CALL MEETING TO ORDER: The Chairperson called the meeting to order at 5:05 PM 2. ROLL CALL: Present Commissioners: Mr. Hinojosa Sr., Dr. Sylvester Peterson, Mr. Robert Adler, Dr. Clifton Baldwin, Dr. Stuart Elovitz, Ms. Leah Patterson, Ms. Lucy Reta, Ms. Jennifer Starr, Mr. Errol Summerlin, Mr. Gilbert Fuentes, Ms. Marisa Dowling, Mr. Albert Santoya Post Roll Call Arrivals: none Absent Commissioners: Mr. 0. K. Smith, Dr. Carol Ledbetter, Ms. Linda Fallwell-Stover Staff in Attendance: Mr. Leon.Bazar, Ms. April Moffett 3. EXCUSED ABSENCES: Mr. Robert Adler— Motion to excuse absence by Dr. Elovitz and Second by Ms. Reta. The Motion passed. Dr. Stuart Elovitz—Motion to excuse absence by Dr. Peterson and Second by Mr. Fuentes. The Motion passed: Mr. Errol Summerlin — Motion to excuse absence by Dr. Peterson and Second by Dr. Elovitz. The Motion passed. Ms. Dowling Motion to excuse by Ms. Patterson 4. APPROVAL OF MINUTES: The minutes were reviewed and amended to reflect Ms.•Starr presence at the March 3rd meeting. MOTION: Following the Commission's review and amendment of the minutes, Dr. Peterson motioned to approve the minutes, with a Second by Mr. Fuentes. The motion passed. 5. ANNOUNCEMENTS/ INTRODUCTIONS /PRESENTATIONS: Mr. Eloy Soza and Ricardo Sanchez/ General Manager, RTA The objective of the presentation was to present an overview of a "best practice" in senior transportation and to solicit support from the Corpus Christi Human Relations Commission urging the.City Council to endorse and participate in multi-city/county study. The model. county for this five year study is Cuyahoga County in Ohio. Mr. Soza requested the Commission to give consideration in support of a resolution encouraging the City Council to commission and participate in a multi-city/county group to,perform a similar local area study and present recommendations. CCHRC 4/7/05 1 SCANNED Corpus Christi Human Relations Commission Summary Minutes for April 7, 2005 6. CHAIRPERSON'S REPORT: Mr. Hinojosa will not be asking for reappointment. May will be his last meeting. He then informed the Commission that Dr. Peterson will take over in his absence until the Mayor appoints a new chairperson. Mr. Hinojosa said that he wants to give someone else a chance at being the chairperson. 7. COMMISSION SUBCOMMITTEE REPORTS: (Discussion with Possible Action) A. Housing Sub-Committee: Sub-Committee Chairperson - 0. K. Smith 1. Fair Housing Brochure—0. K. Smith Mr. Summerlin made reference to the Fair Housing Discrimination Accommodation and Fair Practices draft that is in existence. Mr. 0. K. Smith is not here to speak on the reports; however, Mr. Summerlin stated that he would contact Mr. Smith. 2. Rental Dwellings - Ms. Leah Patterson Handout— Rental Market Report/Corpus Christi 04-05 Ms. Patterson spoke on the information found on page 10 and the last page of the Rental Market Report/Corpus Christi 04-05 B. Committee for Persons with Disabilities: - Linda Fallwell-Stover none C. Education Sub-Committee: - Carol Ledbetter none Mr. Bazar stated that the Committee for Persons with Disabilities has taken the resolution that they presented to the Commission and they are moving forward with it. The Committee has also spoken to Parks and Recreation regarding various training. 8. OLD BUSINESS: (Discussion with Possible Action): Mr. Hinojosa asked about the subpoenas that were issued. Mr. Bazar stated that the City's Legal Department has served the subpoenas. Dr. Peterson had a question about inclusive recreation and its relations to little league baseball. Mr. Bazar said that he needs the name of the little league contact person so that he could give it to Parks and Recreation. 9. NEW BUSINESS: (Discussion with Possible Action): none 10.ADMINISTRATOR'S REPORT: Handouts. Mr. Bazar reported on the status of cases being closed within the Human Relations Department. Housing cases are being closed under 100 days. Mr. Bazar also mentioned that the Housing Seminar was held on this day. The Small Business Center, City of Corpus Christi and Del Mar College jointly will be educating people on discriminatory practices in the work place. Mr. Bazar went on the inform the Commission that there were two mayoral proclamations for the month of March: 1. Woman's History Month and 2. Irish History Month. Jewish History Month. Mr. Bazar informed the Commission that Ms. Butler and Ms. Martinez will be attending the HUD Academy in Washington DC. 11. PUBLIC COMMENTS/ CONCERNS/ ITEMS FOR NEXT AGENDA: Mr. Hinojosa asked Mr. Bazar to speak on affordable housing. Ms. Patterson spoke on affordable housing. She said that is covers a lot of different things. Mr. Hinojosa gave Ms. Telge permission to speak. Ms. Talge mentioned that the cost of a house should be 30 percent of a person's income. Mr. Bazar also mentioned that we also need to ensure equal access. [6:00pm Mr. Adler left] Dr. Peterson asked is there a long term effort to help the poor/low income to be more sensitive to credit by any organization. Ms. Talge said yes. Coast Bend Wide Community has done a study on this. It is a program in San Antonio that helps people. Ms. Talge said that the staff did a wonderful job at the Fair Housing Seminar. Accessible. Communities, Inc. HUD goal was to identify 25 complaints.. There were 50 complaints and 400 inquiries. 99 percent came from persons with disabilities. 12.ADJOURNMENT: MOTION: Dr. Peterson motioned to adjourn the meeting, with a seconded by.Dr. Elovitz.
