1. Call to order
Chair called the regular meeting of the Island Strategic Action Committee to order at 5:40pm
on May 1, 2012.

3. Approval of Minutes for April 3, 2012
April 3rd, 2012 minutes were approved. Motioned by William Goldston and seconded by James
Needham with one correction. Mr. Kurz stated he was present at the prior meetings; corrections
will be made to the minutes.

Presentation and Discussions
Gabriel Hilpold: No public comments. First item on the agenda Windstorm Insurance
Gregory Smith: A delegation led by Representative Hunter went up to Austin and met with the
department of insurance. It was a courtesy meeting nothing was resolve with the issues. Only
draft comments that was circulated around here and the closing date was a couple of weeks ago.
They have not decided whether to post to the Texas Register if they do then we have another
chance to comment with it. Structure and windstorm issues going on right now, did a better
review three states the highest hurricane probability (1) Florida, (2) Texas, (3) North Carolina.
Texas has the highest rates about 30% higher than Florida; same as North Carolina, all three
states have catastrophic funds with it. Florida have $10 billion in there catastrophic fund, Texas
has $200 million. Need to be looking at Florida as an example, how can we can have Florida's
rates and have the reserve, what has Florida done right that we haven't. Part of this review
Florida in 2004 -2005 had eight hurricanes, five which were windstorm stronger than Hurricane
Ike. They walked always with that and they have all the reserves and we don't. It is an issue that
will come up at the next legislative session in January.
Gabriel Hilpold: In addition to the summary, with the help of the Chamber. I think it a
tremendous idea to compare with those numbers, we are in high risk. We have more number of
people traveling and vacationing at the island and Port A, that is a State issue and we need help.
Colleen McIntyre: Everyone in Florida is equally affected by hurricanes but North Carolina is a
little bit more like Texas, they recognize it's a State issue and Texas constantly has that battled
North Carolina is the one that most help us with that.
Gabriel Hilpold: Next item Erosion Response Plan
Bob Payne: The Erosion Response Plan is required by the State if we want to go for grant money
in the future. The big issue has been establishing the set back line. We are going to talk to Water
shore on Thursday, and tomorrow night Beach Management Advisory committee and Monday
will be at the Coastal Bend then we have a public hearing with planning commission next
Wednesday. We have passed out draft plan and it can be found at the city website cctexas.com
under the planning department. The Erosion Response Plan Addresses: a 350ft building setback
line is established, Seawall is exempt, existing structures are exempt, provided: No practicable
alternative; Building foot print is not increased; New structures meet in new construction
standards. New construction standards: Existing structures may rebuild provided, Engineered
plans, 2ft of free board, limitation on enclosures below BFE -max 300ft, structures will be
relocateable, Minimized impact to hydrology, New residential dwellings or commercial structures
to be located landward of 350', Accessory structures may be located between 200' and 350',
Community Benefit Project are allowed recreational structures or other structures in public
interest.
Gregory Smith: ERP is mainly for the upper Texas coast and lower Texas coast we don't have a
real need for it here, we have a stable dune structure. We have reviewed it we have a bigger
problem with our beach and maintenance practices and how they are moving the dunes. Nueces

County erosion rate for the average erosion rate for the entire County is about 11 inches and
that's from 1938. Two needs that we recognized permits and the other one is the Access Road
2A, the City has 80ft ROW about 4 miles of North Access Road 2, it will be a great project great
demand in fixing the street.
Gabriel Hilpold: Next Beach Management
Derek Herzog: Beach to bay starts on this side we will be preparing the beach for the event. We
have been working with Oscar for staff for next year's budget.
Gabriel Hilpold: Next, status on Crosswalk at Whitecap & Traffic signal at Whitecap /Park Rd 22
Charlie Cardenas: Crosswalk at Whitecap not working that has been done and it should be
working properly. A traffic study report has been done at Whitecap between Park Road 22 and
Gypsy. Report on Friday 13 from 7am to gam only 8 people crossed the street 3 students
crossed and 5 were joggers, then from 3:30pm to 5:30pm 10 people crossed the street 7
students and 3 joggers.
Gabriel Hilpold: If this is the numbers for the report then we won't bother to actually have
crosswalks for this part of the street. Next, item Briscoe King, Scott is not present but John White
has and update.
John White: Briscoe King pavilion went out to bid and came back and because of a timeline that
purchasing department of the County we were not able to get the bids out. The construction
time was to be limited to 60 days instead of 90 days; all the bids came back with a minimum of
$150,000 high. Briscoe King Pavilion has been open for party reservations and closing
reservations again in mid - October.
Gabriel Hilpold: GLO summary permit
Dan Biles: Received the draft report from the consultant on JFK infrastructure analysis. Most
important is the lack of fire protection and the accessibility to fire flow; only on fire hydrant is
out there several hundred feet away Snoopy's and around that area of Marker 37 area won't be
enough. At this point the City does not have the funds to make this improvement in this area.
Waterline is approximately $600,000 cost.
Gabrielle Hilpold: Requested an overview because we don't know the border is and who is
responsible of what, if we can start by getting a copy of the report.
Daniel Biles: Will review the draft report and finalize it. We will send out a PDF of the report
before next meeting. All photos, report and exhibits should be attached, so you will see the
TxDot ROW or GLO.
Daniel Biles: Engineering Project Status Report:
Billings and Clems Boat Ramp Improvements: (TPWD, SEA, TGLO and City funded)
o No Update
• Packery Channel Dredging and Beach Re- Nourishment:
o No change — pending assessment of existing channel later this summer.
• PR 22 Bridge:

o Held public meeting on 4/10/12. Public comments were due 04/20/12. Consultant
assembling comments received from Public Meeting for TxDOT consideration.
Consultant continuing with preparation of permit, Categorical Exclusion document,
and design.
Aquarius Street Dasmarinas to Commodores (Bond '08)
Construction nearing completion, anticipate mid -to -late May completion.
o Outstanding items include:
• Complete backfill between Curb & gutter and sidewalk.
• Raise manholes on Aquarius St.
• Stripe and install signs on Aquarius St.
• Clean for Walk through punch list inspection.
• JFK Infrastructure Study:
o Awaiting report submittal from consultant.
• Alternative Water Supply to the Island
o Comments received from TxDOT for Consultant incorporation into permit
application document. Schedule for pre - permit review meeting with agencies
pending.
• Packery Channel Phase 2 and 4 — Overlooks and Parking Lot:
o No update
• Packery Channel Phase 3 — Restroom Facilities:
o No update
• Maintenance to Packery Channel aids to navigation
o Complete
• Gypsy Bridge Assessment
Contractor, City and Consultant met onsite 04/27/2012 to discuss scope of work for
repairs. Contractor preparing cost proposal and repairs to follow pending final
determination of scope and fee.
• Padre Island Sector 4 Waste Water Lift Station Improvement
o Project Bid Opening held on 4/25/12. Bridges Specialties was the apparent low
bidder. Consultant analyzing bids and preparing recommendation of bid award.
Construction Contract scheduled for council consideration in late May /June with
construction to follow in late July /August.
Gabrielle Hilpold: Paul Schexnailder is not present to discuss Schlitterbahn will be added to next
meeting.
