ISLAND STRATEGIC ACTION COMMITTEE

1) Call to Order
➢ Chair called the regular meeting of the Island Strategic Alliance Committee to order at 5:32 PM on
April 2, 2013.
2) Roll Call

3) Approval of Minutes for March 5, 2013.
➢ Correction to attendance and spelling of"Sowash." Motion by William Goldston, second by A Hart.
4) Public Comment
➢ Stefany Shoddy with the PRIDE Committee, informed of new plan for community pride and city-wide
revitalization. Include in May Agenda
5) Welcome Rick Sowash
➢ Rick gave background, has been island resident for 25 years, is a real estate appraiser.
6) Windstorm Update
➢ Greg Smith updated committee.TWIA Board decided unanimously not to go into receivership. Senate
has expressed support for a good bill as Windstorm is a statewide problem.There is money in the fund
for 2013.
7) Council Members at ISAC Meetings
➢ William Goldston updated committee, Alison will have revised language, exempting ISAC from the rule
prohibiting council members, to take to next Ethics Commission,then to Council. Include on May
Agenda.
8) FEMA Maps Online
➢ Natasha Fudge put all FEMA working draft maps on a CD for the Committee's use. Maps are not yet
out for public comment. Include on May Agenda.
9) Wastewater Odors
➢ City was unable to locate any deficiencies in the line, did clean the line. Asked committee to document
dates × of odors. Include on May Agenda.

10) Whitecap&Gypsy Traffic Count
➢ City has not yet finalized traffic count.
11) Engineering Project Status Report
➢ Committee agreed that they do not want delay of award of contract, but delay construction.
➢ Regarding Park Road 22,working on environmental mitigation plan. Delay due to several different
processes, also local office is focused on Harbor Bridge. Committee concerned funding will be no
longer available once processes are complete.
➢ Regarding Aquarius lights, City has executed agreement with AEP and is scheduling work for July.
12) Bond 2012 Report
➢ Milestone schedule for street projects was attached to the Engineering Updates.
13) Beach Management/Spring Break Traffic
➢ Spring break went well, City brought in more police units, stayed longer hours. No bad crowd showed
up to beach, more families and college students. Sales of permits slightly below last year, still good.
Traffic was kept off main highway.Trash gathered around cans in the morning.
➢ Police set tone by writing 170 traffic violations in first weekend under direction of Captain Sanders.
➢ Beach to Bay preparations planned.
➢ Earth Day/ Bay Day Clean-Up scheduled April 61n
14) 4 1h of July Fireworks
➢ To date a little over$6,000 of what is needed has been raised.
15) Schlitterbahn Updates
➢ Paul Schexnailder updated the committee on the status of the Schlitterbahn development. Special
mention of Corps of Engineers permits for the Island Walk expiring at the end of this year and the need
to coordinate with canal to make a connection.
16) Schedule Next Meeting
➢ Tuesday, May 7t"at 5:30 PM.

➢ Motion to adjourn by John White, second by Stan Hulse. Meeting adjourned at 6:34 PM.
