Motion passed. MOTION 2. APPROVAL OF MINUTES Motion to approve April 17th special meeting minutes made by Richard Pulido and seconded by Margie Myers. Motion passed. 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) No public comments. 4. PRESENTATION: EMERGENCY PREPAREDNESS ASSISTANCE TO SPECIAL POPULATIONS Emergency Management Officer, Lucy Rodriguez, presented a PowerPoint presentation to the Commissioners. Ms. Rodriguez stated the Office of Emergency Management is a division of the City of Corpus Christi Fire Department. The R9 department is responsible for planning and preparing public safety for citizens and City employees. The department continues to participate in outreach, coordination, planning training and exercise for all hazards including the four phases of emergency management. The four phases of emergency management consist of prevention, V preparedness, response and recovery. The City also has an advanced preparedness CO plan. The state has designated the 211 phone line for people who need help evacuating the city during an evacuation. The department has developed an evacuation plan for people with special needs. There are two evacuation loading sites Page 1 of 3 • available. One site will be reserved for the general public and those that may need little assistance. The other loading site is reserved for the special needs population (for people that need more assistance). Citizens will be processed with identification, assisted on a bus and then taken to the shelter hub destination in San Antonio. Once City officials allow citizens to return back to Corpus Christi, a bus will return them back to the original loading area. The following brochures were distributed: Preparing for Disaster for People with Disabilities and other Special Needs, Preparing Makes Sense- Get Ready Now and Preparing Your Pets for Emergencies Makes Sense-Get Ready Now. DISCUSSION OF SCHOLARSHIP INITIATIVE AND PROPOSED RESOLUTION Rene Saenz reported that he attended two meetings, including one with the City Manager. Several ideas were discussed and the City Manager supports the plan of a scholarship initiative program. Mr. Saenz also spoke to the City's Education Director, JoAnn Hooks, has set-up an appointment with her to discuss the program and will report on it at the next meeting. 6. HUMAN RELATIONS BUDGET UPDATE Leon Bazar reported the third and final budget meeting will becoming up. Mr. Summerlin reported he met and presented the resolution to City Manager, Skip Noe and Assistant City Manager, Margie Rose. Overall, the meeting went well in trying to restore staff. Mr. Noe requested to attend a CCHRC meeting to discuss the issue. 7. CHAIRPERSON'S REPORT Mr. Gamboa invited everyone to the Fair Housing Equality Forum. Renters and interested home buyers are invited to hear presentations by the Corpus Christi Housing Authority, LULAC Housing, City of Corpus Christi Housing Programs Funding and Your Protections under the Fair Housing Law. The forum is sponsored by the Corpus Christi Human Relations Commission, Del Mar College SBDC, LULAC Council #1, American G.I. Forum and NAACP. Date: May 17, 2008, Time: 8:30 a.m. — 12:00 noon, Location: Del Mar College Small Business Development Center, 3209 South Staples. 8. SUBCOMMITTEE REPORTS A. Housing Subcommittee 1. HUD National Policy Conference - Margie Myers reported the Corpus Christi Association of Realtors and a foundation broke ground for a Habitat for Humanity Home which will be built on Mohawk Street in Corpus Christi. A home buyers seminar was held at the Boys and Girls Club in Corpus Christi. There were twenty to twenty-five tables with lenders and City officials. Approximately seventy-five citizens attended the seminar. Ms. Myers did not report on the HUD National Policy Conference. Page 2 of 3 • r )• B. Committee for Persons with Disabilities (CFPWD)'_. Abel Alonzo reported that the CFPWD had not met. (The meeting is scheduled for May 7, 2008.) The Engineering Subcommittee met. Mr. Alonzo thanked everyone from the Engineering Department for educating and assisting the Engineering Subcommittee. C. Education Subcommittee The Education Subcommittee did not meet. Therefore, no report was given. Mr. Pulido stated the Youth Commissioners terms will expire soon. The Commission will begin recruiting for new Youth Commissioners sometime in July. Johnny Meisner will be attending college in Dallas, Jared Cummings may join the Navy Seals and Lauren McAdams will attend Texas A&M. Mr. Gamboa recommended that the Youth Commissioners be recognized with a service award letter from the City Council. Leon Bazar recommended to Mr. Gamboa, with the support of the Commission, to draft an At Your Service Award letter and then forward it to the City Manager. Upon his approval, the Youth Commissioners would be invited to receive the award at a City Council meeting. D. DISPARITY SUBCOMMITTEE 1. Summary of Good Faith Effort Document Review Meeting Errol Summerlin reported he and Leon meet on April 14, 2008. The April 28, 2008 meeting was cancelled. Mr. Summerlin stated he would like to meet a couple of times in May and hopefully provide a report to the Commission in June. 9. HUMAN RELATIONS ADMINISTRATOR'S REPORT Leon Bazar provided the Commission with a copy of the Human Relations Department Case Closures / Activities Summary for Month of April 2008 and provided an overview of the following: • Closed 8 EEOC cases • Closed 6 Fair Housing (HUD) cases • Received 6 ADA Accessibility Grievances • Leon Bazar and Wanese continue Supervisor Leadership presentations 10.COMMISSION AGENDA ITEM REQUESTS • Proposed Resolution for June Meeting • Shortage of Multi-Single Family Units Presentation MOTION 11.ADJOURNMENT Motion to adjourn made by Richard Pulido and seconded by Rene Saenz.
