CALL TO ORDER Chairperson Laura Commons called the meeting to order at 5:00 p.m. 2. ROLL CALL Present Commissioners: Richard Balli Jeremy Coleman April Bassett Laura Commons Dr. Bilaye Benibo Angel Cruz Marigold Boone Andrew Leeton Linda Cantu Andrea Reyes Present Staff: Sylvia Wilson (Human Relations) Ginger Davis (Human Relations) Lisa Aguilar (Legal) Absent Commissioners: Carlos Aguinaga Maria Rodriguez June Martinez Dr. Roy Stock Nora Mireles A. Requests and Approvals for Excused Absences – Carlos Aguinaga, Nora Mireles and Dr. Roy Stock were unable to attend the September meeting due to illness or work conflicts. Their requests for excused absences were approved. Motion – Dr. Bilaye Benibo Second – April Bassett Motion Passed 3. Approval of Regular Meeting Minutes 8.1.19 Motion – Dr. Bilaye Benibo Second – April Bassett Motion Passed 4. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) Pastor Adam Carrington of Brooks AME Worship Center expressed concern over the changes in the Human Relations office relative to employment discrimination complaints and asked what other entities will be in place to protect employees. Lamont Taylor with the Citizens Alliance for Fairness and Progress stated his concern for citizens who would have to go to San Antonio for their employment discrimination complaints since there it would take 45-180 days for them to be seen by an investigator. Bennel Jackson expressed her concern over the elimination of an office in Corpus Christi to process employment discrimination complaints. MOTION MOTION Page 2 of 5 5. PRESENTATIONS: A. Peter Zanoni, City Manager Mr. Zanoni explained why the proposed budget for the City included the elimination of three of the six staff positions in the Human Relations Office. He stated that the investigations of employment discrimination for non-City employees would shift to state and federal agencies. Mr. Zanoni stated that with its limited resources the City should not be addressing Federal and State laws but give attention to the homeless population and affordable housing issues. Mr. Zanoni answered questions from the commissioners and Mr. Balli asked him to give a presentation at a future meeting of the Committee for Persons With Disabilities. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee – Linda Cantu reported on the Nueces County and Corpus Christi housing reports for July 2019. (Copies of the reports are attached to the Minutes.) B. Committee for Persons with Disabilities – Mr. Balli commented on the year to date statistics from the ADA Citation Report provided by CCPD Parking Control and the upcoming C.A.S.T. and Walk ‘n Roll events. C. Education Subcommittee – No report. 7. HUMAN RELATIONS ADMINISTRATOR’S REPORT A. Performance Report – Sylvia Wilson reported on the statistics from the August 2019 Performance Report and answered questions from the commissioners. (A copy of the report is attached to the Minutes.) 8. CHAIRPERSON’S REPORT A. Round Table Information – Angel Cruz introduced himself to the commissioners and provided some background information. 9.
