CALL TO ORDER on(SECRETARY'g Chairperson Ramiro Gamboa called the meeting to order at 5:00 p.m. OFFICE A. REQUESTS FOR EXCUSED ABSENCES Chairperson Mr. Gamboa stated there were three requests for excused absences for MOTION the May 7, 2009 meeting. Motion to excuse Edna Arredondo, Pastor Derrick Reaves and Lucy Reta for the May 7, 2009 meeting made by Robert Adler and seconded by Errol Summerlin. Motion passed. 2. APPROVAL OF REGULAR MEETING MINUTES OF 04/02/09 Mr. Gamboa called for approval of the April 2, 2009 Meeting Minutes. Motion to approve the MOTION April 2, 2009 meeting minutes made by Robert Adler and seconded by Marta Del Angel. Motion passed. [Margie Myers and Deborah Brown arrived at 5:03 p.m.] 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) Mr. Gamboa asked if there were any Public Comments. There were none. 4. PRESENTATIONS A. What Would You Do?— "Racism" The Commissioners viewed a "What Would You Do?" series video clip which originally aired on ABC News (March 2009). The video entitled, "Shopping While Black" was developed as a hidden camera set-up to see how customers would react to racial profiling at a boutique in New York City. Committee Authorization to Submit Candidates for CCHRC Vacancies Mr. Gamboa provided the Commissioners with a copy of the CCHRC Applicants Listing. (A copy of the handout is attached tothe back o the minutes.) Mr. Gamboa asked the Commissioners to review the list and send Leon Bazar any recommendations by Tuesday, May the 12th. MOTION Motion to give the Committee Authorization to Submit Candidates for CCHRC Vacancies made by Robert Adler and seconded by Robert Bonner. Motion passed. 6. SUBCOMMITTEE REPORTS A. Housing Subcommittee— Fair Housing Event Summary Margie Myers provided an update regarding the Rental Properties: Fair Housing Compliance educational seminar held on Saturday, April 25, 2009 at the Museum of Science & History. Ms. Myers reported approximately 25 people attended, everyone received a certificate at the end of the seminar and feedback received from surveys were very positive. Ms. Myers also announced a City of Corpus Christi News Release which was sent to Realtors and Builders regarding the City's 4A Board Requests Proposals for Affordable Single-Family Housing.(A copy of the Nees Release is attached fo the bark of Me minutest B. Committee For Persons with Disabilities— Recap of 04101109 Meeting Highlights Abel Alonzo reported the following: • Corpus Christi Regional Transportation Authority conducted an oral presentation and provided handouts indicating the new service changes effective May 25, 2009. • St. Mark's Episcopal Ramp Team conducted an oral presentation and provided handouts with photos documenting how the organization builds ramps for people in need of ramps at their homes. • Leadership Corpus Christi presented a slideshow of their Prom for Students with Special Needs Night project. • The Committee members appointed members to the Engineering Subcommittee. • Parks and Recreation provided copies of their new Summer 2009 programs brochure. C. Education Subcommittee— No Report D. Disparity Subcommittee—April 30th Meeting Summary Mr. Gamboa reported the subcommittee met and discussed outreach options. The next step is to schedule a meeting with the City Manager to discuss a course of actions to present to the City Council. 7. HUMAN RELATIONS ADMINISTRATOR'S REPORT A. Department Monthly Performance Report Review Leon Bazar provided the Commissioners with copies of the April 2009 Monthly Performance Report. (A copy of the report is attached to the back of the minutes.) • Employment intakes have increased to 26%-28% nationwide. • The department closed 5 housing complaints completed in 100 days or less. • EEOC: 6 of 7 complaints were completed within 180 days. • ADA Technical Assistance: The department responded to 10 requests. • Budget: No head count reduction; reduction of$25,000 in expenses. Page 2 of 3 Leon Bazar Wounced the Juneteenth CelebratS which will be held on Saturday, June 13, 2009 from 11:00 a.m. - 6:00 p.m. (For mare inbrmation, refer to the handouts attached to the back of the minutes.) 8. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA • Disparity Study • Health Disparity • Juneteenth [Errol Summerlin announced he no longer will serve on the Corpus Christi Human Relations Commission. Mr. Summerlin accepted the position of Executive Director of Legal Aid of Northwest Texas in Fort Worth, Texas. The Northwest Texas Legal Aid Program has 14 offices and serves 114 counties. Mr. Summerlin served on the Commission for 25 years and thanked everyone for their support during his years of service. Mr. Summerlin introduced his Commission replacement, Mr. Robert Garza. Mr. Garza has been employed by the Texas Rio Grande Legal Aid, Inc. for twelve years.] MOTION 9. ADJOURNMENT Motion to adjourn made by Errol Summerlin and seconded by Robert Adler. Motion passed.
