CALL TO ORDER SEP 1 0 2009 Chairperson Ramiro Gamboa called the meeting to order at 5:01 p. CITY SECRETARY'S OFFICE A. REQUESTS FOR EXCUSED ABSENCES MOTION Motion to excuse Mariah Howard for the August 6, 2009 meeting made by Margie Myers and seconded by Robert Adler. Motion passed. 2. APPROVAL OF REGULAR MEETING MINUTES OF 07/02109 MOTION Motion to approve the July 2, 2009 meeting minutes made by Robert Garza and seconded by Patricia Mattocks. Motion passed. 3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES) Mr. Gamboa asked if there were any Public Comments. There were none. 4. PRESENTATIONS A. City-County Health Department— Annette Rodriguez, Acting Director Ms. Rodriguez provided an overview of services offered by the City-County Health District. The department receives funding from the City and County and also receives grants from the State. The department has approximately a ten million dollar budget. Ms. Rodriguez provided valuable information on the following services: Support Services Division: Administration, County Animal Control, Environmental & Consumer Health, Health Education, Vector Control and Vital Statistics Community Health Division: Breast & Cervical Cancer Services, Family Planning, Immunizations Clinic, Prenatal Maternal Health Services, Sexually Transmitted Diseases & HIV and Tuberculosis Clinic Health Promotions: Communicable Diseases, Laboratory Services and Women Infant & Children (WIC). Ms. Rodriguez stated she would provide Committee members with copies of the 2006- SCANNED Page 1 of 3 2007 Biennial ,00rt. The report provides detailed inf 'nation on the services provided by the City-Col,r ly Health District. (A copy of the report is attached to the back of the minutes.) Census 2010 Summary— Evangelina Chapa, Partnership Specialist Ms. Chapa spoke regarding the United States 2010 Census and trying to get the word out to the community. The goal of the 2010 Census is to gather an accurate count of everyone residing in the United States. Ms. Chapa indicated the Census provides adequate representation in the House of Representatives, legislative re-districting in the community and funding. A mass media event (in various languages) will occur in January. Census forms will be mailed in February/March. For more information on the 2010 Census: www.census.gov/2010census. Board Member Attendance Chairperson Ramiro Gamboa asked new Commissioners to introduce themselves. New members present at the meeting: Toni Davis, Eric Holguin and Dalia Brem. Leon Bazar stated new Youth Commission Mariah Howard was not at the meeting due to being out of town with family. [Pastor Reaves left at 6:00 p.m.] Mr. Gamboa reminded Commissioners anyone having three unexcused absences will be removed from serving on the Commission. Mr. Gamboa stated election of the Commission Vice-Chairman will be held during the September meeting. Interested Commissioners may contact Mr. Gamboa or Mr. Bazar for more information. Mr. Gamboa thanked everyone on behalf L.U.L.A.C. who supported and/or attended the L.U.L.A.C. Banquet and Feria De Las Flores. This year the organization raised $38,000 for scholarships. [Mr. Gamboa continued the meeting with Item # 6.E.] 6. SUBCOMMITTEE REPORTS E. Health Disparity Subcommittee — Summary of 07/07/09 Meeting Patricia Mattocks reported on the Human Relations Commission Missions Statement, Service Strategy, Health Disparities Subcommittee Purpose, Process, Timeline and End Product. (A copy of the report is attached to the back of the minutes.) [Edna Arredondo left at 6:09 p.m.] [Abel Alonzo left at 6:09 p.m.] Mr. Gamboa asked if anyone is interested in serving on the Health Disparity, to please contact Leon Bazar. [Mr. Gamboa skipped the following Subcommittee Reports: 6.A., 6.B., 6.C., and 6.D. and continued with Item # 7.] Page 2 of 3 7. HUMAN RELATI' 3 ADMINISTRATOR'S REPORT A. Department Monthly Performance Report Review Leon Bazar provided the Commissioners with copies of the July 2009 Monthly Performance Report. (A copy of the report is attached to the back of the minutes.) Mr. Bazar reviewed the monthly statistics and also reported the department incurred a net budget deduction of 29.8%. The American G.I. Forum 61st National Convention was held in Corpus Christi. Mr. Bazar attended the convention and represented the Mayor and City Manager and read a proclamation and handed out three keys to the City. 8.
