CALL TO ORDER Chairperson Kramer called the meeting to order at 5:00 p.m. A. ROLL CALL Present Commissioners: Carlos Aguinaga (Schlp) Melody Guerrero (Edu) Richard Balli Mickey Kramer (Edu)(Schlp) April Bassett Nora Mireles Linda Cantu Zoya Surani (Edu) Jeremy Coleman Laura Commons Present Staff: Shelley Franco on behalf of Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Absent Commissioners: Dr. Bilaye Benibo Dr. Roy Stock Maria Rodriguez (Edu) John Williamson (Edu) Absent Staff: Lisa Aguilar (Legal) 2. REQUESTS AND APPROVALS FOR EXCUSED ABSENCES – Dr. Bilaye Benibo was absent due to a work conflict. Maria Rodriguez was unable to attend due to a family emergency and Dr. Roy Stock was absent due to illness. The excused absences were approved by the Commissioners. Motion – April Bassett Second – Laura Commons Motion Passed 3. APPROVAL OF REGULAR MEETING MINUTES OF 3.01.18 Motion – Laura Commons Second – Linda Cantu Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) - None 5. PRESENTATIONS: A. Taryn Plummer, City Secretary’s Office Ms. Plummer briefly explained the process necessary to restructure the Human Relations Commission as far as term limits in order for someone to serve as a non- voting advisory member after their term has expired. The Commission would need to make the recommendation and go through Legal to have it placed on the City Council Agenda for approval. Ms. Plummer stated the non-voting member would not count toward a quorum. She also stated that after one year the non-voting member MOTION MOTION Page 2 of 7 could reapply to serve on the Commission. B. Update on Citizens Alliance for Fairness and Progress – No update 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee – Laura Commons provided a copy of the most recent housing report and stated she had nothing to add. Nora Mireles handed out a current report and commented on the rental dwellings market. (Copies of the handouts are attached to the Minutes.) B. Committee for Persons with Disabilities – Mr. Balli stated he had no update because the monthly meeting is scheduled for April 11th, 2018 at the Greenwood Community Center, from 10:00-11:00 AM. C. Education Subcommittee – Zoya Surani stated that Veterans Memorial High School is available for Friday, April 27th, from 9:55 to 10:49. Linda Cantu and Nora Mireles agreed to attend on that date and Mr. Kramer asked that someone from the Human Relations office be present to answer questions. D. Scholarship Program Subcommittee – Mr. Kramer stated Dr. Benibo was working on a report and we will hear from him at the next meeting. 7. HUMAN RELATIONS ADMINISTRATOR’S REPORT – No report Mr. Kramer stated that Mrs. Wilson had asked for requests from those commissioners whose terms expire in June to see if they wish to seek reappointment. April Bassett and Nora Mireles stated that they are interested in reappointment. Zoya said she would be graduating this year and going to college and that the other two youth commissioners will also graduate this year. 8. CHAIRPERSON’S REPORT - Mr. Kramer stated he had no report. He mentioned that Maria Rodriguez had expressed an interest in serving as Chairperson. April said she was also interested in the position. 9. Identify Items to be placed on next Agenda • Bart Brazelton on affordable housing issues • Recommendations for Chairperson 10.
