B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Patricia Mattocks, Lucy Reta, Eric Holguin and Robert Bonner for the
September 3, 2009 meeting made by Robert Garza and seconded by Robert Adler.
Motion passed.
MOTION Motion to excuse Dr. Chon-Kyun Kim for the August 6, 2009 meeting made by Robert
Garza and seconded by Toni Davis. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 08/06/09
MOTION Motion to approve the August 6, 2009 meeting minutes made by Pastor Derrick Reaves and
seconded by Robert Garza. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
Mr. Gamboa asked if there were any Public Comments. There were none.
4. PRESENTATIONS - NONE
5. CHAIRPERSON'S REPORT
A. Election of CCHRC Vice-Chairperson
Chairperson Ramiro Gamboa stated Robert Garza was the only Commissioner who
expressed interest in serving as Vice-Chairperson. Mr. Gamboa asked if anyone else
MOTION was interested in serving on the Commission. There was no response. Motion to elect
Robert Garza as Vice-Chairperson made by Robert Adler and seconded by Margie
Myers. Motion passed.
6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee— HUD Case Review
Leon Bazar reported the City will be receiving over four million dollars for the Homeless
SCANNED Page 1 of 2
Prevention Prr -9m. The four agencies administering program will be Catholic
Charities, Salvaoon Army, Metro Ministries and the Coastal Bend Center for Independent
Living. The program will be handled by the Community Development department and will
be presented to City Council next week for approval. The program is designed for
persons who are homeless or about to become homeless. Once the person(s) qualify,
they will be eligible for up to eighteen months of rental and utility assistance. Rent funds
will be paid directly to the landlords and to the utility providers.
B. Committee for Persons With Disabilities — Recap of 09/02/09 Meeting Highlights
Abel Alonzo reported the following:
• Mayor Adame attended the meeting and expressed his support for the Committee
• Viewed 3 ADA related stories done by KIII and thanked them for their efforts
• Upcoming events include — Miracle League Hooks Night, September 17th (Flyer is attached to the
back of the minutes); Coastal Bend Walk and Roll Celebration, October 17th (Flyer is attached to the back of the
minutes); and DARS Employment Conference, October 26th
• Positive site visit from National Parks Service on investigation of 115 ADA complaints
on parks resolution; resolution on 5 parks remain
C. Education Subcommittee— No Report
D. Disparity Subcommittee— No Report
[Leon Bazar stated the Disparity Subcommittee is in need of a Commissioner to volunteer
to serve on the subcommittee. Anyone interested in serving on the subcommittee may
contact Mr. Bazar. Current members: Ramiro Gamboa(Commissioner), Robert Garza (Commissioner),
Pastor Reaves (Commissioner), Leon Bazar (Human Relations), Pete Anaya (Engineering), Mike Barrera
(Finance), Dr. Adame (LULAC), Linda Benavides (HWNT), Terry Mills (NAACP), and Lamont Taylor (RTA).
E. Health Disparity Subcommittee — No Report
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Committee members with copies of the August 2009 Monthly
Performance Report. (A copy of the report is attached to the back of the minutes.) Mr. Bazar stated the department is
at 98.7% of the contract and have one month left to meet EEOC closures. During the
month of August, the department closed approximately $30,000 worth of EEOC
settlements. The department also closed 3 HUD/Fair Housing cases. The Human Relations
Department will be presenting its annual update to City Council on ADA and Non-
Discrimination within the City on September 22, 2009. Mr. Bazar reminded newly appointed
Commissioners to contact him to schedule required Open Meetings training.
