The Human Relations Commission held its Regular Monthly Meeting on April 4,2002 at 5:00 p.m.,in City
Hall, 1201 Leopard St., Council Chambers, Corpus Christi, Texas. This meeting was a quorum meeting.
The following are summary minutes of the meeting.
ATTENDANCE:
Roll Call—Absences: Crystal Lyons;Joey Maldonado;Errol Summerlin;Nancy Vera;and Wendy Lai.
Excused Absence Requests: Dr. Elovitz (Training in Pittsburgh), Mr. Gonzales (Family Emergency), Mr.
Johnson (ill), and Ms. Rhoads (Vacation). Vice-Chair Peterson made a Motion and seconded by
Commissioner Aguinaga to reflect the absences as excused,vote was taken and passed unanimously.
APPROVAL OF THE MINUTES:
Commissioner Valadez-Ortiz made a motion to accept the minutes as amended,seconded by Commissioner
Elovitz. A vote was taken and the motion passed.
PUBLIC COMMENTS/PRESENTATIONS:
None.
CHAIRPERSON'S REPORT:
The Chair provided information regarding racial profiling. He also provided the School District
information on their Grievance Procedure.
COMMITTEE REPORT
Housing Committee:Nq report at this time.
Committee for Persons with Disabilities:No report at this time.
Education Sub-Committee: Commissioner Aguifiaga went to Ray High School. She spoke with Linda
Valdez, Career Development Counselor. She provided information specific areas to cover and she wanted

to also cover ADA connected with teachers. She is coordinating training with teachers and students. There
was discussion about combining two classes for presentations. Commissioner Silva asked how many
sessions would be held? Initially, it would be 1 session of 1 or 2 classes per session. Dr. Valadez-Ortiz
offered Del Mar for training opportunities. They have scheduled the 1st Annual Ray Texan Day,for Friday,
April 26, 2002, 9:00 a.m. — 2:00 p.m. He reviewed some of the items on the Agenda. Chair Hinojosa
asked about other schools. Commissioner Aguifiaga indicated the initial focus on Ray High School (the
first campus). Dr.Elovitz mentioned a conference held at Del Mar he attended the day before. It is a nice
place — we should try to utilize Del Mar. Suggested holding next year's Conference at Del Mar. Mr.
Ramos indicated that this year's conference reservation has already been made at the Bayfront. Dr.
Peterson it is important to project plans for future campuses. Not just for CCISD. Commission needs to
put together a plan (calendar). Commissioner Aguifiaga indicated they are working on it. They are
working on a letter to invite the School Districts to participate in a training program. Step 1 was to start
with Ray High School,just to get feedback, to prepare goals for next year. It is not the intent, to not
include other schools. The plan is to include all school districts. General discussion followed.
OLD BUSINESS:
Transition Plan—Mr. Ramos provided an update. We are at the point where we have almost completed
receipt of all the self-evaluations. We are doing an analysis of definitions. Mr. Ramos met with Mr.
Tomo,a CFPWD Committee Member,to review some random responses and the Coliseum's response. A
meeting of the Core Group is being scheduled. Then we will be presenting the information to the City
Manager and the Public Forum to obtain input from the public. Eventually they will bring the information
to the Mayor and City Council,prior to the end of the Fiscal Year,if possible.
FY 2002-2003 Budget — The Human Relations presented next year's budget issues, revenue estimates,
expenditures and information to the Budget Department, Assistant City Manager, Deputy City Manager,
and City Manager. A copy of the confidential draft document information was provided to the
Commissioners. It has not been approved yet. Mr.Ramos reviewed the information and the supplemental
budget(5 items)information. In the past,the budget has been brought to the Commission's attention and
we ask for the Commission's input and support on upcoming projects, issues, concerns for the budget.
Once the City Manager has reviewed the Budget information, it is prepared to go before the Mayor and
City Council. In the past,Commissioners voiced opinions and/or concerns pertaining to staffing or funding
to the City Council during the Budget Review Meetings. You may want to do so again this year. We will
notify you in advance of the anticipated dates of Budget Meetings. The Chair asked a question about the
Supplemental Budget forms. Mr.Ramos clarified information on the form.
Racial Profiling was addressed in the Chair's Report.
CCISD Procedures was addressed in the Chair's Report.
New Commissioner's Training was held on Saturday. Commissioner Silva was provided Commissioner
Notebook information. Commissioner Silva and Commissioner Johnson both received training. Dr.
Valadez-Ortiz wasn't able to attend. He will be provided the training at a later date. There is a variety of
training tapes available in the Human Relations Department's Library. Commissioners may come and
listen to them or use them for training purposes. Just contact Mr. Ramos to make the necessary
arrangements.
NEW BUSINESS:
Mr. Ramos announced the CCHRC Annual Training Conference,which will be held on Friday, June 28th
and the Fair Housing Seminar on Wednesday, April 1761. If you would like to attend please let Mr. Ramos
know. The Human Relations Department will pay for those interested in attending. Asked for persons who
would be interested in being moderators. General information was provided on both events.
Chair Hinojosa and Commissioner Johnson expressed an interest in attending the Fair Housing Seminar.

Chair Hinojosa asked if Mr. Ramos had received information on duties and authority of the
Commissioners. Mr.Ramos explained that Mr. Harney was in Dallas. Mr. Ramos will ask Mr. Harney to
provide information at the next meeting. Dr.Peterson indicated he had reviewed the information provided,
but when they received training it was broader. In example, the entitlement fund— is Human Relations
responsible for inquiring if programs are in compliance? Are we refunding items, i.e.: street services?
Looking at the status of programs? Is it correct that$1 million was returned? Mr.Ramos indicated that he
would include the question to Mr. Harney. The initial inquiry pertained to Commission Authority. Dr.
Peterson asked—i.e.: inquiries pertaining to reports; concerns of citizens regarding employment; training
relative to employment;opportunities for training;concerns of lack of skilled laborers;50,000 without high
school diplomas or GED's, and heads of households. Mr. Ramos will have Mr. Harney address these
questions at the next meeting. Chair Hinojosa also asked about situations when the public would come
before the Commission to address issues,such as housing and public accommodation issues.
ADMINISTRATOR'S REPORT:
Mr. Ramos provided the Administrator's Report (handouts) and reviewed the information. General
discussion on the statistical reports followed.
PUBLIC COMMENTS:
None.
ADJOURNMENT:
Commissioner Johnson made a Motion to Adjourn, which was seconded by Vice Chair Peterson.
Adjourned by acclamation. The meeting adjourned at approximately 6:17 p.m.
