CALL MEETING TO ORDER: The Chairperson called the meeting to order at 5:00 PM. 2. ROLL CALL: Present Commissioners: Crystal Lyons, Linda Fallwell-Stover, Robert Adler, Dr. Clifton Baldwin, Gilbert Fuentes, 0. K. Smith, Sam Watson, Tony(JR) Bonilla, Thomas Lopez, Albert Santoya Post Roll Call Arrivals: Dr. Stuart Elovitz, Lucy Reta Absent Commissioners: Erroll Summerlin, Jennifer Starr Staff in Attendance: Leon Bazar,Wanese Butler, Joseph Harney, April Moffett 3. EXCUSED ABSENCES: Tony Bonilla: MOTION: Robert Adler moved to excuse Tony Bonilla's January 5, 2006 absence with a second by Dr. Baldwin. The motion passed. Dr. Clifton Baldwin: MOTION: 0. K. Smith moved to excuse Dr. Baldwin's January 5, 2006 absence with a second by Gilbert Fuentes. The motion passed. Robert Adler: MOTION: Albert Santoya moved to excuse Robert Adler's January 5, 2006 absence with a second by Gilbert Fuentes. The motion passed. Albert Santoya: MOTION: Robert Adler moved to excuse Albert Santoya's January 5, 2006 absence with a second by Sam Watson. The motion passed. 4. APPROVAL OF MINUTES: MOTION: Robert Adler moved to accept the minutes of January 5, 2006 as written with a second by Albert Santoya. The motion passed. 5. ANNOUNCEMENTS I INTRODUCTIONS I PRESENTATIONS: none 6. CHAIRPERSON'S REPORT: YWCA Symposium on Racial Justice: The Chairperson informed the Commission that she attended the YWCA Symposium on Racial Justice and that Margie Rose, Assistant City Manger was the keynote speaker at this event. The purpose of the symposium was to discuss ways to eliminate racism. The attendees did recognize that there are still racial injustices in this community and the attendees also agreed to work to achieve racial justice based on the study and demonstration CCHRC 0212/06 1 SCANNED Corpus Christi Human Relations Commission Summary Minutes for February 2, 2006 that was presented to them during the symposium. 7. COMMISSION SUBCOMMITTEE REPORTS: (Discussion with Possible Action) A. Housing Subcommittee—0. K. Smith 1. Fair Housing Brochure: 0. K. Smith informed the Commission that the Fair Housing Brochures have gone to print and requested that the Commission members receive a batch of brochures 2. Rental Dwellings: B. Committee for Persons with Disabilities—Linda Fallwell-Stover Linda Fallwell-Stover spoke on the presentation that was presented to the Committee for Persons with Disabilities from the RTA. She also stated that there was a motion passed in support of the RTA's efforts. She further informed the Commission that there was also a presentation from the City's Development Services Department regarding Builders, Developers and The American with Disabilities Act regulations. The Committee for Persons with Disabilities is also working closely with the City's Engineering Department to prioritize curb ramps throughout the city. C. Education Subcommittee— Gilbert Fuentes Gilbert Fuentes informed the Commission that the Education Subcommittee did meet and set some goals and have planned projects for the rest of the year e.g. Youth at Work, seminar to educate youth as well as employers, Conference and Proclamation. The subcommittee members informed the Commission that they are still composing a list of schools to target for these events. Gilbert Fuentes recognized Thomas Lopez for taking charge of the subcommittee in the absence of a chairperson and further recognized Thomas Lopez and Tony(JR) Bonilla for being NAACP TORCH Bearer Award recipients. 8. OLD BUSINESS: (Discussion with Possible Action): Emergency Preparedness • The Emergency Preparedness Subcommittee will hold a symposium on April 24-26 2006. Robert Adler stated that the hurricane season is almost here and he feels that this subcommittee will benefit all of Corpus Christi. Dr. Elovitz stated that he hopes that the medical personnel that will be assigned to assist victims will be involved in the overall care of victims. • Leon Bazar informed the Commission that they all must attend an open meetings training session within 90 days. (per the City Secretary's Office) He stated that he will e-mail them with more information regarding this training. 9. NEW BUSINESS: (Discussion with Possible Action): none 10.ADMINISTRATOR'S REPORT: Leon Bazar, Director of Human Relations • The Human Relations Department has lost a Compliance Officer and will be seeking to fill this vacant position. • The City of Corpus Christi has lost the attorney that handles the mediations for the Human Relations Department. The Legal Department is currently looking to fill this CCARC 02/2/06 2 y r Corpus Christi Human Relations Commission Summary Minutes for February 2, 2006 vacant position. • Wanese Butler and June Martinez will be going to Washington D.C. for HUD training. • Leon Bazar informed the Commission that City Hall would be in the Padre Staples Mall Saturday and Sunday, February 4 and 5, 2006. He requested for volunteers to join the Human Relations Department. • On February 10, 2006, the Black History Cultural Committee will hold its Banquet. Commissioners interested in attending needed to contact Wanese Butler. • The Mayor will read the African American History Month Proclamation on February 14, 2006. The Human Relations Department is attempting to contact a local artist to display his art work in the Human Relations Department Conference Room. 11.PUBLIC COMMENTS/CONCERNS/ ITEMS FOR NEXT AGENDA: Dr. Baldwin voiced his concern regarding transportation difficulties and attending the Commission meetings. Linda Fallwell-Stover stated that she would discuss his issue with him after the meeting and 0. K. Smith offered to assist him by providing transportation so that he may be better able to attend the meetings. 12.ADJOURNMENT: With nothing further, the Chairperson asked for a motioned to adjourn the meeting.
