CALL MEETING TO ORDER: < L�E The Chairperson called the meeting to order at 5:02 PM. ��&�„ ��a1,�`� 2. ROLL CALL: ez Present Commissioners: Crystal Lyons, Errol Summerlin, Robert Adler, Dr. Stuart Elovitz, 0. K. Smith, Sam Watson Post Roll Call Arrivals: . Lucy Reta Absent Commissioners: Gilbert Fuentes, Linda Fallwell-Stover Staff in Attendance: Leon Bazar, April Moffett, Doyle Curtis, Wanese Butler Public: None 3. EXCUSED ABSENCES: Sam Watson: Sam Watson requested for last month's (June 1, 2006) absence to be excused. MOTION: Dr. Elovitz moved to excuse Sam Watson's absence of June 1, 2006 with a second by Robert Adler. The motion passed. 4. APPROVAL OF MINUTES: Minutes of June 1, 2006 MOTION: Robert Adler moved to accept the minutes of June 1,.2006 as written with a second by Sam Watson. The motion passed. , ' 5. ANNOUNCEMENTS/ INTRODUCTIONS/PRESENTATIONS: Announcements: • Errol Summerlin informed the Commission that there are Hurricane Katrina and Hurricane Rita evacuees still needing legal assistance. He then distributed Texas Rio Grande Legal Aid, Inc. cards to the members that were present the meeting. ■. 0.K. Smith informed the Commission that Habitat for Humanity will be building houses in the,Hillcrest area and Flint Hills will be underwriting the cost of these houses. He then informed the Commission members that there would be a meeting to inform citizens of the houses and to generate a list of people interested in obtaining housing: Introductions: None Presentation: None 6. CHAIRPERSON'S REPORT: • The Chairperson presented the Commission with a copy of a speech that was written by Errol Summerlin and presented at one of the Juneteenth.Celebrations. She titled the speech "We are One Neighborhood." COMMISSION SUBCOMMITTEE REPORTS: (Discussion with Possible Action) A. Housing Subcommittee—0. K. Smith 1. Fair Housing Brochure: None. 2. Rental Dwellings: None. Leon Bazar informed the Commission that he, 0. K. Smith,Wanese Butler, and Doyle Curtis attended the HUD Fair Housing Conference in Anaheim, California. He then shared a public service announcement video with the Commissioners and stated the video would demonstrate the discriminatory of a person listening to the accent voice of different ethnicities on the phone. He also informed the Commission that discrimination testing; via phone, is being done nationwide to determine where housing discrimination is taking place. Doyle Curtis informed the Commission that he attended the legal track at the HUD Policy conference. . Wanese Butler informed the Commission that there was a collaboration of information and input given to HUD by conference attendees during the breakout sessions and HUD will be sending that information to the Human Relations Department. 0. K. Smith stated that the HUD Fair Housing Conference was beneficial to him and his focus is now on fair, affordable and accessible housing. He then suggested reactivating the Housing Subcommittee by recruiting two members of this Commission to on,the Housing Subcommittee. The Chairperson requested that nominations of Commissioners to the Housing Subcommittee be placed on next month's agenda. . B. Committee for Persons with Disabilities Leon Bazar, on behalf of Linda Fallwell-Stover, informed the Commission that the Committee for Persons with Disabilities heard presentations from the Parks and Recreation Department regarding the Accessible Miracle League Field and passed a resolution of support for this field for children with disabilities. He also stated that Peter Davidson with the Parks and Recreation's Marina Division also informed the Committee of the facility improvements currently taking place at the City's Marina. Mr. Bazar further stated that there was an update given on the Christus Sphon sponsored SAIL Away Programthat allows people with disabilities the opportunity to sail. C. Education Subcommittee: The Chairperson stated that there would not be.a report for this subcommittee because the new youth commissioners had not been sworn in. 8. OLD BUSINESS: (Discussion with Possible Action): Emergency Preparedness CCHRC 07/06/06 2 . Corpus Christi Human Relations Commission Summary Minutes for July 6, 2006 The Chairperson informed the Commission that the citizen registration for emergency preparedness is going great and some citizens have expressed gratitude for this effort. She requested that the Commissioners inform her if they know of any citizens who are shut-in because she is having difficulty reaching those citizens to place them on the list. 9. NEW BUSINESS: (Discussion with Possible Action): Leon Bazar informed the Commission that the subpoenas that were placed on the agenda have been resolved and no action is needed at this time. He then explained the process of issuing a subpoena. If a respondent does not supply the information to the Human Relations Department by the Department's third attempt the request to serve a subpoena comes before this Commission. After the Commission authorizes the subpoena, the City's Legal Department will then serve the subpoena. Dr. Stuart Elovitz voiced concern on the penalties of executing a subpoena. Leon Bazar informed the Commission that the Human Relation Department would be allowed to make a determination based on whatever information and. evidence the department has. Doyle Curtis also informed the Commission that under the City's Ordinance, the company could be subject to a $500.00 fine. Leon Bazar further informed the Commission that if a company does not comply with the ruling, the Federal EEOC can take that company to court. 10.ADMINISTRATOR'S REPORT: Leon Bazar, Director of Human Relations ■ Leon Bazar informed the Commission that the Human Relations Department will be reporting quickly resolved case closures for credit and payment to the HUD Office. • One of the new Commissioners is from the Housing Authority's Tenants Council. She will be the Commissioner to represent Rental Dwellings. • Human Relations new Compliance Officer will be Shelley Franco. • Notable achievement- Since this contract year started in October 2005, 48 percent of the Human Relations Department's cases closures have met the 180 day time frame. Upon completion of Leon Bazar's Administration Report, Errol Summerlin asked Mr. Bazar what was the status of the third employment investigator. Leon Bazar informed the Commission that there had been three employment investigators assigned to the Human Relations Department. However, due to budget cuts, the Human Relations Department has two employment investigators assigned to the Human Relations Department. The new investigator just hired fills the vacancy for the second position. The Human Relations Department currently has approximately 900 ADA cases pending with the Department of Justice, 17 housing cases pending and 90 employment cases pending. June Martinez has been working on the Employment cases and the new compliance officer will be trained and assigned to employment investigations. Wanese Butler has been and will continue to conducting ADA and Housing investigations. He further informed the Commission that the Human Relations Department's budget is $500,000.00 and it generates $200,000.00 in revenue for cases worked.
