Summary of Minutes for November 5, 2009

Chairperson Ramiro Gamboa called the meeting to order at 5:03 p.m.

REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Dr. Chon-Kyun Kim and Lucy Reta for the November 5, 2009 meeting
made by Margie Myers and seconded by Toni Davis. Motion passed.
2. APPROVAL OF REGULAR MEETING MINUTES OF 09/03/09
MOTION Motion to approve the October 1, 2009 meeting minutes made by Toni Davis and seconded by
Robert Bonner. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
Mr. Gamboa asked if there were any Public Comments. There were none.
4. PRESENTATIONS — DISPARITY INITIATIVE UPDATE
Michael Barrera, Assistant Director of Financial Services, provided a presentation on a
Minority/HUB Report submitted to the City Managers Office (A copy of the presentation is attached to the back of the
minutes). The presentation covered four main areas including: Background on
Challenges/Hurdles, Summary of Report, Plan of Action and Further Discussion. Mr. Barrera
stated there are approximately 4,000 vendors registered in the system with only 55
registered minority HUBS. Various discussions occurred during and after the presentation.
Mr. Barrera reported the City Manager directed him to attend minority small business venues
that might be going on throughout the year.

5. CHAIRPERSON'S REPORT
A. December 5th — LULACINAACP Health Fair
Mr. Gamboa announced the LULAC/NAACP Health Fair will be held on December 5th
from 8:30 a.m. to 3:00 p.m. at the Del Mar Development Center on the corner of Staples
and Kostoryz. For more information contact Mr. Gamboa at 533-4830.

6. SUBCOMMITTEE =PORTS
A. Housing Subcommittee — No Report
Margie Myers did not have a report. However, Ms. Myers did want to make an
announcement regarding the $8,000.00 tax credit for first time home buyers. Ms. Myers
stated it appears it is going to be signed into a bill and be extended to April 30, 2010 and
closing by June 30, 2010. In addition, they have added a $6,500.00 tax credit to home
buyers that have occupied a previous home for five of eight years.
B. Committee for Persons With Disabilities
1. November 4th Meeting
Mr. Alonzo asked Mr. Bazar to report on the Disability Employment Awareness Month
Activities.
2. Disability Employment Awareness Month Activities
Mr. Bazar reported on the Walk 'n Roll Celebration which was held on October 17th at
8:00 a.m. from the People's Street T-Head to the Federal Courthouse. Approximately
300 people attended the event including three Council Members and State
Representative Abel Herrero.
C. Education Subcommittee — Student Project Options
Mr. Holguin stated he has not met with the Youth Commissioners. Mr. Holguin and Mr.
Bazar collaborated on some ideas including a Student Council Convention to be held in
December. Mr. Bazar stated there will not be a presentation at the convention. At this time,
plans are only to have a table with various types of materials to hand out. Mr. Holguin and
the Youth Commissioners planned to meet immediately after the Commission meeting.
D. Disparity Subcommittee— No Report
E. Health Disparity Subcommittee— No Report
Ms. Mattocks stated she will have a report next month. She also requested an item to be
added to next month's agenda (Data from a Birth Defects Study and a presentation that
Birth Defects Registries do) with the announcement that appeared in the paper of the
CDC coming in to do Benzene Study in the Hillside area.
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the October 2009 Monthly
Performance Report. (A copy otthe report is attached to the back of the minutes.) Highlights included:
• Closed 11 EEOC cases
• Closed 8 HUD Fair Housing cases; HUD Fair Housing closures at 76.4% within
100 days to date; highest month of HUD Closures
• EEOC contract closures extended (from 84 in 2009 to 108 for 2010) in contract.
• Participated in multiple Disability Employment Awareness activities (Walk and Roll
and Employer Symposium)
• $48,000 in EEOC Settlements this month
B. Scholarship Program Committee Update
Leon stated the Commission prepared a resolution which was presented to the City
Manager in June 2008 to explore the option of what a City scholarship program would look

like. The Coup' asked the Commission to make a re' mmendation by the end of
December or first of January. Mr. Bazar organizea a Scholarship Program Committee
approved by the City Manager. The group had their first meeting and their target is to
meet four times to see if it would be an issue for the City, if it is an issue for the City, how
does it happen and what are other cities doing. The city of San Antonio has a similar
program called the Education Partnership. The Committee will continue to look at
programs and will come back with a recommendation whether or not it is an option for the
City to consider involvement in a scholarship program or if it is not an option for the City
not to get involved.
8. IDENTIFY ITEMS TO BE PLACED ON NEXT AGENDA
• Legal opinion regarding Mr. Alonzo's proposal for the Commission to endorse a
person on the RTA Board
• Health Disparity Subcommittee Presentation
• Summary of ADA Trash Pick-up
[Mr. Gamboa stated he will not be present at next month's (December 3rd) CCHRC meeting
as he will be out of town.]
MOTION 9. ADJOURNMENT
Motion to adjourn the meeting made by Robert Garza and seconded by Patricia
Mattocks. Motion passed. The meeting adjourned at 6:06 p.m.
