5. PRESENTATIONS:
A. Chris Amy, Texas Department of Transportation — New Bridge Project &
Update on Relocation Efforts. Mr. Amy gave a brief background regarding his work
on the project and the status of the relocation efforts. He stated there is around 227
people interested in the voluntary acquisition program, half of which have received
acquisition packages. It is his understanding that anyone displaced by governmental
action will receive assistance. Mr. Amy answered questions from the commissioners
and offered to send additional information that could be distributed.
B. Update on Citizens Alliance for Fairness and Progress -April Bassett provided
an update to the Commission and stated that subcommittees were being formed to
address the environmental aspect and that there would be additional discussion at
the CAB meeting at 6:00 PM. Ms. Bassett had the Agenda for the April 6t" meeting
and the Minutes from the March 9t" meeting passed out. (Copies of the handouts
are attached to the Minutes.)

6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee — Laura Commons passed out the Corpus Christi
Housing Report for February 2017 and informed the Commission of a Texas
Windstorm presentation on April 12th for anyone interested in attending. (A copy
of the handout is attached to the Minutes.)
B. Committee for Persons with Disabilities—Richard Balli provided an update from
the April 5th, 2017 meeting of the Committee for Persons with Disabilities. He
commented on the ADA Citation Count from CCPD Parking Control, the Grand
Opening for South Texas Lighthouse for the Blind on April 7th and the Special
Olympics event on Saturday, April 8th in Flour Bluff. Mr. Balli also relayed the
efforts by the Parks and Recreation Department to make the beach more
accessible.
C. Education Subcommittee — Saherish Surani said the youth commissioners had
created another presentation that was more tailored towards students entering
the workforce with specific disabilities and plans to email the presentation to be
distributed. Mr. Kramer mentioned a Career Day at Tuloso Midway High School
on April 19th which would be a good opportunity for a presentation. The youth
commissioners agreed to follow up with Charlene Kaplan in the Human Relations
Department.
D. Scholarship Program Subcommittee — No update until after the Mayoral
election.
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT — Sylvia Wilson reported on
the statistics for March 2017 Performance Report and reminded the commissioners
of the Grand Opening and Ribbon Cutting at the South Texas Lighthouse for the
Blind on Friday, April 7, 2017. (A copy of the report is attached to the Minutes.)
8. CHAIRPERSON'S REPORT - Mr. Kramer stated he would be present for the
Grand Opening at the South Texas Lighthouse for the Blind on April 7th and
encouraged others to attend the event.

Rich O'Connell announced that TxmoTand p*xvAhad come toanagreement regarding the nwo
Party Agreement dispute and the Voluntary Acquisition Program(vap) nenoted that the
agreement regarding the dispute was signed on February 3 Id,and copies of the letter will be ~
made available mthe CAB.The two major decisions inthe agreement include:
o Landlords will receive fair market value for their property in addition to a relocation
payment for moving personal property,but will not receive apayment mprovide
replacement housing.
o Starting July/'tenants will ueallowed toparticipate imthe VAP even if their landlords
decide not to participate.

responsibilities,The'Texas Real Estate Commission has a list of vetted realtors who can help
those wishing to participate in the VAP purchase a replacement home.In addition,she
mentioned that good real»oowill reach out tmthose looking mparticipate inthe VAP and that
she would be happy to answer any questions,She noted that DRA has a list of realtors that have
expressed aninterest inthe Hillcrest neighborhood.

estate agent,particularly early in the home buying process,to help navigate the complexities of
home buying.

Housing Author tV Update
" Gary Allsup,Housing Authority CEO,stated that every resident inthe omLeathers property had
been relocated,and they seem happy about their new resm*mces There have been no
complaints received to date,
° He said that demolition onthe property began on Monday,Mardi e,2017,and two buildings
have already been torn down.The demolition was approved by the State and has been going
well but dnwerthan anticipated.Previously,there was uncertainty as tohow muchdust there
would bedue tndemolition.To mitigate potential clust.the contract with the demolition
company includes having awater truck on-site mspray any dust.sofar,there has been agreat
deal of dust,and the truck has been necessary.There is no asbestos in the dust,but five to six
apartments had asbestos i^the floor tiles,which isbeing remed/au,d.Demolition should be
complete bvthe end vfthe month.

° Debra Davenport,City Liaison,reminded the group of the home buyers program for those
wishing toparticipate inthe VAP and finance areplacement home.She also reminded them of
the down payment assistance program and a workshop that will cover the topic on March 28".
° She Informed the CAB that for those not interested in participating in the VAP and instead
wanting to stay in their homes there is the minor home repairs program.She noted that the
program iscurrently onhold due mfederal funding.The program will ueevaluated'onamnntn'

° Jay Ellington,Director vfParks&Recreation,introduced himself and informed the CAB that the
City and TOOT are continuing discussions on opening the pool for the summer.He reminded
the group that last summer people were bused to a nearby pool,and he noted that this may be
the case for this coming summer.Transporting people to a nearby school was one of eight
options,and Jay requested the CAB's assistance in,determining other options,The upgrade and
opening ofthe pool ran into obstacles including avoid at the deep end ofthe pool that will
require additional engineering.Mr.Ellington asked attendees u,provide comments byemai|inm
him ideas,onwhat uneeded for the pool bvthe end nfMay.
" The question was raised about whether it was more cost-effective to repair the pool or to build
anew pool.
° Louise recommended that a subcommittee be formed to discuss options for the pool,Pastor
Carrington offered tocoordinate the subcommittee.Approximately five CAB members
expressed interest mparticipating inthe subcommittee.

o Since the Developer(Flatiron Dragados,LLC)is affecting the pool with the bridge design,

Chris Amy noted that the Developer considered relocating the pool.Ultimately,
though,the city is responsible for refurbishing the pool as part of its Section 4(f)
commitments,The city will remain responsible for the pool until its obligations
are met,
Livability Plan Update
° Chris Amy reintroduced the Livability Plan that began being developed afew years ago.He
noted that this plan was a part of the Final Environmental Impact Statement commitments and
was originally discussed as a sustainability plan.The plan was initiated through a citizen,advisory
committee and was a major community involvement effort.Chris stated that TOOT is still
committed toproviding aguide qnwhat the community needs.Since the Livability Plan was last
discussed before the VAP was established,TOOT wants u,revisit the plan.
" Chris informed the CAB that one part of the plan was a history project that several people on
the CAB helped work on with Lynn.The history project,including banners and a report,is close
to being finished and ondisplay atthe ovea|Williams Center.
° Another item that was completed was a list of the resources available to help the community
meet its identified needs.Chris noted that some people in the community miay want to
participate inthe VAP and some may want tostay.nestated that this plan was not aland use
plan but a list of resources available for those who choose to stay in the community.TOOT is
reaching out mthe CAB for input about when oorestart and deliver the plan,*enoted that the
community is in flux,which could influence the development of the plan.He stated that the plan
could be diocwssedinasmaller group through,asubcommittee and/or workshops.
° Louise presented two questions upthe group toconsider.These included:Il)timing for
completion pfthe plan,and(z)role ofthe CAB.Louise asked npeople thought of the plan asa
map that defines what the neighborhood will look like in the future.Many people noted that

they saw the plan auaresource and then amap.Louise emphasized that the plan isnot amap
or a description of land use over time.Instead,it is a list of problems identified by the
community and strategies maddress those problems.
° Louise asked if people were interested in participating in a Livability Plan subcommittee,and
�pproximately seven people expressed interest,She also asked that the CAB encourage others
who are not CAB members and who want tustay mthe neighborhood,oparticipate mthe
subcommittee.Pastor Carrington offered toorganize the subcommittee.
° Questions and comments by CAB members and the public and responses by agencies:
o Will the plan work for a large n,umber of homes in the community or for a small number
of homes?

The plan could befor either number ofhomes.Alarger number ofpeople could
influence the successful implementation vfthe plan.
o What is the purpose of the pl!an?Does is address all of Northside?The City planning and
development department should beinvolved|nthe plan.
o Will refineries be a part of the plain?They continue to pose problems in the community.
The plan should include what the refineries are willing toput back into the community.

n Amember ofthe CAB commented that the future ofthe Hillcrest and Washington Coles
neighborhoods isdependent onStaples Street being developed through the
neighborhoods to Whataburger Field.He noted that improvements to Staples Street
could help spur development mthe area.

° TOOT and the CAB Chair will discuss the boundaries for the plan.

Chris Amy asked if the CAB wanted to begin to meet on a more infrequent basis or if there
should be monthly mieetings.The majority of the CAB members present wanted to continue to
have monthly meetings on the first Thursday of the month.CAB members asked that a CAB
meeting still be held on the first Thursday of April(April 61"),and that issues discussed during the
March meeting beprioritized and discussed during the April meeting.
