[Leon Bazar addressed Patsy Garcia did not call Dr. Chon-Kyun Kim's name
during the Roll Call because Dr. Kim submitted his resignation from the
Commission earlier in the week. Dr. Kim is taking a leave of absence for about a
year and will be out of the country.]
B. REQUESTS FOR EXCUSED ABSENCES
MOTION Motion to excuse Ramiro Gamboa for the December 3, 2009 meeting made in
unison and seconded by Robert Adler. Motion passed.

2. APPROVAL OF REGULAR MEETING MINUTES OF 11/05/09
MOTION Motion to approve the November 5, 2009 meeting minutes made by Patricia Mattocks
and seconded by Pastor Derrick Reaves. Motion passed.
3. PUBLIC COMMENTS (LIMITED TO 3 MINUTES)
Abel Alonzo provided everyone with a flyer with information on his radio talk show "La
Voz". The radio talk show is broadcast live from Taqueria Garibaldi every Tuesday
evening from 7:00 p.m. to 8:00 p.m. on Majic 104.9 FM and 93.5 FM. (A copy of the flyer is
attached to the back ofthe minutes.)Mr. Alonzo also spoke about the Holiday Spirit of Giving. Twenty-
five $100.00 HEB Gift Cards have been given away to people who have entered for
the drawings and more will be raffled in the coming weeks. For more information,
contact Mr. Alonzo or Leon Bazar, Treasurer.

A. ADA Trash/Recycle Pick-Up Program — Patsy Garcia
Human Relations Management Aide, Patsy Garcia, presented a PowerPoint
Presentation on the City's ADA Trash/Recycle Pick-Up Program. (A copy of the presentation is
attached to the back of the minutes.)The program provides a reasonable accommodation to assist an
individual who has a temporary/permanent disability or medical condition which
prohibits him/her from pulling or pushing the garbage/recycle cart(s) to the curb on
their designated pick-up days.

6. SUBCOMMITTEE REPORTS
A. Housing Subcommittee— Rental Assistance Program Summary
Margie Myers provided a handout outlining the Homeless Prevention and Rapid
Re-Housing Program (HPRP). (A copy of the handout is attached to the back of the minutes.) Grantee
Administering HPRP Funding: City of Corpus Christi - Amount of total grant:
$1,393,181.
B. Committee for Persons With Disabilities - December 2nd Meeting
Abel Alonzo stated since the departments and their staff is running everything so
smoothly, he had nothing to report.
C. Education Subcommittee — Projects Update
Leon Bazar stated Mr. Holguin was absent at the meeting and in talking to the Youth
Commissioners he was informed they have not met. Mr. Bazar stated he assumed
the Youth Commissioners were not going to participate in the Student Council
Conference on the weekend and will focus on the Spring Conference.
D. Disparity Subcommittee — No Report
E. Health Disparity Subcommittee — Summary of Regional Health Awareness
Board Meeting
Patricia Mattocks stated she is a member of the Regional Health Awareness
Board. It has been noted in the newspaper recently the CDC and another
organization will be coming down to conduct a study in the Hillcrest area of the city.
March of Dimes staff works closely with the Texas Birth Defects Registry and will
be inviting them to provide a presentation to the Regional Health Awareness Board
about the higher incidents of birth defects among residents in those communities.
Ms. Mattocks will provide more information after the first of the year regarding
where and when the meeting will be scheduled and invite the Commissioners to
attend.
7. HUMAN RELATIONS ADMINISTRATOR'S REPORT
A. Department Monthly Performance Report Review
Leon Bazar provided the Commissioners with copies of the November 2009 Monthly
Performance Report. (A copy of the report is attached to the back of the minutes.) Highlights included:
Closed 3 EEOC cases (Based on Pregnancy, Sexual Harassment and
Disability) and expect in excess or close to 20 closures during the month of
December

• Closed 4 FaiMousing cases
• Performed random site audit with Stripes representatives to establish
corporate-wide focus on ADA accessibility
• Meeting with ADA Master Plan (LNV, Inc.) Contractor to identify inclusion of
CFPWD
• 2 EEOC settlements with $8,000 in resolution
• Completed accessibility enhancements (door operators and additional parking)
at Senior Center
Mr. Bazar also announced the following upcoming events:
• Las Luces del Mar community event, Friday, 12.04.09, 6:00 p.m. to 11:00 p.m.
at the Bay Area Fellowship corner of Weber and Ayers (A copy of the flyer is attached to the
back of the minutes.)
• Free Citywide Health Fair sponsored by the NAACP, Saturday, 12.05.09,
10:00 a.m. to 3:00 p.m. at the Del Mar College South corner of Staples and
Kostoryz (A copy of the flyer is attached to the back of the minutes.)
