CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:05 p.m. 2. ROLL CALL Present Commissioners: Carlos Aguinaga Jeremy Coleman Richard Balli Laura Commons April Bassett Nora Mireles Dr. Bilaye Benibo Dr. Roy Stock Linda Cantu Present Staff: Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Absent Commissioners: Marigold Boone June Martinez Angel Cruz Andrea Reyes Andrew Leeton Maria Rodriguez Absent Staff: Lisa Aguilar (Legal) A. Requests and Approvals for Excused Absences – Angel Cruz, Andrew Leeton, Andrea Reyes and Maria Rodriguez were unable to attend the August meeting due to work or school conflicts. Marigold Boone was unable to attend the August meeting due to illness. They all requested excused absences and the requests were approved. Motion – Nora Mireles Second – Linda Cantu Motion Passed 3. Approval of Regular Meeting Minutes 7.11.19 Motion – Richard Balli Second – Jeremy Coleman Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) – None 5. PRESENTATIONS: A. Dr. Fred L. McGhee, Cayo del Oso site National Register Nomination Dr. McGhee provided an overview of the Cayo del Oso burial site and encouraged the expansion of heritage tourism in Corpus Christi. He asked the Commission to MOTION MOTION Page 2 of 8 consider presenting a resolution to the City Council in support of the nomination to include the site in the National Register of Historic Places and to assist in funding a memorial and burial vault. Dr. McGhee had requested that prior to the meeting the commissioners be sent a copy of the Registration Form nominating the site and a link pertaining to his presentation. (A copy of the email sent to the commissioners with the Registration Form and link is attached to the Minutes.) B. Update on Citizens Alliance for Fairness and Progress – April Bassett Ms. Bassett stated that she will provide a complete report next month. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee – No reports available B. Committee for Persons with Disabilities – Mr. Balli stated he had no report since the Committee for Persons with Disabilities would not meet until August 7th. C. Education Subcommittee – April Bassett stated she had no report and would be scheduling a meeting soon. 7. HUMAN RELATIONS ADMINISTRATOR’S REPORT A. Performance Report – Sylvia Wilson reported on the statistics from the July 2019 Performance Report and thanked the commissioners that were able to help at the Operation Safe Return event on July 27th. Ms. Bassett requested a presentation at the middle schools pertaining to bullying. Mrs. Wilson said the request could be discussed at the upcoming Education Subcommittee meeting. 8. CHAIRPERSON’S REPORT A. Round Table Information – Mrs. Commons commented that volunteers are still needed for the upcoming CAST event on September 21st. Carlos Aguinaga shared some information he had emailed Mrs. Wilson regarding the ADA and service animals and Mrs. Commons asked if she could email the information to the rest of the commissioners. Mr. Coleman and Ms. Bassett expressed concern regarding the dissolution of the Human Relations Office, and it was decided to add a discussion regarding such to next month’s agenda. 9. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA • Gary Alsup, Corpus Christi Housing Authority, Section 8 Housing • Discussion regarding the status of the Human Relations Office • Discussion concerning a resolution in support of the nomination to add the Casa del Oro site to the National Register of Historical Places 10.
