MEETING CALLED TO ORDER— By the Chair, Commissioner Oscar Hinojosa, Sr.

Quorum: YES
The Chair welcomed the newest Commissioner, Theresa Holder, filling the seat for
the Apartment Association's representative. The Chair asked if Commissioner
Holder would like to serve on one of the three Subcommittees of Housing,
Education or Committee for Persons with Disabilities. Commissioner Holder
selected to serve on the Housing Subcommittee.
B. EXCUSED ABSENCES - 5 Commissioners were absent from the 1/08/04 Meeting.
1. Dr. Elovitz — Motion to excuse was made by Commissioner Black and
seconded by Dr. Ledbetter. Vote taken and the Motion passed.
2. Commissioner Holder — Motion to excuse was made by Dr. Elovitz and
seconded by Commissioner Black. Vote taken and the Motion passed.
3. Commissioner Santoya — Motion to excuse was made by Dr. Ledbetter and
seconded by Dr. Elovitz. Vote taken and the Motion passed.
4. Commissioner Silva — Not in attendance; no action taken at this time.
5. Commissioner Vera — Not in attendance; no action taken at this time.
III. APPROVAL OF MINUTES
Minutes of January 8, 2004 were reviewed. These minutes were accepted without
any amendments, as moved by Commissioner Summerlin, seconded by Dr. Elovitz,
with no further discussion the minutes were accepted by vote.

IV. ANNOUNCEMENTS/INTRODUCTIONS/PRESENTATIONS
The Chair Mr. Hinojosa, Sr. introduced the newly appointed Commissioner, Ms.
Teresa Holder, filling the seat as representative from the Apartment Association.
V. CHAIR'S REPORT— None at this time.
VI. COMMISSION SUBCOMITTEE REPORTS
A. Housing Subcommittee:
Fair Housing Brochure Draft - The Subcommittee Chair, Commissioner Black,
provided an overview of the subcommittee's final draft changes in comparison to
theold draft. City Staff had received these changes but had not yet printed the
brochure, pending formatting from legal size to letter size to be used as an insert
in electrical.billing envelopes. The Subcommittee asked the Commission for its
consideration in approving the fair housing brochure so that City Staff may
proceed to print for the housing fair at Del Mar College on Saturday, 2/21/04. The
Commission approved the brochure, with allowing Staff to reduce as necessary as
an insert to fit mailing envelopes of electrical company billing.
B. Committee for Persons with Disabilities — The Chair, Commissioner Lyons, was
absent, so Mr. Ramos provided the Commission with an update on the proposed
non-discrimination ordinance, in that the two pending items inthe proposed
ordinance had been resolved differently than the Commission expected last
month. [Last month, the Commission had taken action to recommend that
Section 24-92 "Affects on Other Governmental Entities" include a disclaimer or
otherwise be deleted.] Mr. Ramos informed the Commission that at last night's
CFPWD Monthly Meeting, the CFPWD by majority vote agreed to leave Section
24-92 as is and to add the general prohibited practices as a section within the
ordinance document. Discussion ensued as to what did the CFPWD desire and
how the Committee Members voted at last night's CFPWD meeting. Mr. Ramos
clarified that the 2/4/04 proposed ordinance document was approved by the
CFPWD's majority vote. After further discussion whether to take'possible action
regarding the final revisions to proposed ordinance, the Chair Mr. Hinojosa, called
for a motion to support the proposed ordinance document as of 2/4/04 by the
CFPWD. No motion was made and_the item failed.
C. Education Subcommittee — No report at this time.
VII. OLD BUSINESS
The letter of resignation did arrive from Ms. Lisa Bonilla, which the Chair read aloud
for the Commission. There was no further discussion of any Old Business.

IX. ADMINISTRATOR'S REPORT
Mr. Ramos provided an overview of the Human Relations statistics, ending 1/31/04.
Mr. Ramos mentioned the upcoming. Housing Conference in April 2004. Regarding
Places of Public Accommodations, Mr. Ramos gave some examples. The Chair
asked about PPA intake results on the types of basis. Mr. Ramos indicated that some
of this could be provided.
To clarify earlier comments and in the Commissions expressed interest on how the
CFPWD voted on the final draft of the non-discrimination ordinance, Mr. Ramos also
took this opportunity to provide clarification and asked Ms. Butler to provide a recap of
the vote count on the CFPWD Motions.
X. PUBLIC COMMENT/ CONCERNS/ ITEMS FOR NEXT AGEND
Dr. Baldwin remarked that a 20-year housing lawsuit has been settled

With nothing further, Commissioner Summerlin moved to adjourn the meeting, and
seconded in unison. The meeting adjourned at approximately 6:15 PM.
