Call to order ➢ Chair called the regular meeting of the Island Strategic Action Committee to order at 5:45 pm on February 7, 2012 2. Roll call ➢ Chair conducted a roll call. Approval of Minutes for January 10, 2012 January 10 minutes approved motion by Charles Mader second by Alex Harris. 4. Public Comment None 1 of 4 Presentation and Discussions Gabriel Hilpold: Introduced Ex- Officio Members Jay Gardner from Watershore & Beach Advisory and Keith Arnold from CC Convention & Visitors Bureau. Daniel Biles: Engineering Project Status Report: ➢ Billines and Clems Boat Ramp Improvements: (TPWD, SEA, TGLO and City funded) • Consultant provided pre -final construction drawings 01/12/12. City review complete. Held design review meeting with Consultant on Friday 02/03/12. Consultant proceeding with final revisions, determining final pavement cross section. • TDPW grant of $600,000 approved on 01/26/12. • . Discussion of appropriate construction timeline. Anticipate construction duration three months, final construction timeline to be determined by consultant. ➢ Packery Channel Dredeine and Beach Re- Nourishment: • Contractor has dredged and placed approximately 135,000 cubic yards of sand on the beach (as of through 01/30). TOOT SH361 bridge repairs are scheduled for this week. • Dredging progress and schedule is being impacted as the Contractor has encountered "rocks" along the bottom of the basin /channel at select locations, possibly resulting from material movement during Hurricane Ike. Contractor's current schedule indicates a 02/28/12 completion date. The City is processing a construction change order to extend the contract duration to accommodate unanticipated delays due to encountering rock, extending the construction completion date to 02/29/12. Construction shall be complete prior to Spring Break (March 6). ➢ PR 22 Bridee: • Consultant provided draft copy of the "Design Summary Report" for City review on 02/0/2/12. We provided the Consultant comments on 02/03/12. Consultant resubmitted on 02/04/12. Preparation of draft categorical exclusion document underway, with draft submittal anticipated in third week of February. Consultant on schedule to complete project design and put the project out for bids in November 2012. (Construction duration anticipated approximately 12 month after receipt of notice to proceed). • Public Information Meeting tentatively scheduled for early April. ➢ Aquarius Street Dasmarinas to Commodores (Bond'08) • Contractor issued notice to proceed on December 15, 2011. Construction duration is 170 calendar days (June 2, 2012 completion). Project construction on schedule • installation of utilities underway. Progress to date includes • Installation of Storm Water Pollution Prevention measures and perimeter barricades. • Installing 16" and 8" water line on proposed Aquarius St. • Installed and hydro tested 8" force main on proposed Aquarius St. • Installing 24" RCP on proposed Aquarius St. 2 of 4 4 Week Look Ahead (Key Project Milestones) • Complete RCP installation. February 2012Scheduled • Complete water and force main tie ins February 2012scheduled • Complete storm structures March 2012 scheduled • Clear and grade street ROW March 2012 Scheduled • Prepare paving grades. March 2012 scheduled ➢ JFK Infrastructure Study: • Final water line locates completed and consultant proceeding with development of final report for City consideration. ➢ Alternative Water Supply to the Island • Consultant provided report for City review. ➢ Packery Channel Phase 2 and 4 — Overlooks and Parkina Lot: TDLR inspection deficiencies corrected. Documentation provided to TDLR on 02/06/12 and project accepted by TDLR on 02/06/12. Project closeout underway. This is the last report for this project. ➢ Packery Channel Phase 3 — Restroom Facilities: • No update ➢ Maintenance to Packery Channel aids to navigation • Complete ➢ Gypsy Bridae Assessment • City continues to address methodology of repair options. ➢ Padre Island Sector 4 Waste Water Lift Station Improvement This project involves replacing aging infrastructure and improving pump capacity (upgrades to two pumps). This project is funded through the City's Capital Improvement Program. The consultant is preparing final design documents with the goal of project bidding at the end of February. More project information to come at the next meeting. Gabriele Hilpold: Water Quality issue Gustavo Gonzalez: Tony Brown who is the plant manager for the ONS Water Treatment Plant and Zeke Campbell water quality control manager will be talking about the issue of the chlorine water and scaling. Zeke Campbell: Raw water is diverted from the Nueces River and treated at the O. N. Stevens Water Treatment Plant, less rainfall we get in the Nueces River the higher the particles and minerals will go up. We have suggested using the Great Value powder dishwasher detergent or the Cascade Complete. The city website is updated daily and information can be found regarding this issue. We have written guides for water quality concerns that deal with issues like scaling 3 of 4 and dirty water or any other problems you might have you can find more information at www.cctexas.com /water /Quality Chlorine issues we have to have 1.5 to 4.0 range chloramines which is a combination of free chlorine and ammonia bound together forms a chloramines molecules is more stable as it goes through the system. Gabriele Hilpold: Beach Management and Spring Break Derek Herzog: Spring break traffic will go down to Access Road 3 turn into the beach and come back to Zahn Road having safety lanes. Spring Break starts Friday, March 8 th and ends Sunday, March 18 Police department will be on beach from 11am to 3am every day and fire department will be on the beach from Noon to 6pm weekends, beach rescue staff will be out from 11am to 6:30pm every day, the beach staff will be cleaning up the beach from 6am to 7pm every day. Beach parking plan we are not stopping traffic for purchasing beach permits, now people would have to drive at least two miles for them to purchase beach permits, no pallets, dogs are not allowed and code enforcement will also be working out there writing tickets. Gabriele Hilpold: Duck hunting in the City limits mainly around the Island, had several complaints of citizens on the Island actually too close to the properties. Would like for everyone to comment on how we can help and solve the issue in a respectful way for the residence that have problems with the ducks, noise and guns. Enforcement of existing laws should be follow for next year's hunting. For next meeting, would like to have everyone's comments /suggestions on this issue. What are the GLO guidelines? Allison Logan: _ Under the city Ordinance is 1,000 ft but not sure for GLO. Regarding enforcement CCPD, City legal and Tx Park & Wild life will meet this Friday morning on this issue, and would like to discuss this item at the next ISAC meeting. S.
