Call to order Chair called the regular meeting of the Island Strategic Action Committee to order at 5:33pm on April 3, 2012. 2. Roll call Chair conducted a roll call. Public Comment NONE Presentation and Discussions Gabriel Hilpold: Engineering Project Status Report from Daniel Biles and Natasha Fudge. Daniel Biles: Engineering Project Status Report: Billings and Clems Boat Ramp Improvements: (TPWD, SEA, TGLO and City funded) o Held stakeholder meeting on February 27. Construction schedule and bidding schedule discussed. Additional coordination with TxDOT will be required. Currently anticipate advertising project for bidding in May 2012 and start of construction in September /October 2012 to accommodate facility users and busy summer months. Working with consultant to provide a project design within available funds, considering both an asphalt and concrete pavement section. Packery Channel Dredging and Beach Re- Nourishment: • TxDOT completed repairs to SH361bridge. Dredging Contractor is demobilizing. Dredge pipe has been removed from the beach. Contractor in process of surveying channel area to determine final project quantities and acceptance of work as completed. Channel depth at mouth of channel being assessed for project acceptance. Approximately 215,000 cubic yards of material has been dredged, pending confirmation via surveys. • Pending assessment of existing channel later this summer. PR 22 Bridge: • Ongoing coordination with consultant regarding submittal of Design Summary Report. Awaiting revised submittal from consultant prior to scheduling a meeting with TxDOT. Anticipate receipt of draft report to City by 03/09/12. • Ongoing coordination with consultant regarding submittal of draft categorical exclusion environmental document. Awaiting submittal from consultant, anticipated by 03/09/12. Consultant provided traffic data request to TxDOT and anticipate receipt of information in April. TxDOT traffic information received from TxDOT on 03/03/12. Consultant provided draft Design Summary Report on 3/14/12 for TxDOT review. TxDOT reviewed and provided final comments. Coordination with US Coast Guard for potential permit complete on 3/19/12 and US Coast Guard determined no permit was required. Interim Categorical Exclusion document was provided to TxDOT on 3/20/12, pending information regarding archeological and historical information and permitting information. Project utility coordination meeting held 03/26/12. Consultant determined a nationwide permit will be required from the USACE for the bridge. Consultant provided draft preliminary engineering report to City on 03/30/12. Public Meeting scheduled for 04/10/12. • Aquarius Street Dasmarinas to Commodores (Bond '08) o Progress to date includes 1. Installed 16" and 8" water line on proposed Aquarius St. 2. April- 2012 Scheduled • JFK Infrastructure Study: o Awaiting report submittal from consultant. • Alternative Water Supply to the Island • Permitting assessment underway. Surveying and field alignment completed in January 2012. Consultant developed alignment cross - sections for TxDOT permit review in February 2012. Consultant to schedule 2nd permit coordination meeting with TxDOT CC Area Office in March 2012 • TxDOT will require State approval for longitudinal occupancy of JFK Causeway (PR 22) state ROW. Failure to secure PR 22 ROW will greatly increase the construction cost of the project and delay ability to provide redundant water supply to Padre Island. Additional cross - section and centerline profile information to be prepared for follow up permit meeting. 3 of 6 o Proposed alignment was provided to TxDOT for review and comments on permitting requirements. • Packery Channel Phase 2 and 4 — Overlooks and Parking Lot: o No update • Packery Channel Phase 3 — Restroom Facilities: o No update • Maintenance to Packery Channel aids to navigation o Complete • Gypsy Bridge Assessment o No change from last report • Padre Island Sector 4 Waste Water Lift Station Improvement • Project bidding phase underway, bid opening date to be scheduled. • Project bid opening date scheduled for 4/18/12 with construction to follow in June (approx.). Gregory Smith: There will be a group meeting this coming Thursday on the Windstorm Insurance and it will probably be better to postpone this discussion until our next meeting. Therefore, we should have some good definitive answers for the committee. Gabriele Hilpold: The Windstorm would be postponed and placed on the agenda for next month. Next item would be FEMA Maps and Engineering Report. Daniel Biles: They are finalizing their maps to put out the drafts. He said they affect us in several places but they might not change significantly. Mr. Biles stated they would be changing throughout the city. They used new technology to do storm surge modeling based on a large amount of monitoring they performed during Ike and Katrina so they got a lot better resolution. FEMA has not publicly released those yet; they are working to do this in the spring. It will not be released to the city; will be released through their federal public process. He expects after this there will be a comment period where you can actually comment on the map. Once we see this process, we will get it to the committee. Daniel Biles: Engineering Projects Status Report: Charlie Cardenas: They do not install crosswalks that are not protected. A protected crosswalk is an all- way -stop or a signal because traffic will stop. He stated traffic will not stop in the middle of the street and someone could get hurt at the crosswalk. A crosswalk is installed where it is needed to make sure there is a stop sign. If there is a stop sign on Gypsy and not on Whitecap; therefore, this would be considered a mid -block crosswalk. Placing a crosswalk on Whitecap would mean that it is safe to cross there but it is not safe; except, if it is protected by a signal or an all- way -stop. He would be recommending something safe for Whitecap and would be conducting some studies. Coleen McIntyre: The kids need to cross Whitecap safely and it is not happening right now. Charlie Cardenas: He would find the best route for this issue. 4 of 6 Gabriele Hilpold: Inquired on the time frame that this could happen. Charlie Cardenas: He would start this week because it has to be completed before the school year is over. Gabriele Hilpold It would help if the school was notified that Traffic Engineering is looking into this issue and requested a report from Mr. Cardenas at the next meeting. Gabriele Hilpold: Stated the original question about the traffic signal at Park Rd. 22 and Whitecap was not working when it is foggy. Charlie Cardenas: The detection cameras at the signals have different type of modes. He stated when it clicks on to fog mode it splits the timing because it cannot detect the vehicles anymore. Therefore, they have to reset the button and clean the lens. This usually happens during foggy weather. Gabriele Hilpold: On Whitecap, it does not change at all when it is foggy, you are stuck on red and you have vehicles behind you and you cannot get out. You have to cross on the red and there is nothing you can do. This problem needs to be fixed because there have been too many complaints about this signal. Charlie Cardenas: Mentioned he would be investigating the traffic signal issues at Park Rd. 22 and Whitecap. Derek Herzog: Reported all the light poles between Access Rd. 4 and Whitecap are gone. The beach maintenance has been going good, there has been a lot of seaweed coming in but they have been working on it every day. The guys have been working hard almost every day in front of the seawall and in front of the condos. They have had very good crowds every weekend. Gabriele Hilpold: Inquired about additional trash clean up from last week. She said not only in his area but also going further towards Kleberg, during peak times after spring break. Derek Herzog: They do not use convicts, that is a county issue but they can bring more temporaries on Fridays and Mondays. In addition, reported on beach parking. He had met with Ms. Hilpold regarding a beach zip code. They are trying to conduct some type of zip code analysis when selling permits to help with their current CV13 and marketing to find out what times during the year people are visiting our beaches. John Trice: It went out for bid last month. They put a short time frame on it; therefore, they can get it back in business. He stated by putting the short time frame on the bids, they came in at $150,000 - $160,000 over. Therefore, they are not going to do that. They have been working with the city on it because it is a cooperative thing. The county is doing the beach commission, they are conducting the rehab and remodel of the building and the city is participating with the sewer and the lift station. Reported they will go out to bid in late October or first of November for probable first of January construction so they could get it updated and back into business by spring break. Bryan Gulley: They met last Wednesday at the GLO office with Jeff Edmonds, Engineer with URS , Ernie Butler with Snoopy's Restaurant, Doc's Restaurant and Marker 37, along with Rene Garcia and the guys 5 of 6 from Austin on the phone. They discussed the draft that URS had done to see what it would cost to bring that area (The Coastal Colonia) up to city standards. The streets are not wide or high enough, there are no fire hydrants and water is a homemade 3" water system. He is talking about the south side of the area. J.J. Hart: Right now, as of the end of February, there is 4.6 million dollars in the tech. 1.5 million dollars is set aside for the bond reserve; eventually we are going to get up to 4 million for the maintenance. Presently, we are at 2 million. He said now there is a maintenance reserve, hence this is $500,000 so among these three things there are 4 million dollars that is sitting aside. Therefore, out of the 4.6 million there is $600,000. The money we spend includes the dredging already but does not think it includes taking out the million and change left over for doing phase three. This does not include the overlooks and parking lot. We still have about 4 million dollars in projects remaining to do the restroom facility, which is approximately 2 million dollars. The pavilion is approximately 1 million dollars and the administration and maintenance building is 700,000 dollars. The ADA parking lot is off the table now because we are not going to get approval but if we do, it is approximately 900,000 dollars. The ramps to the jetties are phase four, which leaves 4 million dollars. Paul Schexnailder: The project is over 500 acres, it includes Schlitterbahn, the Lodging, the Village and the Island Walk and its creation. The scope of the project over time is the full 525 acres. It starts in Lake Padre and it comes over. The request was made to take the golf course out of the TIF because we knew you could not ask to cut corners on the Padre Property out of TIF. The impact on the TIF would be too strong. In addition, none of the benefits in doing Schilitterbahn would go to the TIF. These are the implements we are dealing. We recommend taking the golf course out of the TIF because they think it is in the best interest of the city. They are not demanding that it be taken out but they are saying that it would have to be calculated as if it were taken out. He stated, what is important is that the incentive mirror Cedar Park. S.
