CALL TO ORDER Chairperson Kramer called the meeting to order at 5:00 p.m. A. REQUESTS AND APPROVALS FOR EXCUSED ABSENCES Rene Saenz, Saherish Surani, Lyndon Smiling, and Dr. Roy Stock requested excused absences for the March meeting due to work conflicts and illness. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) - None 5. PRESENTATIONS: A. Cultural Intelligence — Liza Wisner, Learning & Development Manager, City Human Resources Department— Ms. Wisner provided copies of the 2017 Learning Catalog from the City of Corpus Christi Learning Institute and discussed the Cultural Intelligence course available which encourages diversity in the workplace and community. The commissioners were shown an excerpt of the training and invited to attend. (Copies of the handouts are attached to the Minutes.) B. Update on Citizens Alliance for Fairness and Progress -April Bassett provided an update to the Commission and stated the next meeting would be held on March 9th. Ms. Bassett also reported that an agreement had been reached and some of the citizens were receiving offers for their property. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee — Laura Commons passed out the Corpus Christi Housing Report and the Nueces County Housing Report and commented on the market figures. Nora Mireles reported on the rental dwelling market for January Page 1 of 16 and February 2017 and handed out a listing on the Low Income Housing and Subsidized Apartments in the City of Corpus Christi. (Copies of the handouts are attached to the Minutes.) B. Committee for Persons with Disabilities—Richard Balli provided an update from the March 1, 2017 meeting of the Committee for Persons with Disabilities and stated he was able to attend the Grand Opening of the Play for All all-inclusive park on February 4th and the Open House for the North Beach Redevelopment project on February 6th. C. Education Subcommittee —Zoya Surani said they hope to meet soon and finalize the date to give the Youth at Work presentation in the Veterans Memorial Teaching Theatre. D. Scholarship Program Subcommittee — No update until after the Mayoral election. E. Bylaw Subcommittee — Mr. Kramer stated that the commissioners should now have a copy of the bylaws as approved at the February meeting. A motion was passed to remove the Bylaws Subcommittee from the Agenda. MOTION Motion - Dr. Bilaye Benibo Second — Laura Commons Motion Passed 7. HUMAN RELATIONS ADMINISTRATOR'S REPORT — Sylvia Wilson informed the Commission that the City will be hosting a "City Hall in the Mall" event on May 20, 2017, from 10:00 AM to 6:00 PM and invited the members to participate. Ms. Wilson also reported on the statistics for February 2017. A binder was given to each commissioner containing the bylaws, various presentations made to the Commission, and Orientation Manual. (A copy of the report is attached to the Minutes.) 8. CHAIRPERSON'S REPORT - Mr. Kramer discussed the Open House at the South Texas Lighthouse for the Blind on April 7th and the Job Fair at Del Mar College on April 4th from 10:00 AM — 1:00 PM and April 5th from 3:00-6:00 PM and encouraged support at those outreach events. 9.
