APPROVAL OF THE MINUTES Minutes for April 6, 2000 will be approved at the June 1, 2000 meeting. CHAIRMAN'S REPORT -REV.WILLIE DAVILA The Chairperson reported on the two events that the Human Relations Commission cosponsored. The Fair Housing 2000 Symposium and the Holocaust Memorial Service held at Temple BetheL He also reported that the terms of several commissioners will expire in June, and asked Dr. Gurley to contact the Commissioners whose terms will expire on June 1 to see if they would like to continue serving on the Commission. COMMITTEE REPORTS • The Chairperson asked for a volunteer to serve on the Mayor's Task Force on disability, it was noted at the last meeting Dr. Sylvester Peterson agreed to serve on the committee. 1 SCA i a t Housing Committee- Dr. Gurley stated that the Ordinance is back in Wachington, D.C. in the Office of General Counsel for review. Commissioner Laura Rios asked Dr. Gurley if she would make a presentation to the Corpus Christi Apartment Association members about the new changes of the ordinance and the affect it will have on the housing industries. NEW BUSINESS Mayor's Reception for Boards and Commissions- May 8, 2000 at the Bayfront Convention Center Dr. Gurley briefly reported on the reception, She said that Mayor Lloyd Neal is thanking them for their service to the community. The Human Relations Commission will be receiving special, notebooks. EEOC/FEPA Annual Training Conference- May. 2000. Dr. Gurley talked about attending the EEOC/FEPA Annual Conference starting on May 15-18, 2000 in Miami Beach Florida. The conference will be discussing new EEOC laws and procedures. Fair Housing 2000 Symposium Dr. Gurley reported they have already started working on Symposium 2001. They will begin to notify people in the housing industry throughout the 12 counties. OLD BUSINESS Update on Annual Training Conference- Reminder postcard notice printed, initial mailout. Dt. Gurley gave an update report on how the annual training conference coming together. She told them that Senator Rodney Ellis has agreed to speak at the conference, and we are waiting to hear, from others such as a representative for Bill Gates. This year there will be a workshop on small business development and Council Member John Longoria would like to be included in the planning of this conference. 2 ADMINISTRATOR'S REPORT Dr.Gurley stated that at the last Human Relations Commission there was an individual that was asking about disable parking and if citizens are authorized to write citations. The Legal Advisor, Joseph Harney did some research into the question. She then asked Mr. Harney to give his report. Attorney Harney reported that a question came up about a group of citizens having the authority to issue citation for violations of parking in disable space. In his research he found out that there is a state law that authorizes individuals to perform this task after going through training. Attorney Harney also, stated at this time he is waiting for the staff of the City of Irving to send a copy of their ordinance for the Commission to review. Also,he gave the Commission some statistical information that was received from City's Municipal Court on the number of citation that has been issue in Corpus Christi for 1999. Dr. Gurley briefly reported on the Human Relations department's monthly activities. She also reported on a housing/public accommodation complaint. She stated that in behalf of the City of Corpus Christi a cause finding will be issued. The State of Texas has agreed on the Human Relations findings. The charge involved a Hispanic male with a disability, and the condominium complex where he lives will not agree to his having a parking place that identify"disable parking," this is a law. Dr. Gurley explained to the Commissioners about the budget 2001, she says there might be a staff position cut.
