3. EXCUSED ABSENCES:
Errol Summerlin:
MOTION: Robert Adler moved to excuse Errol Summerlin's February 2, 2006 absence
with a second by Dr. Elovitz. The motion passed.
Jennifer Starr:
MOTION: Robert Adler moved to excuse Jennifer Starr's February 2, 2006 absence
with a second by Dr. Elovitz. The motion passed.
Crystal Lyons:
MOTION: Dr. Elovitz moved to excuse Crystal Lyon's April 6, 2006 absence with a
second by Sam Watson. The motion passed.
Linda Fallwell-Stover:
MOTION: Dr. Elovitz moved to excuse.Linda Fallwell-Stover's April 6, 2006 absence
with a second by Sam Watson. The motion passed.
Leon Bazar informed the Commission that the Human Relation Department has received resignation
letters from Dr. Clifton Baldwin and Jennifer Starr and then reminded the Commission that there are
still vacancy stops for Dr. Carol Ledbetter and for Leah Patterson, the apartment representative.
4. APPROVAL OF MINUTES:
MOTION: Sam Watson moved to accept the minutes of February 2, 2006 as written with a
second by Robert Adler. The motion passed.
5. ANNOUNCEMENTS/ INTRODUCTIONS/PRESENTATIONS:-
■ Leon Bazar reminded the Commission that there are still vacancies on the
Commission.
• Errol Summerlin informed the Commission that the 2006 Fair Housing Luncheon and
Seminar went well and introduced Gary Sweeney, Director of Fair Housing and Equal

Opportunity(FHEO) Southwest Office also attended at the Fair Housing event.
• Gary Sweeney stated that he was glad to see many entities of business in attendance
at the Fair Housing Seminar. He further commended the Human Relations Staff for the
work that they have done and he thanked the Human Relations Commission for
inviting him to the City of Corpus Christi.
6. CHAIRPERSON'S REPORT: Errol Summerlin, Vice Chairperson
• Errol Summerlin stated that he was impressed with the participation by the banking
industries.
• Texas Rio Grande
The Rural Public Defender Program (state wide) received a grant from the state for
grant funding.
7. COMMISSION SUBCOMMITTEE REPORTS: (Discussion with Possible Action)
A. Housing Subcommittee—0. K. Smith
1. Fair Housing Brochure: none
2. Rental Dwellings: none
B. Committee for Persons with Disabilities— Leon Bazar
• Leon Bazar informed the Commission that Susan Cable, Director of E-Gov Services
City Website Accessibility conducted a presentation on the City's website accessibility
to the Committee for Persons with Disabilities.
• The Engineering Subcommittee for the Committee for Persons with Disabilities will be
conducting walk thrus of the downtown area and North Beach's curb ramps from the
Boardwalk to the parking lots to view accessible paths of travel.
C. Education Subcommittee— Gilbert Fuentes
Thomas Lopez informed the Commission that Albert Santoya and the other Youth
Commissioners have organized the PowerPoint Presentation for the Youth at Work
Project. Letters of invitation have been sent to different agencies and school principals
informing them of the Proclamation that will be read by the Mayor of Corpus Christi on the
24th of April and of the Youth Press Conference that is scheduled for the 27th of April 2006.
Both events will be held in the City Council Chambers.
8. OLD BUSINESS: (Discussion with Possible Action): Emergency Preparedness
Leon Bazar informed the Commission that there will be a Disaster Management Planning
Symposium April 24—26 2006 at the Coastal Bend Center for Independent Living.
9. NEW BUSINESS: (Discussion with Possible Action): none
10.ADMINISTRATOR'S REPORT: Leon Bazar, Director of Human Relations
• Housing Seminar and Luncheon went well. There was great media support.
• The Commission's Training session on Employment Discrimination is scheduled for
Friday,April 7, 2006. Due to Commissioners having other commitments the session
was rescheduled.

• Mr. Ira Black did file his complaints against the City with the U. S. Department of
Justice. The Human Relations Department is working to resolve these issues.
• The Human Relations Department has installed the new computer system that has
- been sent to the department from EEOC in Washington,D.C. All complaints will be
processed through this new system.
11.PUBLIC COMMENTS/CONCERNS/ITEMS FOR NEXT AGENDA:
Due to the possibility of economic racial injustice, Errol Summerlin requested an update on
the Wastewater Treatment Plant Project.
12.ADJOURNMENT:
With nothing further, the Chairperson asked for a motioned to adjourn the meeting.
Commissioners moved and second in unison. The meeting adjourned at 5:50 P.M.
