1. CALL MEETING TO ORDER:
The Chairperson called the meeting to order at 5:22 PM.
2. ROLL CALL:

3. EXCUSED ABSENCES:
Sam Watson:
MOTION: Crystal Lyons moved to excuse Sam Watson's December 1, 2005 absence
with a second by Dr. Elovitz. The motion passed.
Gilbert Fuentes:
MOTION: Crystal Lyons moved to excuse Gilbert Fuentes' December 1, 2005
absence with a second by Dr. Elovitz. The motion passed.
0. K. Smith:
MOTION: Sam Watson moved to excuse 0. K. Smith's December 1, 2005 absence
with a second by Dr. Elovitz. The motion passed.
4. APPROVAL OF MINUTES:
MOTION: Lucy Reta moved to accept the minutes of December 1, 2005 as written with
a second by Dr. Elovitz. The motion passed.
5. ANNOUNCEMENTS/ INTRODUCTIONS/PRESENTATIONS:
Announcements:
The Chairperson informed the Commission about the Martin Luther King, Jr. Banquet on
January 20, 2006.
Introductions:
The Chairperson introduced Toni Padilla and informed the Commission that she serves as the
Vice-Chairperson for the Committee for Persons with Disabilities. The Chairperson also
informed the Commission that Linda Faliwell-Stover would not be at this meeting and Ms.
Padilla was present to report on her behalf.

6. CHAIRPERSON'S REPORT:
Rosa Parks Bus Ride:
The Chairperson reported that she attended the Rosa Parks Bus Ride event last month. She
then encouraged anyone,who can to attend the Commemoration of Rosa Parks on first
Saturday of December 2006. The sponsors of this event are hoping to have more community
involvement this year.
Education Subcommittee:
The Chairperson informed the Commission that Dr. Ledbetter will be an Assistant Dean at a
college in Oregon and therefore has resigned her position on this Commission. The
Chairperson then asked the Commissioners to inquire among the people they know to see if
any would be interested in serving on this Commission. The Chairperson informed the
Commission that the City's Secretary's office will need a bio on file. She then asked Gilbert
Fuentes to chair the Education Subcommittee. Mr. Fuentes accepted.
Apartment Association Vacancy:
The Chairperson asked Leon Bazar to comment on the Apartment Association vacancy. Leon
Bazar then informed the Commission that he has been unsuccessful in contacting anyone at
the Apartment Association and he has asked 0. K. Smith to intervene on behalf of the
Commission and attempted to personally reach someone at the apartment association so that
they can make the Commission aware of their plans to have someone from the association
represented on this commission.
Human Relations Director's Report:
The Chairperson informed the Commission that Leon Bazar, Human Relations Director would
be providing his report in the form of a written form to the Commissioners at every meeting.
This will be done to ensure that the Commissioners will have a better understanding and view
of the facts and issues regarding the cases that are being handled by the Human Relations
Staff. The Commissioners all agreed with the Chairperson. The Chairperson also stated that
the Commission would like to see how many cases have been closed each month and what
the ethnicity percentages are. The Chairperson stated that the percentages should reflect the
City's ethnicity percentages and she would like this observation to be done for one full year.
Compliance Officer
The Chairperson informed the Commission that there is a Compliance Officer vacancy in the
Human Relations Department.
7. COMMISSION SUBCOMMITTEE REPORTS: (Discussion with Possible Action)
A. Housing Subcommittee—0. K. Smith
1. Fair Housing Brochure:
0. K. Smith presented a draft of the new Fair Housing Brochure to the Commission.
Mr. Smith informed the Commission that the new Fair Housing Brochure is finished
and 89,000 copies will be distributed to citizens in March.

B. Committee for Persons with Disabilities—Toni Padilla for Linda Faliwell-Stover
Toni Padilla informed the Commission that the Committee for Persons with Disabilities met
on Wednesday, January 4, 2006. The main focus of the meeting was the 2004 Bond
Money. She also stated that a subcommittee of the Committee for Persons with
Disabilities will be assisting the City's Engineering Department prioritize the engineering
projects regarding to ADA issues. Ms. Padilla also informed the Commission that a
subcommittee for city wide sports and performance venues was also formed so that
policies and procedures can be review regarding ADA issues and concerns can be
reviewed.
C. Education Subcommittee—
The Chairperson thanked Gilbert Fuentes for agreeing to chair this subcommittee.
8. OLD BUSINESS: (Discussion with Possible Action): Emergency Preparedness
Independent Living Center
Coastal Bend Center for Council for Independent Living
"Go! Coastal" is the name of the project that will help educate and register"special needs."
The Chairperson informed the Commission that there are approximately 9,500 households in
Corpus Christi with no vehicles and that equates to over 20,000 people with no transportation.
This subcommittee will be addressing that issue and the subcommittee will be offering
training in the future. The Chairperson further informed the Commission that the Department
of Home Land Security will also be addressing the issue of citizens with no transportation.
9. NEW BUSINESS: (Discussion with Possible Action):
Commissioners Training:
The Chairperson informed the Commissioners that they would have an opportunity to attend
four different training sessions. The training sessions are regarding EEOC training, HUD
training, ADA training and training on issuing subpoenas. The Chairperson stated that the
Commissioners need to agree on a time and date to be available for training. After the
Commissioners receive training Leon Bazar will give an overview of materials. There was
discussion among the Commissioners regarding possible dates and times after which Leon
Bazar stated that he would contact the Chairperson with a definite date and time. It was
agreed that training would be held in the Human Relations Conference Room on the Friday
following our regular scheduled meetings.
Diversity Calendar:
The Chairperson is asking for two or three people to work with the Human Relations staff on
the diversity calendar so that the Commissioners will know, in advance, about the Mayoral
Proclamations and other events of diversity.
10.ADMINISTRATOR'S REPORT: Leon Bazar, Director of Human Relations

11.PUBLIC COMMENTS I CONCERNS I ITEMS FOR NEXT AGENDA:
■ The Chairperson asked the Commissioners to check their e-mail for training
information.
12.ADJOURNMENT:
With nothing further, the Chairperson asked for a motioned to adjourn the meeting.
Commissioners moved and second in unison. The meeting adjourned at 6:22 PM.
