HomeMy WebLinkAboutMinutes Island Strategic Action Committee - 05/07/2013 MEETING MINUTES ISLAND STRATEGIC ACTION COMMITTEE Padre Isles Country Club 14353 Commodores Dr. Corpus Christi,TX 78418 May 7, 2013 at 5:30 P.M. 1) Call to Order ➢ Chair called the regular meeting of the Island Strategic Alliance Committee to order at 5:30 PM on May 7, 2013. 2) Roll Call ➢ Chair calls the roll. Committee Members Present: Committee Members Not Present: John A. White Sr. Charles Mader Gabriele Hilpold Jodi Steen William F. Hart Jyoti Rakesh Patel Alex Harris Ralph Tapscott Rick Sowash Bryan Gulley—Ex-Officio Wes Pierson— Ex-Officio 3) Approval of Minutes for April 2,2013 ➢ Correction to spelling of"Stefany Shoddy," addition of Rick Sowash to attendance, correction of disk to CD. ➢ Motion by William Goldston, second by A Hart. 4) Public Comment ➢ David Pierce provided Aquarius Extension Bicycle Safety handout with photo. Despite Safe Passing Ordinance passed by Council last year requiring motorists to stay between 3-6 feet from cyclist, Aquarius doesn't allow for compliance. Include on June Agenda. ➢ Maybeth Christensen informed that POA has purchased portable solar powered radar sign that advises speed. Want to put on Aquarius first,testing on different places. ➢ Guy Watts from DMC Board of Regents presented a proposal for a Southside Academic Campus. Will report back once Board of Regents provides formal response. ➢ Gregory Smith provided Windstorm Update. Senate Bill 1700 passed out of committee. Its supported by Coastal Task Force and allows funding for almost 100-year storm at Galveston.TWIA has more funding in place for the 2013 storm season. Include on June Agenda. ➢ William Goldstone requested clarification on Stage 4 Water Restrictions ending building permits. ➢ Mandy Deleon has concerns with speeding on Aquarius. Requests the City install stop signs. 5) Presentation—Dog Park ➢ Sarah Russell presented plans for Dog Park. Estimated $350,000 for construction, plus $5,700 annual maintenance. At public forum, people were against a public park, due to assumptions about the noise and smells. Experience that people are cleaner inside dog parks than out on streets. ➢ Committee had questions regarding water supply, inquired on reclaimed water and well options. ➢ Regarding oversight, park will have Board of Directors, may presell memberships. ➢ Mike Morris suggested the next step would be taking a Memorandum of Understanding before City Council. ➢ Include on June Agenda. Stop signs are not effective for controlling speed; people not complying with speed limits also ignore stop signs. If Warrant Analysis and Level of Service don't require stop signs they become more dangerous because cross traffic assumes they're going to stop. ➢ City trying to install Speed Tables instead of Bumps, are another device to slow speed. Considering Dasmarinas and South Park, will complete warrant study and intend to install within the next few months. Emphasized the importance of enforcement on mitigating issue. Include on June Agenda. ➢ Motion to put speed measures on Aquarius within the next three months and explore feasibility of stop signs by Alex Harris, second by John White. 7) PRIDE Committee Ideas ➢ Item skipped, representative not available. 8) Council Members at ISAC Meetings ➢ Item voted down 5-2 at Ethics Commission Meeting, Council Members cannot attend ISAC Meetings. 9) FEMA Maps ➢ Rick Sowash reviewed FEMA Maps, elevation stays pretty much the same accept for Bridgeport and around the seawall. All in all, no significant effect to island properties. ➢ Maps are unpublished drafts, conference call scheduled where they will discuss timetable for releasing the Maps formally. 10) Wastewater Odors ➢ There are still issues with odors and complaints in the area. It seems to have something to do with the force main coming online. ➢ City will check if wastewater lines are the priorities in the departments. ➢ Include on June Agenda with City Representative. 11) Reporting Street Failure ➢ City will follow up with Water Department, damage done when curb was cut to be replaced. Failure between Blackbeard & Whitecap. 12) Encantada Culverts ➢ Culverts on Encantada are soaking through. ➢ In City's opinion, culverts are part of the canal system which is not maintained by the City. County plat stated it was not maintained by county, plat was taken over by City. ➢ Committee member inquired about cleaning out the culverts with high powered tools. POA would be responsible if damage occurs. ➢ Motion for further study by City and POA by John White, second by Gabi Hilpold. 13) Whitecap&Gypsy Traffic Count ➢ Study expected by June Meeting. 14) Engineering Project Status Report ➢ City presented Engineering updates. 15) Bond 2012 Report ➢ Included in Engineering Updates. Most people are throwing trash in receptacles. Easy driving on access roads. Prepared for large amounts of seaweed, haven't had it. 17) 4th of July Fireworks ➢ As of mid-last week, $7,500-$8,000 raised. Checks are tax deductible. ➢ Fundraiser will be held May 31st. Any funds that are raised beyond what is needed will be put towards next year's Firework funding. 18) Schlitterbahn Updates ➢ Construction in progress. 19) Schedule Next Meeting ➢ Tuesday,June 4"at 5:30 PM. ➢ Add upcoming bond ideas to June Agenda. 20) Adjournment ➢ Motion to adjourn by John White, second by Greg Smith. Meeting adjourned at 6:55 PM.
