REQUESTS FOR EXCUSED ABSENCES Chairperson Mr. Gamboa stated there were two requests for excused absences for the March 5, 2009 meeting. Motion to excuse Robert Adler and Richard Pulido for the March 5, 2009 meeting made by Pastor Derrick Reaves and seconded by Patricia Mattocks. Motion passed. [Mr. Gamboa continued the meeting with Item# 3.] 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES] Mr. Gamboa asked if there were any Public Comments. There were none. 4. PRESENTATIONS— None[Please note this item was skipped] [Mr. Gamboa continued the meeting with Item#2.] 2. APPROVAL OF REGULAR MEETING MINUTES OF 02105109 Chairperson Mr. Gamboa called for Approval of the February 5, 2009 Meeting Minutes. Motion to approve the February 5, 2009 meeting minutes made by Marta Del Angel and seconded by Edna Arredondo. Motion passed. [Mr. Gamboa continued the meeting with Item#5.] [Errol Summerlin arrived at 5:05 pm] 5. CHAIRPERSON'S REPORT A. LULAC Week Summary Mr. Gamboa thanked the members of the Commission who attended the LULAC Banquet. Mr. Gamboa stated the LULAC's Elderly Conference will be held in South Texas on May 29 and 30, 2009. The conference will provide info on services, scams, housing and ADA. SCANNED Pagel of 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee— No Report Margie Myers stated April is Fair Housing Month. Presentations will be held at the Home Builder's Expo regarding Fair Housing and ADA Accessibility for Apartment Managers. B. Committee For Persons with Disabilities— Recap of 03104/09 Meeting Highlights Leon Bazar reported the following: • There will be a Special Needs Support Team Presentation at the April CFPWD meeting. The team assists special needs people during emergencies and evacuations. • Parks and Recreation reported as of the end of January 2009, 2,263 children are registered in the Latchkey Program. Participation includes: thirty C.C.I.S.D. school sites including three in Flour Bluff and recently at three school sites in the Calallen area. The department has received approximately twenty-six requests for accommodations and all have been granted. • Catch A Special Thrill was held during the month of February. Fifty children registered for the event, twenty-nine attended and eighty-nine volunteers assisted during the event. Due to such a good response from various sponsors and volunteers, the department is looking into having the CAST Fishing Program twice a year. • The Development Services Department has designated an Engineer to support ADA Projects. The Human Relations Department funded a Texas Department of Licensing and Regulations three day training for Grace Gonzalez. Mr. Bazar also reported the department plans to hire an inspector to assist with ADA reviews. • The Engineering Department reported they have three CDBG grants that they are requesting in cooperation with the RTA all addressing accessibility around bus landing pads and related ramps leading to the pads. The Engineering and Human Relations departments have visited nine different sites since the beginning of the month to address and evaluate intersections where ramps are needed. C. Education Subcommittee— District Student Council Presentation Jacob Sendejar reported the Youth Commissioners attended the Student Council Convention held in Flour Bluff. The Youth Commissioners presented their Workplace Discrimination presentation to four different groups of students. A total of 75 students attended. Leon Bazar stated the next step for the Youth Commissioners is to present the same presentation at the Scholastic High School Program at Del Mar College. D. Disparity Subcommittee—Summary of 03104109 Meeting Errol Summerlin reported the Subcommittee met and a lot of the discussions were regarding the process and goals. Mr. Summerlin stated the subcommittee seemed Page 2 of 3 very interestqf in pursuing the involvement of nority women and small businesses inNIIN procurement of services and con is for the City. The next meeting will be held in two weeks. 7. HUMAN RELATIONS ADMINISTRATOR'S REPORT A. Department Monthly Performance Report Review Leon Bazar provided the Commissioners with copies of the February 2009 Monthly Performance Report. (A copy of the report'salbched to to bad of the minutes.) Mr. Bazar briefly highlighted EEOC, Fair Housing and ADA Accessibility cases and grievances. Mr. Bazar stated the department closed a total of eight EEOC cases and received a total of twenty intakes in which he believes is due to the state of the economy. The department also held five outreach presentations during the month of February and also received two new requests for ADA Back Door Trash Pick-up Service. Mr. Bazar informed the Commissioners of the "Festival of India" to be held on March 8, 2009. The mission is to increase regional cultural and international awareness of the Indian Culture. The event is organized by the Coastal Bend Indian Association. A proclamation will be read on March 10, 2009 honoring March as Woman's History Month. This year, the Hispanic's Women's Network will be honored for their twenty-three years of existence. B. HB 400 Update No update. 8.
