CALL MEETING TO ORDER CITY SECRETARY'S OFFICE Chairperson Ramiro Gamboa, called the meeting to order at 5:00 p.m., establishing a quorum. A. REQUESTS FOR EXCUSED ABSENCES Motion to excuse Patricia Mattocks for the October 2, 2008 meeting made by Robert Adler and seconded by Richard Pulido. Motion passed. 2. APPROVAL OF MINUTES Chairperson Ramiro Gamboa called for Approval of Minutes. Motion to approve the September 4, 2008 meeting minutes made by Edna Arredondo and seconded by Richard Pulido. Motion passed. 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) None 4. PRESENTATIONS A. Good Faith Effort Plan Summary Review and Approval MOTION Errol Summerlin provided a brief history of the Good Faith Effort Plan. Leon Bazar presented a seven slide PowerPoint summary of the Good Faith Effort Plan. (A copy of the presentation is attached to the minutes.) A motion to approve the Good Faith Effort Plan as written was made by Richard Pulido and seconded by Errol Summerlin. Motion passed. [Abel Alonzo left at 5:37 p.m.] SCANNED Page 1 of 3 5. CHAIRPERSON't/EPORT Chairperson Ramiro Gamboa reported he received a request from the Texas Coalition to Abolish the Death Penalty-Corpus Christi Chapter. The organization is asking for the Commission's support and endorsement. Mr. Gamboa requested the item be placed on next month's agenda for discussion. Mr. Gamboa stated he and Leon Bazar scheduled an appointment with Dr. Gloria Scott on September 18, 2008 regarding the Race Relations Study. Dr. Scott did not attend the meeting. Mr. Gamboa plans to follow-up with Mr. Bazar and Dr. Scott and will re-schedule a meeting. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee Margie Myers provided the Commissioners with a copy of a New York Times article"Fannie Mae Eases Credit to Aid Mortgage Lending." The article was originally published back in September 30, 1999 by Steven A. Holmes. Ms. Myers recommended everyone read the article. (A copy of the article is attached to the minutes.) Ms. Myers also spoke on a few HUD cases from various areas of the United States. B. Committee for Persons with Disabilities (CFPWD) Leon Bazar reported the CFPWD met on October 1st, 2008. • There were several Public Comments addressing the evacuation for people with special needs • Development Services has implemented an ADA inspection checklist for new construction • Parks and Recreation provided an update on the summer 2008 Latchkey Requests for Accommodations: - The Latchkey Summer Camp was held at 5 elementary schools - 1,937 youths participated in the 9 week program - Latchkey staff members received 28 accommodation requests. • Transition Subcommittee met on September 25, 2008 to review the Transition Plan Short-Range Outlook Citywide Curb Ramps Priority list. C. Education Subcommittee Richard Pulido stated he met with a couple of the Youth Commissioners. Mr. Pulido and the Youth Commissioners are scheduled to meet on Wednesday, October 29th to discuss strategic plans for the year. A location for the meeting will be determined prior to the meeting date. D. DISPARITY SUBCOMMITTEE 1. Good Faith Effort Plan Summary Review and Approval Please refer to item 4.A. Page 2 of 3 110 7. HUMAN RELATIOAS ADMINISTRATOR'S REPORT 1. Department Monthly Performance Report Leon Bazar provided the Commission members with copies of the September 2008 Human Relations Monthly Performance Report and a Chart indicating the Basis of Discrimination FY 10/01/08 highlighted the following: • September 30fh was the end of the EEOC contract year • Target for EEOC closures: 93 - Total for the year: 95 • Target for Intakes referred to EEOC: 90 —Total for the year: 94 • Channel 6 referenced two discrimination cases that were submitted through the Human Relations Department— both cases are now in Federal Court • The department began the new EEOC contract year with 95 open cases 2. Approval of Subpoena for Information and Records on Case: CCHRC #36BA801911EEOC#36B200800191 Leon Bazar stated the Human Relations Department received the information and records they requested; therefore, the approval of subpoena was not necessary. 8. COMMISSION AGENDA ITEM REQUESTS • Texas Coalition to Abolish the Death Penalty MOTION 9. ADJOURNMENT Motion to adjourn made by Margie Myers and seconded by Richard Pulido. Motion passed.
