Summary of Minutes for July 2, 2009 RECEIVED
1. CALL TO ORDER AUG 3 1 2009
Chairperson Ramiro Gamboa called the meeting to order at 5:14 p.m.

B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Jacob Sendejar, Pastor Derrick Reaves and Abel Alonzo for the July 2,
2009 meeting made by Lucy Reta and seconded by Edna Arredondo. Motion passed.
MOTION Motion to excuse Jacob Sendejar for the June 4, 2009 meeting made by Margie Myers
and seconded by Robert Garza. Motion passed.
MOTION Motion to excuse Margie Myers for the June 4, 2009 meeting made by Patricia Mattocks
and seconded by Robert Garza. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 06/04109
MOTION Motion to approve the June 4, 2009 meeting minutes made by Robert Garza and seconded
by Patricia Mattocks. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
Mr. Gamboa asked if there were any Public Comments. There were none.
4. PRESENTATIONS - NONE
5. CHAIRPERSON'S REPORT
A. Feria de las Flores Upcoming Events
Mr. Gamboa invited everyone to attend the annual LULAC Feria de las Flores and
Scholarship Banquet. The two day Feria de las Flores event will be held on July 31st
and August 1st. The Scholarship Banquet will be held on July 30th with over $41,000 in
scholarships to be awarded to 44 students from the coastal bend area. Leon Bazar
stated the Human Relations Department will have four tickets available for any
Commissioners interested in attending the Scholarship Banquet.

6. SUBCOMMITTEt 1 EPORTS
A. Housing Subcommittee — Apartment Association June 18th Annual Meeting
Presentations
Margie Myers provided a copy of a report and spoke on the Apartment Association's
Annual Training and Vendor Conference. (A copy of the report is attached to the back of the minutes.) Ms. Myers
also informed the Commissioners regarding the Texas Veteran Lands Program which
assists disabled veterans with 100% disability not required to pay property taxes.
B. Committee For Persons with Disabilities — Recap of 07/01109 Meeting Highlights
Leon Bazar reported the following:
• Presentation by RTA on new Fare Box system and new buses and related ADA
equipment
• Tour Development Services Department and changes reflecting more and improved
customer service and accessibility
• Parks and Recreation reported that with approximately 1,800 youth in Latchkey and
Summer "Fun Kids" fourteen requests for accommodation have been responded to.
Most severe has been child who uses a wheelchair who is provided a private room for
catherization — fortunately, child has a nurse that accompanies them and helps with
other activities as well
• Engineering Subcommittee completed review of fifty-one locations with proposed
ramps in response to the ADA Litigation settlement. No major issues and discussion
has been held with Engineering

C. Education Subcommittee — No Report
D. Disparity Subcommittee— Summary of 06/29/09 Meeting
Ramiro Gamboa reported on the meeting which was held with the City Manager, Leon
Bazar and himself concerning the Disparity Study. (A copy of the report is attached to the back of the minutes.)Leon
Bazar stated one of the challenges facing the department is to try to categorize all of the
businesses to identify minority owned businesses when utilizing the City credit cards.
[Patricia Mattocks stated the next Health Disparity Subcommittee meeting will be held on
Tuesday, July 7, 2009 at 4:00 p.m. in the Human Relations Department.]
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the June 2009 Monthly
Performance Report and Monthly Highlights handout. (Copies are attached to the back of the minutes.)
Mr. Bazar reviewed the month's activities and also advised the Commissioners
beginning July 7, City Council meetings will begin with Proclamations and
Recognitions at 11:45 a.m. and Public Comments at 12:00 noon.
