CALL MEETING TO ORDER Commissioner Robert Adler, called the meeting to order at 5:10 p.m. A. REQUESTS FOR EXCUSED ABSENCES Commissioner Robert Adler stated there were two requests for excused absences (Richard Pulido and Pastor Derrick Reaves). There was not a motion made so absences were not actually excused for that meeting and vote will have to be ratified at January meeting per legal counsel. [Errol Summerlin arrived at 5:13 p.m.] 2. APPROVAL OF MINUTES Vice-Chairperson Errol Summerlin called for Approval of Minutes. Motion to approve the November 6, 2008 meeting minutes made in unison and seconded in unison. Motion passed. 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) None 4. PRESENTATIONS None 5. CHAIRPERSON'S REPORT Chairperson Ramiro Gamboa was not present at the meeting. No report. Mr. Summerlin reminded the Commissioners the next CCHRC Meeting will be held the second Thursday of January 2009. SCANNED Page 1 of 3 6. SUBCOMMITTEiPORTS V A. Housing Subcommittee— Review of HUD Fair Housing Case Summaries Margie Myers stated there were no HUD Fair Housing Case Summaries to report. Ms. Myers spoke briefly on the ADA Amended Law which will become effective January 1, 2009. Ms. Myers and Leon Bazar provided the Commission with a handout indicating issues, ADA law (as construed by the courts) and ADA law as Amended by the ADA Amendments Act. Ms. Myers indicated the Amendments now broaden the law. Although some information is readily available, more will be available in the near future. Once the Human Relations Department receives more information, the department plans to place the item on the agenda and present a fifteen to twenty minute presentation to the Commission. B. Committee For Persons with Disabilities— Recap of 12103108 Meeting Highlights Abel Alonzo reported the following: • Reviewed Disability Awareness Month awards presented by the Governor's Committee For People With Disabilities. The Committee will look at setting up a local level recognition program for employers and businesses being pro-active about ADA. • Went through a brief review of the new ADA Amended Law effective January 1, 2009. The Human Relations Department will do a more in-depth review after the first of the year. • Received a very positive report on the recently approved curb ramp project the City will do on 4 clusters of street resurfacing projects - about 150 potential new ADA curb ramps. • Some discussion on crosswalk guidelines — the Committee have more in-depth review of these in the Engineering Subcommittee process. • Excellent review of the $21.6 million recently approved Parks and Recreation bond projects — great inclusion of ADA accessibility in these services to the community. [Abel Alonzo left at 5:20 p.m.] C. Education Subcommittee— Presentation Preparation Summary Richard Pulido was not present at the meeting. Youth Commissioner Robert Bonner reported the Education Subcommittee did not schedule a meeting in the month of December due to the holidays. The next Education Subcommittee meeting will be held on January 7, 2008. D. Disparity Subcommittee — Update of Finance, Materials Management, and Engineering Services Review Mr. Summerlin reported he had some discussion with Leon Bazar regarding the Good Faith Effort Plan. Mr. Bazar stated he reviewed the plan with Cindy O'Brien and recognized that the plan will impact several departments including Purchasing, Engineering and Finance. The next meeting will be held the week of December 15, 2008. Page 2 of 3 [Mr. Summerlin repo he attended the National Legal AWnd Defender Association Conference in Washington, D.C. He stated the emphasis in domestic programs, in particular to the legal services corporation funding, are at the top of President Elect Barack Obama's Agenda.] 7. HUMAN RELATIONS ADMINISTRATOR'S REPORT A. Department Monthly Performance Report Review Leon Bazar provided the Commission members with copies of the November 2008 Human Relations Monthly Performance Report and Summary and highlighted the following: • EEOC Cases closed in November: 11 • EEOC Charge Write-Ups completed and sent to SAFO in 8 or less days - 27 • Fair Housing (HUD) cases closed: 1; YTD 6 of 9 have been completed within 100 days • ADA Accessibility Grievances: 12 • Training Sessions: 3 Mr. Bazar provided a summary of EEOC, Fair Housing (HUD) and ADA Accessibility activities handled by the department throughout the month of November. 8. IDENTIFY ITEMS TO BE PLACED ON THE NEXT AGENDA • None MOTION 9. ADJOURNMENT Motion to adjourn made by Robert Adler and seconded by Rene Saenz. Motion passed.
