MOTION REQUESTS FOR EXCUSED ABSENCES
Motion to excuse Patricia Mattocks for the May 1st, 2008 meeting, Marta M. Del Angel
and Jared Cummings (Youth) for the June 5th, 2008 meeting made by Lucy Reta and
seconded by Rene Saenz. Motion passed.
MOTION 2. APPROVAL OF MINUTES
Motion to approve the May 1st, 2008 meeting minutes made by Margie Myers and
seconded by Pastor Derrick Reaves. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
Chairman, Mr. Gamboa called for Public Comments. There were none.

4. PRESENTATIONS
Rene Saenz presented a PowerPoint presentation and provided a draft of a
Resolution of the Human Relations Commission for the City of Corpus Christi
Four Year Scholarship Program. Highlights are as follows:
• Fully funded four year scholarship program to promote a well-balanced
educated workforce in Corpus Christi
• Involving the City of Corpus Christi, local community businesses and educated
agencies

• Benefits: Assist local businesses with internships, increase educated workforce,
increase economic development and attract businesses to the area
• 2006 Census: 27.2% of citizens of Corpus Christi 25 years of age or over
possess a High School Diploma (or Equivalency), 23.45% have some College
but no degree and 13.5% possess a Bachelors degree
[Mr. Adler arrived at 5:10 p.m.]
The Commission formed a Subcommittee to further discuss the defined plan, specific
program and funding of the Resolution. Commissioners Patricia Mattocks, Errol
Summerlin, Sam Watson, Rene Saenz and Richard Pulido agreed to meet in
approximately two weeks and draft a revised Resolution. Motion to table the
Resolution until the July meeting made by Lucy Reta and seconded by Margie Myers.
5. CHAIRPERSON'S REPORT
No report.
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee— HUD PSAs Review
No report.
B. Committee for Persons with Disabilities (CFPWD)
Abel Alonzo reported the CFPWD met on June 4th, 2008.
The Commission viewed the Human Relations Public Service Announcement
(PSA). The PSA was developed by a local company and runs free of charge on
CCTV—Time Warner and Grande- Cable Channel 20.
DARS Division for Blind Services "Youth & Young Adult Programs"
Presentation - Gonzo Gonzalez and Jo Ann Cruz, with the DARS Division for
Blind Services, provided a short presentation regarding the services offered by
the organization. The Division for Blind Services assists the blind and/or vision-
impaired individuals in gaining independence and job placement. Counseling
and guidance is provided to help develop individual potential in the areas of
travel, independent living skills, money management, technology, Braille,
support systems and vocational development.
TXDOT Leopard Street Curb Ramp Project Presentation - Victor E. Vourcos,
P.E., Advance Project Development Engineer with TxDot — Corpus Christi
District provided handouts and briefed the Committee on the $1.8 million dollar
project. Project Locations: IH 37 Frontage Roads, FM 3386 (McKinzie Rd.), FM
24 (Violet Rd.), US 181 Frontage Roads, SS 407 (Leopard St.).
Texas Rehab. Action Network (TRAN) Presentation - Ron Sparks, TRAN Co-
Statewide Chairman of Membership, provided a brochure and information on
services such as continuing education, public awareness, community service

projects and networking with peers in the vocational rehabilitation profession.
C. Education Subcommittee — Scholarship Program Presentation and
Proposed Resolution for Review and Approval
Presentation and discussion were held earlier in the meeting (Item 3).
D. DISPARITY SUBCOMMITTEE
1. Summary of Good Faith Effort Plan — Distribution for Review
The Summary of Good Faith Effort Plan was not ready to be distributed to
the Commission. Errol Summerlin reported the Subcommittee met once in
the past month. Chairperson, Mr. Gamboa asked staff to mail the Summary
of Good Faith Effort Plan document to the Commissioners for review.

7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
Wanese Butler provided the Commission with a copy of the Human Relations
Department Case Closures / Activities Summary for Month of May 2008 and
provided a brief overview of the following:
• Closed 4 EEOC cases: YTD 58.0%
• Closed 4 Fair Housing (HUD) cases: YTD 90%
• ADA Citizen Accessibility complaints continue to increase: YTD 73
• Entrance Ramp Requests are no longer processed through the HRel
department. Neighborhood Services Department handles the requests.
The budget process continues: General Fund discussions are scheduled for
Tuesday, June 10, 2008.

8. COMMISSION AGENDA ITEM REQUESTS

3. PUBLIC COMMENTS
Dr. Gloria Scott asked the Commission for a follow-up regarding the race relation
study request that she brought to the Commission several months ago. Mr.
Gamboa stated he was new to the Commission and unfamiliar with the race
relation study. He assured Dr. Scott that he would meet with Leon Bazar and Dr.
Scott at a later date to get more information. Wanese Butler suggested retrieving
and mailing summary minutes of Dr. Benibo's presentation and other discussions
to the Commissioners for review.

Dr. Scott invited the Commissioners and anyone interested to attend the 2008
Juneteenth Coalition — Spirit of Emancipation Celebration. The celebration
honors outstanding citizens of the community and recognizes all African
American high school graduates and their parents for this school year. Dr. Scott
distributed copies of the June 7th —June 19th, 2008 Calendar of Events.
