CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:00 p.m. 2. ROLL CALL Present Commissioners: Carlos Aguinaga Laura Commons Richard Balli Andrew Leeton April Bassett June Martinez Dr. Bilaye Benibo Nora Mireles Marigold Boone Dr. Roy Stock Jeremy Coleman Present Staff: Ginger Davis (Human Relations) Absent Commissioners: Rachel Benavides Linda Cantu Andrea Reyes Absent Staff: Lisa Aguilar (Legal) Sylvia Wilson (Human Relations) A. Requests and Approvals for Excused Absences - Rachel Benavides, Linda Cantu and Andrea Reyes had conflicts and were unable to attend the June meeting. They asked to be excused and the requests were approved. Motion – April Bassett Second – Dr. Bilaye Benibo Motion Passed B. Introduction of new Youth Commissioners: Marigold Boone and Andrew Leeton 3. Approval of Regular Meeting Minutes 4.4.19 Motion – Dr. Bilaye Benibo Second – Nora Mireles Motion Passed 2. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) – None 3. PRESENTATIONS: A. Equal Opportunities in Employment & Housing, Charlene Kaplan & Stephanie Garcia, Human Relations Compliance Officers Mrs. Kaplan and Mrs. Garcia presented information pertaining to the services MOTION MOTION Page 2 of 15 available through the Human Relations Division in the areas of fair housing, equal employment opportunities, public accommodations and ADA technical assistance. A copy of the presentation was handed out and questions from the members were answered. (A copy of the presentation is attached to the Minutes.) B. Update on Citizens Alliance for Fairness and Progress – April Bassett Ms. Bassett stated that the relocation program has officially come to an end, but the sustainability issues are being considered by various groups. 4. SUBCOMMITTEE REPORTS A. Housing Subcommittee – Nora Mireles reported on the May 2019 rental dwellings market and provided a handout. Mr. Balli asked Ms. Mireles if she could make a presentation on affordable housing to the Committee for Persons With Disabilities at the July meeting. (Copies of the handouts are attached to the Minutes.) B. Committee for Persons with Disabilities – Mr. Balli reported on the ADA citation count for May 2019, his upcoming presentation to the Governor’s Committee for Persons With Disabilities on June 12th, the upcoming Evacuation Drill on June 21st and the C.A.S.T. event scheduled for September 21st. C. Education Subcommittee – Laura Commons suggested that the selection of a Chairperson for the subcommittee be placed on the July Agenda. 5. HUMAN RELATIONS ADMINISTRATOR’S REPORT – No performance report A. Mrs. Davis confirmed for the Minutes that Dr. Benibo wished to seek reappointment to the Commission. B. The Commissioners were reminded that the July meeting would be held on July 11th. 6. CHAIRPERSON’S REPORT - Mrs. Commons did not have a report. A. Round Table Information – Mrs. Commons encouraged supporting Mr. Balli for his presentation to the Governor’s Committee for Persons With Disabilities on June 12th. 7. Identify Items to be placed on next Agenda • Selection of Chair for Education Subcommittee • Additional information on service animal guidelines 8.
