1. CALL MEETING TO ORDER:
The Chairperson called the meeting to order at 5:30 PM
2. ROLL CALL:

3. EXCUSED ABSENCES:
Jennifer Starr:
MOTION: There was a motion to approve Jennifer Starr's August 4, 2005 absence by Dr.
Elovitz and seconded by Linda Fallwell-Stover. The motion passed.
Sam Watson:
MOTION: There was a motion to approve Sam Watson's August 4, 2005 absence by Dr.
Elovitz and seconded by Robert Adler. The motion passed.
4. APPROVAL OF MINUTES:
MOTION: There was a motion to accept the minutes approved as written by Lucy Reta and a
Second by Dr. Elovitz. The motion passed.
5. ANNOUNCEMENTS I INTRODUCTIONS/ PRESENTATIONS:
Dr. Baldwin passed out a packet from the Southern Poverty Law Center. He informed the
Commission that the law center has been fighting hate crimes for 30 years.
6. CHAIRPERSON'S REPORT:
• Crystal Lyons passed out a list of goals for the Commission to those Commissioners
who did not have the list.
• Chairperson requested a draft of the events that the Human Relations Department has
for the proclamations. She would like to involve the Commissioners events celebrated.
7. COMMISSION SUBCOMMITTEE REPORTS: (Discussion with Possible Action)

B. Committee for Persons with Disabilities—Linda Fallwell-Stover
Linda Fallwell-Stover informed the Commission that the Advisory Committee for Persons

Summary Minutes for September 1, 2005
with Disabilities has met with the Ruthie Caraway, City of Corpus Christi Human
Resources Analyst regarding Title I ADA and updating the City's job descriptions. She
then informed the Commission that the Committee will meet on the first Wednesday of this
month.
C. Education Subcommittee—Dr. Carol Ledbetter:
Thomas Lopez gave an update for the Education Subcommittee. He informed the
Commission that the Education Subcommittee has met. The Subcommittee is planning to
have a Proclamation regarding EEOC Youth at Work Month read before the City Council.
They are also planning to hold a press conference in the City Council Chambers were they
will invite the various school newspapers from around the area and educate the students
on youth abuse in the work place. Refreshments will be served and gifts given to those
who attend the press conference. The Subcommittee will send out packets of information
to the student councils of each school unable to attend the press conference.

10.ADMINISTRATOR'S REPORT:.—Mr. Bazar
• The Human Relations Department has completed theirmove from the 4th floor to the
1St floor of City Hall.
• The month October is Disabilities Employment Awareness Month
• Hispanic Heritage Month is September 15—October 15. There will be posters
displayed at city hall to create awareness for the event.
• Accessibility Coalition of the Coastal Bend—Abuse of Accessible Parking. Police
Chief Alvarez has approved and is giving his support in providing a volunteer patrol.
Details are still being put together. Mr. Bazar will keep the Commission informed.
• The Westside Business Association —The Human Relations Department will be
presenting the program for the October meeting to educate the business community
about what the Human Relations Department does and its purpose.
• Live Closed Captioning -The captioning has been tested. September 13th will be the
first live captioned City Council meeting.
• ADA Awareness -Aaron McCullough, ADA Specialist will be here to educate city
employees on the 21st and 22nd of this month.
• Wanese Butler will be reviewing the polling places in preparation for the up coming
election.
• Contracts—The EEOC and Fair Housing contracts have been renewed with the City of
Corpus Christi
• Third Quarter- Quarterly meeting will be held at the September 13th City Council
Meeting.

11. PUBLIC COMMENTS I CONCERNS I ITEMS FOR NEXT AGENDA:
• Dr. Elovitz asked was anyone doing anything for those coming here due to
displacement from Hurricane Katrina. Mr. Bazar suggested that the Commission
authorize the Chairperson to draft a statement authorizing the Chairperson to work
with the Human Relations Department and to issue a statement to welcome those who
are here informing them that the Human Relations Department and Commission are
available if they are in need of assistance.
MOTION: Linda Fallwell-Stover motioned to authorize the Chairperson to work with the
Human Relations Director to communicate with the evacuees and make them aware of the
resources that are available in this community, the purpose and mission of the Human
Relations Department and inform them about the Human Relations Department and
Human Relations Commission. The motion was second by Jennifer Starr. The motion
passed.
• Dr. Baldwin commented on creating a memorial foundation for people with disabilities.
The name of the foundation will be called the Hope Memorial Foundation. Dr..Baldwin
will provide the Commissioners more information later.
• Dr. Baldwin mentioned that there are still companies who hire people who are not
trained or sensitive to communicate and assist people with disabilities.
• Ms. Fallwell-Stover mentioned that the RTA will be collecting nonperishable items and
food hurricane disaster relief. The drop off places will be at the RTA's Staples Street
Station from 6:00 AM to 6:00 PM on Friday, September 2, 2004 and at the Port/Ayers
Station at the Port/Ayers Y from 6:00 AM to 6:00 PM.
• Dr. Elovitz stated that he was concerned about being apart of a non-profit group that
not only helped people but also made them attend church. He did not agree with that
and he brought the issuebeforethe City of Corpus Christi. He was removed from that
board.
12.ADJOURNMENT:
With nothing further, the Chairperson asked for a motioned for the meeting to adjourn,
Commissioners moved and second in unison. The meeting adjourned at 6:06 PM.
