CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:05 p.m. 2. ROLL CALL Present Commissioners: Carlos Aguinaga Jeremy Coleman Richard Balli Laura Commons April Bassett Andrew Leeton Marigold Boone Maria Rodriguez Linda Cantu Present Staff: Sylvia Wilson (Human Relations) Juan Ramirez (Human Relations) Absent Commissioners: Rachel Benavides Nora Mireles Dr. Bilaye Benibo Andrea Reyes Angel Cruz Dr. Roy Stock June Martinez Absent Staff: Lisa Aguilar (Legal) Ginger Davis (Human Relations) A. Requests and Approvals for Excused Absences - Rachel Benavides, Dr. Bilaye Benibo, Angel Cruz, Nora Mireles, Andrea Reyes and Dr. Roy Stock were unable to attend the July meeting and asked to be excused. The requests were approved. Motion – April Bassett Second – Andrew Leeton Motion Passed B. Chairperson Commons stated that she had been reappointed for a one-year term. C. The reappointments of Dr. Bilaye Benibo, Linda Cantu and Dr. Roy Stock and the reinstatement of Maria Rodriguez were acknowledged by Chairperson Commons. 3. Approval of Regular Meeting Minutes 6.6.19 Motion – Linda Cantu Second – Jeremy Coleman Motion Passed MOTION MOTION Page 2 of 8 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) – None 5. PRESENTATIONS: A. City’s Emergency Plan During Hurricane Season – Billy Delgado, Emergency Management Coordinator Mr. Delgado provided an overview of the City’s evacuation plan to assist the citizens needing to leave the city in the event of a hurricane. He emphasized the importance of preparedness and good communication within the community. Sylvia Wilson stated that every city department has a trained ADA liaison to assist with accessibility issues. Improvements to the plan were discussed and Mr. Delgado answered questions from the commissioners. Document bags were passed out. B. Update on Citizens Alliance for Fairness and Progress – April Bassett Ms. Bassett stated that a meeting is scheduled for July 18th and she will provide an update next month. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee – Linda Cantu reported on the Nueces County and Corpus Christi housing reports for June 2019. Nora Mireles was unable to attend the meeting however, she sent her multi-family report for June 2019. (Copies of the handouts are attached to the Minutes.) B. Committee for Persons with Disabilities – Mr. Balli reported on the ADA citation count for June 2019, his presentation to the Governor’s Committee for Persons With Disabilities on June 12th, and the upcoming Operation Safe Return event on July 27th. C. Education Subcommittee – April Bassett agreed to chair the subcommittee and Sylvia Wilson explained some of the duties of the chairperson. Mrs. Commons stated that Dr. Benibo and Rachel Benavides had also offered to help on the subcommittee, however she mentioned that Ms. Benavides might not be able to remain on the Commission due a conflict on Thursdays. 7. HUMAN RELATIONS ADMINISTRATOR’S REPORT A. Performance Report – Sylvia Wilson reported on the statistics from the June 2019 Performance Report and congratulated Mr. Balli on his presentation at the Governor’s Committee for Persons With Disabilities. She mentioned that volunteers were needed for the Operation Safe Return event on July 27, 2019 and the CAST event on September 21st, 2019. B. Mrs. Wilson provided clarification on the difference between a service animal and an emotional support animal. She also answered questions from Mr. Aguinaga related to the adoption process and familial status and Mr. Coleman’s question pertaining to a homeowner association’s responsibility to provide modifications for an ADA request. Round Table Information – Mrs. Commons commented on the Governor’s Committee for Persons With Disabilities meeting on June 12th and the upcoming CAST event on September 21st. 4. Identify Items to be placed on next Agenda • Dr. Fred McGhee & Larry Running Turtle, Cayo del Oso Site National Register nomination 5.
