1. Call to order
➢ Chair called the regular meeting of the island Strategic Action Committee to order at 5:30pm
on August 7, 2012.

Presentation and Discussions
Daniel Bites: Review and approval packet of Packery Channel Monitoring contract. Deidra had presented
a presentation on this contract last ISAC meeting. Now, Diedra is scheduled to present to Council next
week and then we will bring the contract to Council the following meeting for Council approval.

Gabriele Hil old: Next item, Engineering Project Status Report.
Daniel Biles:
1. Billings and Clems Boat Ramp Improvements: (TPWD, SEA, TGLO and City funded)
o Update: MUA presented to Council as a future action on 7/31/12 with council action to follow on
08/14/12. TxDOT will review construction documents after receipt of executed MUA prior to
project bidding. Anticipate receipt of TxDOT comments early September with project bidding to
follow.
2. Packery Channel Dredging and Beach Re- Nourishment:
o Preliminary results of assessment of channel conditions anticipated by 08/10/12. Meeting with
consultant to follow by end of August to determine if additional dredging is warranted.
3. PR 22 Bridge:
T o Consultant continuing with preparation of permit, Categorical Exclusion Document, preliminary
design of bridge layout. TxDOT has determined that the project is classified as a State Blanket
Categorical Exclusion based on project type and funding.
4. Aquarius Street Dasmarinas to Commodores (Bond '08)
o Contractor to initiate landscaping work week of August 14th. Preliminary design for area lighting
complete in- house. Onsite coordination meeting with AEP scheduled for 08/08/12. AEP to provide
cost proposal pending finalization of scope. Anticipate construction start in October 2012.
5. JIFK Infrastructure Study:
o Final Report delivered to City and distributed to ISAC via email on 08/06/12. Project is identified
as a potential Bond 2012project.
6. Alternative Water Supply to the Island:
o Consultant proceeding with design towards 60% design submittal. Consultant will submit permit
to TxDOT upon completion of 90% design, as mutually agreed upon with TxDOT
7. Packery Channel Phase 2 and 4 — Overlooks and Parking Lot:
o City has received cost proposal from AEP for $67,114.70 to connect electrical service and install
lights along the entrance road and between the overlooks, Anticipate construction completion in
October /November 2013.
8. Packery Channel Phase 3 — Restroom Facilities:
o No update
9. Gypsy Bridge Assessment
o Coordination with contractor to repair pavement patch atop bridge to match texture of existing.

10. Padre Island Sector 4 Waste Water Lift Station Improvement
T o Preconstruction conference scheduled for 08/23/12 with construction to follow.
11. Whitecav Wastewater Treatment Plant UV Disinfection
o The City is continuing to optimize operation and maintenance of the existing facility to continue
to improve meeting the new TCEQ enterococcus limits. Whitecap plant's effluent quality has not
decreased since the regulatory changes took place.
12. IDIQ Wastewater Forcemain Improvements on Whitecap Boulevard=
o Wastewater utility improvements on Whitecap Boulevard. include rehabilitation (approximately
1,668 LF) of an existing 14 -inch forcemain from the lift station at Whitecap Boulevard & Curiser
Street, to the downstream manhole at Whitecap Boulevard & Gypsy Street, replacing a 14 -inch
ductile iron forcemain bridge crossing & pipe supports at Whitecap Boulevard. & Curiser Street,
temporary bypass pumping for the control of wastewater flows, and associated site work. The
existing 14 -inch forcemain was installed in 1974 and has become a maintenance issue while
approaching its useful service life resulting in multiple repairs in the past 12 months. The
rehabilitation will restore the structural integrity of the line and will provide an anticipated
minimum design life of 50- years.
o Project construction underway and anticipate completion (including wastewater forcemain
installation, driveway and site repairs, and removal of traffic control measures) by end of August
2012.
Dan Biles: Bond 2012 Report, the list has been changed by Council from last meeting updates. Council
has moved the JFK causeway out from the Economic development area to the proposition one street
improvements. No other changes have been made to the list.
John White: Asked if any improvements or changes going to be made to the Billish Park?
Gabriele Hilpold: Suggested to add Billish Park for next meeting for updates.
Gabriele Hiloold: Next Beach Management
Dereck Herzog: Beach Management is working out very well and staff has been doing a great job cleaning
beach. We are getting a great attendance of all part of the beach, and beach parking permits sales are
high.
Gabriele Hil old: Suggested to have an update on the beach parking permits sales for next month's
meeting. Next Item duck hunting update.
Carlos Valdez: Duck hunting issue has been reviewed closely. It is difficult for police to enforce; we have a
City Ordinance No. 3375 that prohibits the discharging of fire arms within city limits but also provides
exceptions and it also provides specifically for allowing the hunting of ducks within the City limits with
certain exceptions. When you have specific exceptions like that, it is difficult for police to enforce. What
we suggest is we need to change both the state statues and the ordinance to clarify what can be done and
cannot be done. We start with the State statues adding an exception in the State statues for Corpus
Christi, Nueces County to accept this from the State Statues, allowing the Council to address the situation
locally and adopt the ordinance prohibited all hunting within the City limits or not. Police have a difficult
enforcing these regulations because of the exceptions they have to make before they enforce this
because if they enforce it wrong we are looking liability for the City. The law needs to be clarifying either
to allow it or prohibited, it depends on what the citizen's want but the State statue needs to be clean up
and clarify the law more.

Gabriele Hil old: Next item, Windstorm update,
Gregory Smith: Windstorm issues of high increase of rates of insurance of houses and businesses. if a
storm strikes at Galveston, Harris County or any area by the Gulf of Mexico, we have to pay for all the
losses caused by the storms, but if we get hit by a tornado, hurricane they don't have to cover us, no they
don't. We have the highest windstorm rates in the country; Texas has the highest home owner's rates.
The Legislation starts in January, this is a state issue and we as group we need to come together to discuss
why are we the only ones in Gulf of Mexico to carry this liability, why do we pay higher rates than North
Carolina and Florida. We need to get as much support to fix this problem.
Gabriele Hilpold: We need the support from everyone that we need to have a different system, the
Legislation meeting is in January and we would like everyone to submit any suggestions they may have to

Paul Schexnailder: Moving from June 2013 to March 2014 is about 9 months; the season for
water parks is about 90 -120 days. If, we are 3 -6 month behind we automatically loose and entire
season, opening in a middle of a season is not a very smart business move for a water park
operation. The park is on track to be open, the financing and the banking term sheets are in
place, partnership agreements are in draft form, in final draft form waiting for other external
documents to be completed so we can do those, we are working with various agreements with
the City, Core of Engineering and TxDot. We expect the under construction sometime in the
month of September.
Gabriele Hil old: FYI. We have three members that have been appointed to other boards. James
Needham and Colleen McIntyre will be appointed to other boards and David Kurz has resigned
for health reasons.
