Call to order ➢ Chair called the regular meeting of the Island Strategic Action Committee to order at 5:35 pm on March 6, 2012 2. Roll call Chair conducted a roll call. Public Comment NONE Presentation and Discussions Gabriel Hilpold: Engineering Project Status Report from Natasha Fudge. 1of4 Natasha Fudge: Engineering Project Status Report: • Billings and Clems Boat Rama Improvements: (TPWD, SEA, TGLO and City funded) o Held stakeholder meeting on February 27. Construction schedule and bidding schedule discussed. Additional coordination with TxDOT will be required. Currently anticipate advertising project for bidding in May 2012 and start of construction in September /October 2012 to accommodate facility users and busy summer months. Working with consultant to provide a project design within available funds, considering both an asphalt and concrete pavement section. • Packery Channel Dredging and Beach Re- Nourishment: o TxDOT completed repairs to SH361bridge. Dredging Contractor is demobilizing. Dredge pipe has been removed from the beach. Contractor in process of surveying channel area to determine final project quantities and acceptance of work as completed. Channel depth at mouth of channel being assessed for project acceptance. Approximately 215,000 cubic yards of material has been dredged, pending confirmation via surveys. PR 22 Bridge: • Ongoing coordination with consultant regarding submittal of Design Summary Report. Awaiting revised submittal from consultant prior to scheduling a meeting with TXDOT. Anticipate receipt of draft report to City by 03/09/12. • Ongoing coordination with consultant regarding submittal of draft categorical exclusion environmental document. Awaiting submittal from consultant, anticipated by 03/09/12. Consultant provided traffic data request to TxDOT and anticipate receipt of information in April. Aauarius Street Dasmarinas to Commodores IBond'081 o Progress to date includes 1. Installed 16" and 8" water line on proposed Aquarius St. 2. Installed storm inlets on proposed Aquarius St. 3. Installing 30" RCP on proposed Aquarius St. 4. Cut sand subgrade to grade on proposed Aquarius St. o Work underway during this reporting period 1. Installed 16" and 8" water line on proposed Aquarius St. 2. Install storm inlets on proposed Aquarius St. 3. Installing 30" RCP on Aquarius St. 4. Installing 8" force main 5. Installing curb and gutter on Commodores Blvd. 0 4 Week Look Ahead (Key Project Milestones) • Milestone • Complete RCP installation. • Complete water and force main tie ins • Complete storm structures • Grade subgrade on proposed Aquarius St. • Place geo grid and base on proposed Aquarius St • Prepare paving grades. Alternative Water Supply to the Island • Permitting assessment underway. Surveying and field alignment completed in January 2012. Consultant developed alignment cross - sections for TxDOT permit review in February 2012. Consultant to schedule 2nd permit coordination meeting with TxDOT CC Area Office in March 2012 • TxDOT will require State approval for longitudinal occupancy of JFK Causeway (PR 22) state ROW. Failure to secure PR 22 ROW will greatly increase the construction cost of the project and delay ability to provide redundant water supply to Padre Island. Additional cross - section and centerline profile information to be prepared for follow up permit meeting. • Packery Channel Phase 2 and 4 — Overlooks and Parkine Lot: o No update • Packery Channel Phase 3 — Restroom Facilities: o No update • Maintenance to Packery Channel aids to navigation o Complete • Gypsy Bridge Assessment o No change from last report • Padre Island Sector 4 Waste Water lift Station Improvement o Project bidding phase underway, bid opening date to be scheduled. Gabriele Hilpold: No comments or questions for Engineering project updates. Moving on to Parks & Rec updates. Derek Herzog: Spring Breaks start in 3 days; Whitecap, Seawall, and Access Road 3 and Access Road 2 going to North of Port Aransas city limits are ready. Zahn Road will require more work need to add the lanes. About 300 trashcans will be all over the beach. Police department and code enforcement will be out there writing tickets. No dogs allowed along the beach of Access Road 3 and the main spring break area. No pallets allowed at the beach. Committee: Suggested to write a letter of thank you to the Coastal Bend Bays &Estuaries program for funding the dumpsters. Derek Herzog: Beach to Bay will be May 19`" and will start from Briscoe run North Parallel to the beach of the Access Road, on the beach to the front of the Seawall and turn around to Access Road 6. Gregory Smith: We have five street lights along the beach at Whitecap, what is the status on that? Derek Herzog: I offered to pull them out but as long as the lines are energized AEP needs to do something about it. I talked to AEP but it looks like they don't want to remove or fixing them, so need to look for someone who is responsible for them and check if something can be done. Will work with traffic engineering and see if we can come up with a plan. Gabriele Hilpold: Zip code analysis through tracking parking Permits will be skipped to the next meeting, when Scott Cross is present. Will go ahead and go with Charlie for the summary of Briscoe King. 3of4 Charlie: The Nueces County Board of commissioners has a project to improve Briscoe King Pavilion to make it an all event center. Project is out for bids at this time will be advertisement today and next week. One problem with this project is that it requires additional utilities, it requires we have a new line up to Briscoe King. Have met with Oscar Martinez regarding this project, and we think we have a deal at this time. The City of Corpus Christi has provided me with an inter -local agreement between Nueces County and the City of Corpus Christi; once we get the agreement approve by the City attorneys we are going to add it on the commissioners agenda for approval. Will have a new updates around Mid -June to the end of June before the project is complete. John White: We will have a regular update on our agenda for the Briscoe King project. Gabriele Hilpold: Possible increase for windstorm insurance, possible up to 30 % increase. If that's true we need to look at this more careful and what can be done. Please add Foster to be present at the next meeting for the Windstorm Insurance. Next item will be duck hunting update. Mark DeKoch: A meeting was held back in February 10'' between the City Attorney, CCPD and the TX Park & Wildlife. City Ordinance allows hunting within the City but it has to be 1000 ft from a building, however there is a Local Government Code that reads: Municipality may not apply regulation then it stops and continues if you annex a land prior to September I of 1991 you can regulate. If the City cannot do a regulation because of the Local Government Code, then you will not be able to enforce it that is why the date of annexation is so important. Gabriele Hiloold: We are looking at this for next year's duck hunting and that people would be aware, we want to have a solution for this problem and how it can be enforce for those who break the law. Alex Harris: They just released preliminary FEMA maps, and would like to get copies of them for next meeting. S. Committee Reports No Reports 6.
