CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:05 p.m. A. ROLL CALL Present Commissioners: Carlos Aguinaga Laura Commons Rachel Benavides June Martinez Dr. Bilaye Benibo Nora Mireles Linda Cantu Dr. Roy Stock Jeremy Coleman Present Staff: Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Absent Commissioners: Richard Balli April Bassett Richard Bailey Maria Rodriguez (EDU) Absent Staff: Lisa Aguilar (Legal) 2. REQUESTS AND APPROVALS FOR EXCUSED ABSENCES – Rachel Benavides requested an excused absence for the November meeting due to a work conflict and April Bassett was unable to attend the December meeting due to family business. Their requests for excused absences were approved. Motion - Dr. Bilaye Benibo Second - Dr. Roy Stock Motion Passed 3. APPROVAL OF REGULAR MEETING MINUTES OF 11.01.18 Motion – Dr. Roy Stock Second – Linda Cantu Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) - None 5. PRESENTATIONS: A. Audrie Leal, Victim Case Manager, CCPD – Hate Crimes Within Corpus Christi Ms. Leal provided information related to hate crimes in Corpus Christi and stated that there have only been two hate crimes reported in Corpus Christi since 2015. She mentioned the services available to crime victims and answered questions from the commissioners. B. Update on Citizens Alliance for Fairness and Progress – No update was given at the meeting, however Ms. Bassett sent Meeting Notes from the October 18, 2018 MOTION MOTION Page 2 of 20 Harbor Bridge Livability Plan Subcommittee, The Agenda from the November 8, 2018 Meeting of Community Advisory Board Meeting #22, and an August 15th, 2018 letter sent from Adam Carrington to the Texas Department of Transportation. (Copies of the handouts are attached to the Minutes.) 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee – Linda Cantu provided a handout and commented on the Corpus Christi and Nueces County Housing Reports for October 2018. Nora Mireles reported on the November 2018 rental dwellings market and provided a handout. (Copies of the handouts are attached to the Minutes.) B. Committee for Persons with Disabilities – No report 7. Education Subcommittee – Laura Commons commented that any new appointments for youth commissioners will not be made until sometime in February due to the elections. Rachel Benavides asked for a handout she could use in the high schools to promote the Human Relations Commission and Sylvia Wilson offered to email the News Release sent to high school counselors and principals. 8. HUMAN RELATIONS ADMINISTRATOR’S REPORT – Sylvia Wilson referred to the 2019 Calendar for the Human Relations Commission meetings and pointed out that the first meeting of 2019 will be January 10th and the July meeting was moved to July11th. Ms. Wilson also referred to the Bylaws that had been sent to the commissioners and the link to access the Orientation Manual for Board, Committee and Commission members. The statistics from the November 2018 Performance Report were reviewed and Ms. Wilson answered questions from the commissioners. (Copies of the 2019 Calendar, the Bylaws and the Performance Report are attached to the Minutes.) 9. CHAIRPERSON’S REPORT - Mrs. Commons reported that the Commission is moving forward to use the City of Corpus Christi’s social media page to share various programs and upcoming events in the community. The members were encouraged to email Mrs. Commons with any suggestions. In addition, the current obstruction on sidewalks by scooters in Corpus Christi was mentioned and the possibility of a future presentation to address the issue was discussed. Mrs. Commons informed the commissioners that Richard Bailey had resigned from the Commission. Jeremy Coleman handed out a flyer regarding a Christmas musical scheduled for December 16th at St. John Baptist Church. (Copy of the flyer is attached to the Minutes.) 10. Identify Items to be placed on next Agenda • Presentation on the scooter obstructions in the city • Update on Citizens Alliance for Fairness and Progress 11.
