Reverend Davila,Chairperson,waited until 5:20 p.m.to call the regular monthly meeting to order. A quorum was not present.Anna Mercado and Olga Tamar had indicated they were unable to attend this month's meeting. Blake Pittman, Daniel Carmona,and Errol Summerlin had been uncertain if they would be able to be present. Lena Coleman and Dr. Peterson had indicated their intent to attend but were not present. The September 2, 1999 minutes were not approved,due to lack of a quorum. However,Reverend Davila indicated that there was need of a correction in the Commissioners Heading to include JoAnn Kernick,the new Commissioner. The September 2, 1999 minutes will be resubmitted in November for approval. There was a brief report by Dr.Gurley on the latest events in the Human Relations Department. The proposed Ordinance Revision has been faxed to HUD for review and approval,prior to entering into an agreement for a grant on establishing a Substantial Equivalency Program. Dr.Gurley provided Commissioner Training on September 23`a. It was well attended and seemed to be a successful endeavor. The status of the Disparity Study was briefly discussed. Dr.Gurley also briefly touched upon the TEA Conference—Statewide Parent Involvement Conference. The City assisted with transportation issues, sponsorships, and facilitators. The Conference was being held October 7`s, 8th, and 9a'. It appears to be very successfully attended-approximately 1,300 attendees from across the State. Dr.Gurley briefly touched upon the issue of Hate Crimes, indicating that the current internal investigation has been turned over to the Justice Department. Due to Hurricane Floyd,the National Race Relations Symposium that Dr.Gurley was scheduled to attend was postponed. The State of Indiana is holding their 4th Annual Hate Crime Conference. Commissioner Terrell-Davis gave a comment about how informative the Commissioner Training was. Dr.Gurley informed the Commission that the Department had met the annual contract with EEOC. In fact,the Department received an upward modification of 25 additional cases,which resulted in an additional$12,500.00 in revenue. The Department was recognized as the fastest group to complete their annual contract. Th-re wer- no public comments at this meeting.
