Willie Davila Rabbi Paul Joseph Ms. Anna Mercado Ms. Olga Tamar Ms. Lena Coleman Dr. Sylvester Peterson Unauthorized absence Ms. Jeanette Stevens Mr. Robert Smith Ms. Laura Rios Ms. Toni Tamez Staff Present Mr. Errol Summerlin Dr. Helen Gurley Ms. Ade11 Lucas Attorney Mr. Alex Lopez The Chairperson called the regular monthly meeting to order at 5:15 p.m. The Roll was checked and a quorum was present to conduct a legally constituted meeting. APPROVAL OF THE MINUTES A motion was offered and accepted to approve the September 3, 1998 and October 19, 1998 minutes as submitted. CHAIRMAN'S REPORT - REV. WILLIE DAVILA Chairman Davila welcomes the new commissioners and they gave an overview about themselves. Chairman Davila asked the Commissioners when would be a good time for another training session. After discussion,he asked the new commissioners to call the Director and give three dates when they are available for training. Chairman reported that the Commission is still waiting for HUD approval on the Housing Ordinance. Finally, Chairman Davila discussed committee assignments. He told the Commissioners that he had made the following assignments, and they were welcome to serve on any other committee. 1 f,' p Community Education Training Conference Jeanette Stevens - Chairperson - Lena Coleman- Chairperson Sylvester Peterson Housing Liaison between City Council& Commission Olga Tamar- Chairperson Anna Mercado, Chairperson Errol Summerlin Toni Tamez Mayor's Committee on Disability Laura Rios Toni Tamez- Chairperson Speakers Bureau Rabbi Paul Joseph, Chairperson COMMITTEE REPORTS Housing-Errol Summerlin Commissioner Summerlin gave a chronology report on the Human Relations Commission in getting the Housing Ordinance passed for substantial equivalency to the Federal Fair Housing Act. Attorney,Alex Lopez,talked about the policies and procedures the Commission needs to revise. At this time he stated the Commission had a choice of writing new policies and procedures, adopting the Department of Housing and Urban Development or Texas Commission on Human Rights policies and procedures. After the discussion,it was agreed that the policies and procedures on other agencies will be given to the Housing Committee for review. The Housing Committee will meet in March with Chairman Davila to make a recommendation. Mr.Lopez informed the Commission that hewould be available as counsel when the committee meet. Dr. Gurley stated the Commission has three years to write the policies and procedures or they can adopt from either the Department of Housing and Urban Community Development or the Texas Commission on Human Rights. She also stated the Commission will be using the policies and procedures from Ordinance 20839 until new procedures are written or adopted. NEW BUSINESS Dr. Gurley presented the Corpus. Christi Human Relations Commission Annual Report to the Commission. She stated the report is required to be presented to the Mayor and City Council no later. than January 15, 1999. Dr. Gurley stated that if the Commissioners have any changes let her know before the deadline. 2 ADMINISTRATOR'S REPORT Dr. Gurley briefly reported on the Human Relations department's monthly activities. She also reported the status on the Employment Annual Conference to be held August 6, 1999 to the Commission.
