1. Call to order
➢ Chair called the regular meeting of the Island Strategic Action Committee to order at 5:30pm
on June 5, 2012.

3. Approval of Minutes for May 1. 2012

Presentation and Discussions
Daniel Biles: FEMA updates: FEMA gave us draft copies of the maps a couple months ago to
include the island and we provided comments on that. Right now FEMA is going over the

comments and finalizing the maps to publish in late this summer or early fall, the official draft
map for the entire coastal region. Once that happens it's about 30-45 day comment period then
they will review the comments and finalize the map and become real. We expect the map to
become real by sometime early next year. What that does is the Island specifically is in general
the velocity zone which now covers the majority of the island in various spots; it stops at the
dune lines. In general, most of the elevations on this side of the dune are either the same as the
84 maps or a foot or so below the 84 maps, in general that is what the maps look like. For
instance, where the bridge is going the 84 map have that elevation 11 or 12 and the new map
has it at 11, so in various places it's similar of even below, for the Island in general are better
than the ones existed.
Colleen McIntyre: Is there any areas that are worst?
Daniel Biles: We look at Packery channel because we got the bath house and now that there is
velocity zone and once the maps are final that becomes an AE zone with the elevation. You still
have to be above the elevation but the design standards are different if you are in a velocity zone
vs. AE zone.
Daniel Biles Once they published them through their federal process, there will be a public
notice and public comment period that everyone in the public can comment on. They plan to
have open houses once that happened up and down the coast where they will have the maps out
and have people talk about them. We probably take the maps and do a workshop with Council to
look at the entire city and what that means to the entire city.
Gabriele Hilpold What time do we expect to have a final draft?
Daniel Biles Probably the September meeting. We can add it to the ISAC agenda once we get
them.
Gabriele Hilpold I would like to add to the next agenda to figure out a structure so that we as the
public, whether it's the City or part of South Texas can know what impacts what on the issue and
who will be the central contact in order to answer questions in our area. If engineering can help
us find out whom can we contact and be responsible for our region and we as a committee we
should be the ones to go to Council and tell them what needs to be implemented in the city and
have the updates at all times.
Daniel Biles: Engineering Project Status Report:
o Billinas and Clems Boat Ramp Improvements: (TPWD, SEA, TGLO and City funded)
o Meeting with TxDOT on 06/07/12 to discuss. Will have update at next ISAC meeting.
o Packery Channel Dredgina and Beach Re- Nourishment:
o No change — pending assessment of channel conditions later this summer.
PR 22 Bridge:
o Consultant continuing with preparation of permit, Categorical Exclusion Document, design of
bridge layout. Meeting with TxDOT scheduled for Wednesday 06/06/12 to discuss

environmental considerations. Project schedule may be revised, if TxDOT determines
additional environmental assessment is warranted.
• Aquarius Street Dasmarinas to Commodores (Bond '08)
o Roadways now open for traffic. Contractor completing punch list items. Area Lighting and
landscaping to be addressed.
• JFK Infrastructure Study:
o Final report submittal underway. As of 05/24/12, consultant working on final exhibit
indicating current land use /lessee information.
• Alternative Water Supply to the Island
o Revisions comments sent to TxDOT; coordination between City and TOOT underway to re-
initiate project permit application.
• Packery Channel Phase 2 and 4 — Overlooks and Parking Lot:
o Pending coordination with AEP to provide electrical service to the area

Packery Channel Phase 3 — Restroom Facilities:
o No update
• Maintenance to Packery Channel aids to navigation
o Complete
• Gypsy Bridae Assessment
o Awaiting contractor proposal to address gypsy bridge as well guard rail removal /repairs
• Padre Island Sector 4 Waste Water Lift Station Improvement
o Construction contract award recommendation presented to City Council for consideration on
May 29, 2012 and contract award authorization scheduled for June 12, 2012. Anticipate start
of construction initiation in late July /early August 2012.
Gabriele Hilpold: Packery Channel restrooms, do you think it's a necessity right now for new
portal potties?
Derek Herzog: The way we budget for them we can put more portal potties in different locations
but it will reduce the number in the high use locations.
J.J. Hart: What is the cost of each portal potty?
Derek Herzog: It runs about $350 a piece per month and it to have it pumped out about 9 times
out of the month.
J.J. Hart: We can pay this out of the TIF, its operating? We can discuss this if it's important to add
portal potties. If we approve the funds for this how long will it take to have them out there?
Derek Herzog: The next day or two. Whitecap has 5 portal potties right now, 10 at the north side
of Packery channel.
Gabriele Hilpold: Next meeting add to agenda to figure out how we can come up with the funds
and how many portal potties is necessary for Packery channel. Let's get two and see how that
will work for now.
Gabriele Hilpold: Next item, Beach Management.

Derek Herzog: Beaches looking good all trash and access road clean. About 20 -23 beach lifeguard
starting the Friday of Memorial day and ending Labor Day. Beach permits were sold about 3,900
for the month of May. Still in the process of new staff by August. PD is out there writing speeding
tickets and littering ticket.
Gabriele Hilpold: Next item beach bollards installing the bollards in front of the seawall.
J.J. Hart: Wanting to revisit the issue of the bollards. Do we have a plan to installed them or not
and what other options do we have?
Derek Herzog: What we have discussed is the funding and maintenance is an issue. The funding
is not there right now. If you going to maintain the driving lane, with the winds coming in from
the south it will create rifts and then we will have the sand excavated out and moved, in order to
keep the lane drivable.
Gabriele Hilpold: Suggested to invite the PD to the next meeting, to enforce citation for speeding
and littering issues at the island.
Derek Herzog: Meets with PD every Thursday to update on island issues, but will contact Capt.
Wilson or beach patrol officer to show up at the next meeting to address their concerns about
speeding and littering.
Gabriele Hilpold: Next item, Schlitterbahn updates,
Paul Schexnailder: We have a meeting in two weeks with the Core, to go with what process they
want us to use for that. As soon as they get the bridge design, we should at that time or shortly
after have all the permits and be able to start the excavation. We can do the excavation on the
golf course side prior to any permits, as long as we don't tide in to the navigation waters and we
will wait for the connection to get the permits. We are in the financing terms sheets and will
have them within the next two weeks for the financial part. We have broken the project into two
build periods because of time schedule. We will build a portion of it an open the park and it will
be fully operated park. Then we will add features to it during the next season which will be an
actual expansion.
Gabriele Hilpold: Suggested to have traffic at the next meeting, regarding some solutions for
traffic issues at the island. Where is the division between who takes responsibility between the
City and the State on Highway and intersections? We will have traffic department to help us
layout a long term plan, if we come up with some ideas and solutions.
