility of creating additional power point presentations targeting specific groups. D. Scholarship Program Subcommittee — Mrs. Wilson reported that the last communication to Mr. Saenz was that the Mayor wanted to discuss the scholarship program with the City Council. Due to the Mayor's resignation, discussion of the program is tabled until after the election in May. E. Bylaw Subcommittee — Mrs. Wilson referred to the revised draft of bylaws provided to the commissioners and a motion was passed to adopt the bylaws with the discussed revisions. HUMAN RELATIONS ADMINISTRATOR'S REPORT — Ms. Wilson reviewed the January 2017 monthly performance report with the Commissioners. (A copy of the report is attached to the Minutes.) 8. CHAIRPERSON'S REPORT - Mr. Kramer thanked those that were able to attend the Life After Graduation — Who's Got Your Back? event on January 20th and commended the youth commissioners for their Youth at Work presentation. He reminded the commissioners of the grand opening at the all-inclusive park on February 4th and mentioned that Del Mar is hosting two job fairs in April which would be good opportunities to represent the Commission. 9. TxDOT and FHWA(including the FHWA Office of Civil Rights)will!update the CAB on the status of the outstanding issues and the impact on the Voluntary Acquisition and Relocation,Program (10 minutes) b. The Corpus Christi Housing Authority will provide an update on the relocation program for the D.N.Leathers I residents and demoliton plans(5 minutes) 3. CAB members will give feedback to the agencies and have an opportunity to raise questions and concerns(20 minutes) 4. TxDOT will invite input from the CAB on next steps for the Northside Neighborhoods Livability Plan(whether to prepare a report at this point,whether to put the Livability Plan on hold until further implementation of the Acquisition and Relocation program)(15 minutes) 5. CAB members will make recommendations to TxDOT regarding plans for CAB meetings during 2017(frequency,topics for discussion)(15 minutes) 6. CAR members and the public should contact the appropriate agenqyjbr complete and personalized answers to their questions. Flatiron Drat�ados Update • A public meeting held on November 17"'. Thirty-four members of the public attended, and four comments were received. • A public hearing was held today(December 8")regarding the design changes to T.C. Ayers Park.There were four verbal comments and a number of written comments.The comment period for the design changes is open until December 30"', Port Authority of Corpus Christi Update • Offers are still pending resolution between Federal Highway Administration(FHWA) and the Texas Department oil"Transportation(TxDOT),but the Port/DRA is still working on submitting appraisals. • The Port/DRA is administering a survey to the community,as requested by FHWA,and the survey has been conducted over the past two weeks.The results of the survey will serve as a planning document for the Port/DRA and will let the agencies know what is in the community.Community members are encouraged to fill out the survey even if not in its entirety.This survey will not affect individuals'participation in the Voluntary Acquisition Program. Corpus Christi Housing Authority Update • Currently, 110 of the 122 households have found a place to move to from D.N. Leathers and have or will be moving soon. • There are five people who have not responded to the Housing Authority's multiple communications.Of the five,one person was determined to have left the D.N.Leathers property and has someone staying in their unit without informing the Housing Authority. • D.N. Leathers will be officially closed at the end of February,and the property will be demolished in early March. • The mural at the property will be saved,and the Housing Authority has worked with multiple people to determine a way to save it.As of now,the best plan for saving the mural was identified by the artist of the mural,but negotiations are ongoing. Pagel of Page 27 of 34 • Part of the mitigation effort for D.N. Leathers is to,record the history of the property, which has started thanks to the efforts of Lynn Smith,HNTB, • The safety of the remaining residents in D.N.Leathers is important.Police patrol around the property have increased,including the quadrupling of police department officials. There have been no reports of issues,but the Housing Authority is making sure to stay in front of any potential issues. • The Housing Authority still has not received any interest in the community from people interested in the Displaced by Govemmental Action program.Some CAB members have infunned the Housing Authority that some people may be interested but are unsure if they qualify.The Housing Authority encourages people to apply even if they feel they have extenuating circumstances,because the Housing Authority reviews applicants on a case- by-ease basis. TxDOT Update • Members of the TxDOT administration and legal team,including Marc Williams, TxDOT Deputy Executive Director,contacted CAB Chair Pastor Adam Carrington to discuss concerns regarding the resolution between TxDOT and FHWA.TxDOT jntbnned Pastor Carrington that they are seeking a resolution before the new administration comes in.TxDOT also stated they delayed the December CAB meeting in hopes ofhaving a resolution before the meeting,but that has yet to happen, • On December 12"',a meeting between TxDOT and FHWA administration to discuss a resolution on making offers is anticipated.Chris Amy noted that TxDOT leadership is informed of the concerns about the community regarding the issue of offers. Questions/Comments • Why is it important to come to a resolution before the new administration comes in'? o Pastor Carrington noted that lie did not know,but he believes it could be due to the new administration not being as interested in civil rights issues. • Is the December 12"'meeting open to the public? o No,the meeting is not open to the public, • What's on hold'? o The offers to homeowners and landlords arc on hold until a resolution is crafted between FFIWA and TxDOT. • Several CAB members noted that the bridge construction should be on hold until a resolution is reached. ® Is the survey complete'? o Interviews are still being conducted.The survey is not measuring land;it is gathering information about members of the community. o, Appraisers were out reviewing properties for homeowners interested in selling their homes. Surveys for the property boundaries are available as well,if requested from TxDOT. • What are property lines? o These are the boundaries of a parcel/property. • If everything is on hold,why are appraisals being completed? o Not everything is on hold,just offers. • Will the CAB be involved in the placement of the mural'? o Yes,the CAB can be included. ® Are tenants of D.N. What benefits will the two groups receive? o Tenants will receive relocation benefits,but these benefits are different than those received as part of the Voluntary Acquisition Program,A landlord would get the appraised value of the home and tenants would receive relocation benefits that enable them to rent a unit for a 42-month period.
