Call to order Chair called the regular meeting of the Island Strategic Action Committee to order at 6:05 pm on March 8, 2011 2. Roll call Chair conducted a roll call. Approval of Minutes for February John A. White: Motions to approve the February Minutes. February Minutes approved. 4. Public Comment- > Johnny French: 4417 Carlton Street. Discussion on the using of TIRZ#2 funding for beach maintenance activities to include the construction of bollards and moving of sand. This is was not the specific activities that the voters approved back in the election of 2001 for the Packery channel project (Six Pack). All activities voters 1 of 4 SCANNED approved are shown at the City websites, ordinance. A petition will be done if any project will not be done as what the voters approved. Mr. French suggests that the original proposal will be paid up front and be done fast. All future maintenance after the TIFF expires to be paid out of the interests, so the tax payers don't have to maintain it all the time. Bob Currey: Disagrees with Mr. French on the sand removal. This is part of the dredging of the Packery channel. The sand in front of the seawall causes two major problems; 1) a minor storm hits, a surge could run right up the sand over the seawall and into the condos. 2) Sand is level with the seawall, blows on top of and makes I unusable for handicapped or strollers. Would like to have this done before the turtle and bird nesting and before summer hurricane wipe out condos. > John Sendejar: Preparation of spring break. Would like to recommend the committee to consider his proposal.Wifi hot spots signal usage between the beach, traffic management and pedestrian management. Visibility form JFK to the Island. 5. Presentation and Discussions • Johnny Perales: Discussions and possible action on adding specific beach maintenance activities to the TIRZ#2 project plan, including but not limited to, the area in front of the seawall adjacent to El Constante condominiums. Previous discussion issues related to sand accumulated seawall, issues related to bollards and lack of installation. Continue to fund the work the first time seawall was clean up. Have a discussion and have a consideration and have that portion of the beach cleaning and installation of the bollards within the TIRZ funding. • Jav Reining: Core of Engineers beach permit. Two seasons November to April and April to November no specific days. During November to April City is allowed to relocate sand from between the seawall or line of vegetation and the mean high tide line to the area between the mean high tide line and mean tide line. In Summer, April to November, we are allowed to move sand below the mean tide line or above the mean high tide line but are not allowed the sand from the above mean high tide line after the end of April, that is one of the critical issues city is facing as far as the time issue. This is the time we can move the sand if the city waits until the end of April sand will have to wait until next November. > Jay Reining: First bollard line is 25 ft from the seawall. Second bollard line is basically 125 feet except were the stairways coming down of the seawall. Crossing area will not have parking. We need to meet the new GLO ADA guidance approve an ADA walkway for people with wheelchairs. This beach is currently not drivable beach. The sand is too soft, and we are trying to relocate the sand. > John A. White: This started last April and May why is it taking so long to do something about it. 2 of 4 i > Jay Reining: City could not move the sand because City needs the Corps permission to move it first, had to wait until November to move sand. Parks & Recreation allowed adding the bollards; City doesn't have the equipment to move the sand because of budget. HDR got hired to design how to install the bollards and how to move the sand back. ➢ Pete Anaya: $125,000 to move the bollard project and remove sand. Engineers cost estimate HDR is $ 75,000 to $80,000. Change Order this project to Phase 2 project with parking lot and sidewalk and overlooks, contractor is already on site. ➢ Colleen McIntyre: Bollards and sand removal need to be separated ➢ J.H. Hart: What is the timeline for the project to be done? ➢ Jav Reining: March 22nd North Padre Island Development Corporation will meet and if it gets approved under$50,000 it can be completed in a couple of weeks by the end of April. > Pete Anava: A change order for Phase 2 project$171,000 for South of Packery channel would be presented to Council meeting. ➢ Gregory Smith: Motions the ISAC recommend the TIRZ to spent$50,000 to relocate the sand from the north end to the south end of the seawall. Use this money only for sand relocation. ➢ Colleen McIntyre: Amends the motion, would like to have a not to exceed number because if it comes back higher don't want it to be delay. Colleen seconds the motion. > John A. White: Motion passed. • ➢ John A. White: Next, status on Urban Engineering for Aquarius Drive. ➢ Pete Anava: Urban Engineering is in the process of creating a new original plat, which dedicates the need of right away. Timeline design between 3 months during the summer._Will have a timeline at every ISAC meeting with the timeline of the project. ➢ John A.White: Next, Item#7 beach cleaning updates > Michael Moms: The bold future to maintain the beach. Met with Port Aransas and the County to maintain the beaches. City will take over the north of packer channel and the County will take over the Ball Paul Pier going south. The Inter- local agreements are been worked on, it will at the County court later during the month, then to council. Beach Cleaning and Spring Break. Access Road 3 and Zahn Road to be worked on and clean. Skid-o-kans will be only on city property. Code Enforcement will be out at the beach with permits. Pallets are not allowed at the beach, Code Enforcement will be out at the beach given out tickets to people who do bum pallets. Recycling bags will be hand out at the beach. Trash pick will start every morning at 7am to 2pm. > Jay Reining: Potential closure of beach at riding stables to vehicular traffic. City has no intent to close down the beach, south of access road 6. 3 of 4 ', Bryan Gulley: GLO-Coastal impact assistance program which is county money. Will get more information that can be helpful. 6. Committee Reports No Reports 7. Schedule Next Meeting Next meeting is scheduled for Thursday, April 14, 2011 at 5:30p.m (Meeting has been rescheduled for April 19th at 6:00pm same place) post/email by Martha Quiroz. 8.
